1. Community Justice Collaborating Council – Regular Meeting – June 8, 2017 8:00 AM
Minutes are accepted as presented.

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budget Updates
Mike O’Keefe, CJCC Coordinator, presented the current CJCC and Treatment
Alternatives & Diversion (TAD) Grant budgets through June 2017. A reimbursement for
approximately $40,000 was received from the Department of Justice (DOJ) for the TAD
Grant - Quarter 2. This amount is not included in the June budget summary due to
accounting cycles.

2. St. Croix Valley Sexual Assault Response Team - Training Update
Mike Knoll, Executive Director, St. Croix Valley Sexual Assault Response Team
announced their organization was one of five counties awarded a pilot sexual assault
response training grant. This will include extensive training that will assist in developing
best practice tools and training modules for the State of WI. This grant covers Pierce,
Polk and St. Croix Counties.
RESULT: DISCUSSED
3. CJCC Meeting Schedule 2017-18
Mike O’Keefe, CJCC Coordinator, provided the updated CJCC Council and CJCC
Executive meeting schedule for 2017-18.

4. CJCC Subcommittees Updates
Mike O’Keefe, CJCC Coordinator included in the packet a list and summary of each
CJCC subcommittee with progress updates. The Bylaws subcommittee will be addressing
proposed changes with respect to voting restrictions at their August meeting. The
Domestic Violence/Family Issues subcommittee is still working on the Needs
Assessment completed by the Center for Court Innovation (CCI) and local statistics are
being sent for incorporation into a final report. The Evidence Based Decision Making
(EBDM) subcommittee is continuing to work on the systems map and will bring to the
Council for review in October, 2017. The Executive subcommittee will be working on
the bylaws at the August 24th meeting. Fred Johnson, Chair of the Mental Health
subcommittee stated they are continuing to work on previous issues as noted. Kristin
Deprey, Chair of the Substance Abuse/Trauma Informed Care subcommittee stated they
are working to develop priority areas in terms of trauma informed care and efforts in the
community with respect to substance abuse services.

5. Treatment Alternatives & Diversion (TAD) Grant Bi-Annual Report
Mike O’Keefe stated as part of the Treatment Alternatives & Diversion (TAD) Grant a
report is to be presented to the CJCC Council on a biannual basis. Mike addressed the
recently implemented COMPAS WI Pretrial Risk II Assessment. Lisa Multhauf,
Diversion Program Supervisor provided a breakdown of TAD participant’s drugs of
choice and ages. Kim Kitzberger, Drug Court Coordinator, gave a breakdown of
participant’s, drugs of choice, ages, point of entry and referral outcomes. We just
received notice that the Department of Corrections (DOC) just released the Impaired
Driver Assessement (IDA) within COMPAS. Online training is required for this
assessment which should be available in October 2017. Implementation of this
assessment is referred to the Criminal Justice subcommittee for review.

6. St. Croix County Adult Drug Court - OWI Approved Training
Hon. R. Michael Waterman announced the Adult Drug Court Team has been awarded a
grant and will be attending training in Duluth on September 12 - 15, 2017. This grant will
provide training for implementation of an OWI Treatment Court or track within an Adult
Drug Court Treatment program. St. Croix County is looking at implementing a track
within the current Adult Drug Court. They would use the same drug court team,
resources, and budget. But they will separate the OWI participants so that there will be
tracks to deal with alcohol and one to deal with drugs.

7. WI Department of Corrections - Probation & Parole Update
Mark Lemke, Probation and Parole Supervisor, reported a time study has been completed
and noted that Region 5 will be receiving 6 new agents. Of the 6 new agents, St. Croix
County will be getting 2 new agents, bringing the total to eleven (11) agents. The St.
Croix County supervisors will now be shared positions with Pierce and Polk Counties.

8. St. Croix County Jail Statistics - July 31, 2017
Dan VanSomeren, Jail Captain, gave statistics on the Jail and the Day Report Center.
RESULT: DISCUSSED
9. Trauma Informed Care Presentation - Julie Krings - Children Services Administrator
Julie Krings, Children Services Administrator, gave a presentation on Trauma Informed
Care.
RESULT: DISCUSSED
