Community Justice Collaborating Council – Regular Meeting – August 10, 2017 8:00 AM Minutes are accepted. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Financial Report Mike O’Keefe, CJCC Coordinator, provided a summary of the financial summary report thru July 2017. The Treatment Alternatives and Diversion (TAD) Grant for 2018 was released and is due October 12, 2017. Lisa Multhauf, Kimberly Kitzberger, Jenna Hines, Heather Hazelwood, and Mike O'Keefe are currently working on the grant application. RESULT: DISCUSSED 2. CJCC Subcommittees Updates Hon. Eric Lundell encouraged all subcommittees to meet and bring issues/topics back to the CJCC Council for discussion. Mike O’Keefe, CJCC Coordinator, provided updates for the subcommittees. The Community Engagement subcommittee has not had any issues to address. Judge Lundell stated the Criminal Justice subcommittee met and discussed OWI’s and alcoholism within the county. Hon. Edward Vlack reported the Domestic Violence (DV)/Family Issues subcommittee reported they will be working on DV cases once there has been an arrest and will be in court within 72 hours. The Courts are requiring DV assessments in certain cases. They have received a preliminary report from the Center of Court Innovation with recommendatioins and timelines for improvements in our system to address DV issues. There will be a strategic planning meeting on October 11, 2017. The Evidence Base Decision Making (EBDM) subcommittee will schedule a meeting after the outcome of today’s meeting re: recommended bylaw changes. Fred Johnson, HHS Director, reported the Mental Health subcommittee will be meeting on October 26, 2017. The Administrator from the Department of Care and Treatment Services, Pat Cork, will be coming to talk about increasing the number of mental health inpatient in the State of Wisconsin and how to prioitize. The Substance Abuse/Trauma Informed Care subcommittee did not meet. The Treatment Courts subcommittee will meet on November 9, 2017 after the CJCC Council Meeting. RESULT: DISCUSSED 3. Crime Data Analyst Update - Sheriff's Office Pat Thompson, Administrator, stated a request was taken to the County Board at their last meeting to amend the 2017 budget to take a vacant position in the Sheriff’s Office and use that vacancy to create a new position - Crime Data Analyst. The Board approved the recommendation and modifications. Scott Knudson, St. Croix County Sheriff, stated the position would be a good benefit and the posting will be out soon for the position. A job description was provided. RESULT: DISCUSSED 4. CJCC Bylaws Proposed Amendments Mike O’Keefe, CJCC Coordinator, announced that it was recommended to add a 5th member to the Bylaws and Executive subcommittees; restrict the number of approved voting members to 7 on each subcommittee; reduce the number of CJCC Council meetings from 10 to 6 per calendar year; and adding members to the list of approved Advisory members. Hon. Edward F. Vlack suggested approving all members on subcommittees as voting members. Fred Johnson suggested any caps be effective as of today. Michael Nieskes, District Attorney, motions to table restricting number of approved voting members to 7. Motion is seconded by Curt Thomassen. Vote taken and motion carried. This will be taken back to the subcommittees and be brought back in November to CJCC Council. Pat Thompson, County Administrator, motions to approve adding a fifth member to the Bylaws and Executive subcommittees and reducing the number of CJCC Council meetings from ten to six per year. Roger Larson seconds motion. Motion carried. Motion to postpone restricting the number of approved voting members on each subcommittee to seven by Randy Morissette, second by Curt Thomassen. Motion carried. RESULT: DISCUSSED 5. Appointment to CJCC Executive Subcommittee Hon. Eric J. Lundell asks for nominations for the fifth member of the CJCC Executive Subcommittee. Pat Thompson nominates Michael Nieskes, District Attorney. Scott Cox moves to close nominations and close ballot. Hon. Eric J. Lundell seconds motion. Vote taken and motion carried. RESULT: DISCUSSED 6. Medical Examiner Updates Patty Schachtner, Medical Examiner, gave an update on how St. Croix County stacks up with the rest of the state and country as to social issues and preventable deaths. St. Croix County is slightly above average. Suicide being the number one cause of preventable deaths followed by overdose, falls and crashes. Patty also addressed mental health and addictions issues. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Send any future agenda items to Mike O’Keefe and he will forward to the Hon. Eric J. Lundell for approval. ANNOUNCEMENTS & CORRESPONDENCE Mike O’Keefe announced the COMPAS Assessor, Racheal Scheid will be leaving her position. Mark Lemke, Probation and Parole Supervisor stated Racheal Scheid has been hired as a probation/parole agent and will start training on October 2nd in Madison. She will be a full time agent in December 2017. Scott Knudson, Sheriff, announced Cathy Borgschatz has filled the Chief Deputy's position and Brent Standaert has filled the position of Lieutenant of Special Services that includes the investigator group and court services. Lisa Multhauf reported they will be writing the TAD Grant within the next three weeks and will need a letter of support from the CJCC Council. The next CJCC Executive Subcommittee meeting is Thursday, September 28, 2017, 12:00 p.m., at the Government Center - Administration Conference room - 1411.
