PUBLIC COMMENT
Honorable Eric J. Lundell introduced Nichole Strom, Probation & Parole (P&P) Co-Supervisor
of the Hudson office. Nichole supervises 6 agents from St. Croix County and 3 agents from Polk
County. Mark Lemke, Probation & Parole Supervisor introduced new P&P Agents, Cara R. and
Allison K.. Mike O’Keefe, CJCC Coordinator, introduced the new St. Croix County COMPAS
Assessor, Michele Zilka. Michele is contracted through Lutheran Social Services and funded
under the Treatment Alternatives and Diversion (TAD) Grant.
BUSINESS ITEMS
1. Financial Report - CJCC and Treatment Alternatives & Diversion (TAD)
Mike O’Keefe, CJCC Coordinator, provided a summary of the CJCC and TAD budgets
through July 2017. Mike reviewed the report and noted a check for $37,625.00 was
received, but is not on this report.
RESULT: DISCUSSED
2. Treatment Alternatives & Diversion (TAD) Project Update
Mike O’Keefe, CJCC Coordinator, reported the TAD project is in the fourth quarter and
program benchmarks are being met. Mike has been covering the pre-trial risk
assessments while the new person is being trained.. Lisa Multhauf, Diversion
Coordinator, stated the Diversion Program is on track and the 2018 Treatment
Alternatives and Diversion (TAD) application has been submitted to the WI Department
of Justice (DOJ). There are 60 individuals in the Diversion TAD Program at this time.
Lisa also stated there have been no changes in the fourth quarter of the TAD Grant and
everything is going smoothly. Kim Kitzberger, Drug Court Coordinator, reported the
Adult Drug Court (ADC) Program Support Specialist was hired on April 1, 2017 and is
funded through the TAD Grant. She has gone through 10 years of paper data and has
transcribed it into an electronic format. There are 14 active participants in the ADC with
6 participants in Phase I. In the second year of the project they would like to focus on
earlier identification and getting people into the program as soon as possible. Lisa
Multhauf stated the Moral Reconation Treatment (MRT) Group is going well and there
are 32 individuals enrolled. There was also a graduation last week. The MRT participants
have been giving positive feedback about the program.

3. Evidence Based Practices (EBP) Training - December 8, 2017
Lisa Multhauf reported there were excess UA funds within the TAD Grant due to the Day
Report Center starting in March. We received permission from the WI Department of
Justice (DOJ) to use these monies for a training presentation on Evidence Based
Decisioin Making (EBDM) from Mark Carey, of the CareyGroup. There will be two -
three hour sessions on Friday, December 8, 2017, one the morning and one in the
afternoon. If you would like to attend please email Heather Hazelwood to sign up.

4. CJCC Subcommittees Updates
Mike O’Keefe, CJCC Coordinator, provided updates for each CJCC subcommittee. Fred
Johnson, HHS Director, provided an update on the Mental Health Subcommittee. A
meeting was held on October 26, 2017 with Pat Cork, Division Administrator for the
Department of Care and Treatment Services, to discuss work being done with the
subcommittee and the needs related to mental health and lack of inpatient beds in our
geographic area. The State of WI is doing a study on the number of beds needed statwide
and have agreed to make our area part of the study. Information from this region will be
provided to the State for the study and it should be completed by the end of December,
2017. Once the study is completed we are hopeful that a need will be discovered in this
area. Mike O’Keefe reported the Treatment Court Subcommittee will be meeting today at
9:30 a.m. Their last meeting was canceled due to lack of a quorum. Hon. Edward Vlack
reported the Domestic Violence(DV)/Family Issues Subcommittee held a strategic
planning meeting on October 11, 2017, with Eric Biltonen, UW Extension, facilitating
the meeting. They broke down into three groups and discussed specific areas to consider
for the future. The next meeting will be on Wednesday, November 15, 2017. Susan
Capparelli is scheduled to discuss different types of DV assessments. Kristen DePrey,
Chair of the Substance Abuse /Trauma Informed Care Subcommittee stated they are still
gathering data in terms of the scope of the substance abuse problems in our area. Once
the data is put together we will look at the gaps in services and make recommendations
for improvement. Mike O’Keefe stated the Criminal Justice Subcommittee has met and
the Hon. Eric J. Lundell reported they are reviewing what issues their subcommittee
should focus on. The Executive Subcommittee meets once per month to set the agenda
for the CJCC Council meetings.

5. Law Enforcement Proxy Form Update
Mark Richert, North Hudson Police Chief, states he brought the Proxy information to the
Police Chief’s meeting. Mark has volunteered to put together a group of administrators
and line officers to discuss the Prox y which is a three question assessment to determine a
level of risk. They have met with Eau Claire County and are getting more data. The group
will meet again after the first of the year.

6. Crime Data Analyst Update
Cathy Borgschatz, Chief Deputy, Sheriff's Office, stated they have gone through the
applications and will be starting the interview process for the Crime Data Analyst
position. The goal is to have someone start by the first of the year. Mike O’Keefe stated
this is a shared position with the CJCC, but is primarily with the Sheriff’s Office.

7. Impaired Driver Assessment (IDA) COMPAS Update
Mike O’Keefe and Mark Lemke, Probation & Parole Supervisor reported probation will
start using the Impaired Driver Assessment some time around the first of the year. Hon.
R. Michael Waterman stated this tool would be used with the proposed OWI track within
the Adult Drug Court.
RESULT: DISCUSSED
8. Adult Drug Court - OWI Track Update
Hon. R. Michael Waterman gave a breakdown on first and second time offenders as
opposed to chronic or repeat offenders. The first and second time offenders are low risk
individuals where traditional criminal interventions has worked. The repeat offenders are
generally high risk individuals where traditional criminal interventions has not worked.
The Adult Drug Court Team has received grant money and attended training in
September, 2017 regarding an OWI track specifically designed to target high risk,
chronic, fourth, fifth, sixth time or higher OWI offenders. A model was put together to
provide some benefit to the offenders and community. Reports and studies has shown this
track can be effective at reducing recidivism by 50 percent or as little as 10 percent. This
can be beneficial as it is one more tool to break the cycle of abuse. This model is still
being worked on and will include extensive treatment, supervision, and monitoring as a
component of jail time. This subcommittee will meet today at 9:30 a.m.

9. CJCC Citizen Member Vacancy
Hon. Eric J. Lundell announced Joan Sprain is resigning as a CJCC citizen member and
will be attending one more meeting. Mike O’Keefe stated this vacancy will be posted on
St. Croix County's Website. Applicants will be interviewed by the Executive
Subcommittee and nominations will be brought forward to the CJCC Council for
approval. Mike thanked Joan for all the work she has done with the CJCC and offenders.
