Community Justice Collaborating Council Regular Meeting May 11, 2017 8:00 AM Minutes stand approved by Judge Lundell. PUBLIC COMMENT No public comment. BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets the last meeting. The next quarter review is at the end of June and requests for funding will be submitted at that time. Mike will provide an update at the August meeting. RESULT: DISCUSSED 2. 180 Program - Northwest Regional Juvenile Detention Center - Eau Claire, WI Casey Velie, Program Coordinator, 180 Program, Northwest Regional Detention, gave a presentation of their program for juveniles. The program consists of screening and assessment, education, therapy, vocational training, community participation, aftercare and case management. Families are involved throughout the program. Service is available for any juvenile throughout the state. Cost per day for Eau Claire residents is $175/day and $200/day for out of county referrals. A resolution to use this facility has to be approved by the County Board of Supervisors. Attorney Heather Wolske, Corporation Counsel will work with Fred Johnson, Director Health & Human Services to draft a resolution. Andy Brinkman, Chair of Public Protection offered to have his Committee involved in this process. RESULT: DISCUSSED 3. CJCC Subcommittees Report subcommittee with progress updates. The Bylaws subcommittee will be working on some recommended changes to the make-up of Subcommittees with respect to voting restrictions at the August meeting. The Domestic Violence/Family Issues Subcommittee received the initial report from the Center for Court Innovation (CCI). Mike will send the report out today to the Subcommittee for review. In the final phase data will be incorporated and a final report from CCI will be forwarded to the Subcommittee. The Evidence Based Decision Making Subcommittee is continuing to work on the systems map for St. Croix County and will bring the final copy to the September meeting. The Mental Health Subcommittee will be meeting next week. RESULT: DISCUSSED 4. Treatment Alternatives & Diversion (TAD) Project Update ket the WI Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Pre-Trial Risk Assessment II for the Courts that has been recently implemented. This is a shortened version of COMPAS that determines a level of probability that a person will have problems on bail/bonds to include non appearances. This tool can be utilized by a judge when determining bail/bonds. They are still working on the process and Liesl Nelson suggested that some type of training should be provided to criminal justice stakeholders by the vendor, NorthPointe Inc. Mike will follow on this. RESULT: DISCUSSED 5. Day Report Center Progress Update Dan VanSomeren, Jail Captain, provided a breakdown on programs available for people on bail/bonds. Dan reported since the opening of the Day Report Center (DRC) there have been 1,962 total tests, 334 clients under supervision and 3,573 in person contacts. Dan also provided a month by month breakdown on reporting, bail jumping issues,and UA testing. Attorney Kate Avoles requested any questions or concerns on the DRC be sent to her by email so that they can be addressed with the Judges. RESULT: DISCUSSED 6. eCivis/The Feruson Group Grant Opportunities oup called eCivis to meet with department head to look for grant opportunities for funding programs. A teleconference was held and with each department and Mike O'Keefe asked specifically about potential grants for data collection. The response was there doesn't seem to be grant funding for data analyst positions and it is usually assumed this process is supported at the local level. A report with be forthcoming from eCivis on other grant opportunities at the State and Federal levels. RESULT: DISCUSSED 7. CJCC Website Design department has been meeting with this company. This migration to the new website design will take place this Fall. Mike is requesting assistance from CJCC members for input into website content. RESULT: DISCUSSED 8. St. Croix County Veterans' Service Officer - Phil Landgraf Phil Landgraf, County Veterans Service Officer (CVSO) - Veterans Services, gave a presentation of the services available for veterans. Phil asked members to submit referrals to their office of veterans that they know that might be in need of services. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Send any requests for agenda items to Mike O'Keefe and he will forward to the Hon. Eric J. Lundell for approval. ANNOUNCEMENTS & CORRESPONDENCE Hon. Eric J. Lundell announced the American Legion Golf Tournament will be held on Wednesday, June 14, 2017. The Tee it up for the Troops Golf Tournament is scheduled for Monday, August 14, 2017 at the Troy Burne Golf Club. Proceeds from both of these golf tournaments supports programs within the County. Judge Lundell also announced that on June 23, 2017 members of the County CJCC will be touring the Eau Claire Day Report Center. There are 4 spots Adult Drug Court Coordinator, stated they are submitting an application for foundational training for an OWI track within the Adult Drug Court. Kim also announced a Drug Court graduation will be held on July 5, 2017. Hon. Scott R. Needham announced St. Croix County will be hosting the Committee of Chief Judges from around the State. Hon. Scott R. Needham also announced that he has been re-appointed as the Chief Judge for District 10 for one more year. He will also continue on the statewide CJCC. Mike recognized and thanked Pat Thompson, County Administrator for attending intake court. Pat Thompson stated he has a new found appreciation for what happens on the second floor. The whole CJCC system came to light in the court room. Roger Larson also sat in for intake court and stated it was an eye opening experience. ADJOURN The meeting was adjourned at 9:17 a.m. DATE OF NEXT MEETING The next CJCC Council meeting is Thursday, August 10 , 2017, 8:00 a.m., at the Government Center - County Board Room. The next CJCC Executive Subcommittee meeting is Thursday, June 22, 2017, 12:00 p.m., at the Government Center - Administration Conference Room -1410. There will be no meetings held in July, 2017 per CJCC Bylaws.
