BUSINESS ITEMS
1. Budget - CJCC - Treatment Alternatives & Diversion (TAD) Grant
Mike O’Keefe, CJCC Coordinator reported all Treatment Alternatives & Diversion
(TAD) funds were used for salaries but not all of the 2015 training money was used.
Mike noted there are a few outstanding invoices and a more accurate closeout statement
will be available for the next meeting. TAD Grant money for 2016 has been approved in
the same amount as 2015. This is the last year of the current TAD Grant Cycle.

2. 2017 Treatment Alternatives & Diversion (TAD) Update
Mike O’Keefe stated the 2017-22 budget cycle will be open for competition throughout
the state. A small focus group has been started with Mike O’Keefe, CJCC Coordinator,
Kim Kitzberger, Drug Court Coordinator and Lisa Multhauf, Diversion Coordinator. The
focus group will need to be expanded to get out ahead of the project request from the
Department of Justice (DOJ). CJCC members may be asked to assist with the focus group
as project goals are identified. Lisa Multhauf announced current legislation would
increase the Statewide TAD Grant Fund by 2 million dollars.

3. Correctional Offender Management for Alternative Sanctions (COMPAS)
Mike O'Keefe, CJCC Coordinator and Mark Lemke, Probation & Parole (P&P)
Supervisor provided an update on the Correctional Offender Management Profiling for
Alternative Sanctions (COMPAS) WI norming study that was recently completed and
incorporated into the Department of Corrections (DOC) business plan. Information
packets on COMPAS were provided by Mike O’Keefe. Mark Lemke also announced that
the current risk levels may change for COMPAS, but he stated it might not be a
noticeable change for quite some time.

4. CJCC Presentations - Update
Mike O'Keefe, CJCC Coordinator announced that he recently spoke to the Hudson
Daybreak Rotary about the St. Croix County Community Collaborating Council and
related topics. He also stated that he and Judge Lundell recently made a presentation to
an Ecumenical Men's group in the Hudson area.
RESULT: DISCUSSED
5. Domestic Violence Court - St. Croix County
The Honorable Scott R. Needham provided information in regards to the Department of
Justice (DOJ) - STOP Violence Against Women Grant. Judge Needham discussed a
possible pilot program to promote offender accountability and St. Croix County has been
approached to participate in a domestic violence court pilot program. Currently there are
only two counties in Wisconsin that have domestic violence courts. Marathon and St.
Croix Counties are the two Counties that might be selected to participate in the program.
Teams will need to be developed if we are selected. There is currently no domestic
violence shelter in St. Croix County. Dr Babbitt states there are discussions for a
domestic violence shelter in St. Croix County. There was a motion to refer this to the
CJCC Domestic Violence Subcommittee. Motion carried unanimously.

6. Clerk of Circuit Court - Texting Notifications
Kristi Severson, Clerk of Circuit Court, stated Wisconsin Court System Circuit Court
Access (CCAP) is capable of sending text notifications 48 hours prior to hearing dates.
Cell phone numbers will need to be provided by defendants. Two counties in our district
are currently participating in text messaging. Judge Needham suggested that the St. Croix
County Judges take this up at their next meeting.

7. Data Collection Update - CJCC
Mike O’Keefe, CJCC Coordinator indicated that collecting data continues to be a focus
area and that Eric Biltonen from the UW Extension Office will be assisting our group
with data collection.

8. Advisory Appointment of Brian Smedstad to CJCC Council
Judge Lundell suggested, Public Defender, Brian Smestad be appointed to the CJCC
Criminal Justice Subcommittee. Pat Thompson motioned Brian Smestad be appointed to
the CJCC as an advisory member, Kate Avoles seconded, motion carried unanimously.
RESULT: DISCUSSED
9. WI Trauma Project - St. Croix County
Fred Johnson announced several Health & Human Services (HSS) staff members
attended a WI Court Child Welfare Conference focused on trauma informed care. An
application for a grant was submitted and has been accepted.

10. St. Croix County AODA Services - Update
Fred Johnson, Director, Health and Human Services (HSS) introduced Kristin DePrey,
AODA Supervisor. Fred Johnson provided an update on the current wait list for drug and
alcohol services. The 2016 budget included an increase in staff to deal with some of the
wait list issues. Kristin DePrey provided information regarding the continuous
improvement project at the Service Center in New Richmond with respect to the wait list
for AODA and other services. Kristen also stated there may be possible partnerships with
the private sector for AODA services. Fred Johnson stated mental health and AODA
issues are the top two services currently being focused on.

11. Community Forum - Drug Abuse
Patty Schachtner reported she is working with Ed Minser, Assistant District Attorney, on
establishing two different community Heroin & Prescription Painkillers forums that
would include the Chief Executive Officers of all medical providers in St. Croix County,
law enforcement, and judges about prescribing practices. There will also be a community
outreach program in August at the UW River Falls. St. Croix County will partner with
Pierce County and the Betty Ford/Hazelden Foundation on an informational forum for
opiate abuse.

12. Day Report Center Update
Sheriff John Shilts stated the program would start in 2017 if approved. Pat Thompson
stated the funding issue will be discussed at the next County Board meeting. Pat stated
staffing would be addressed during the 2017 budget process. Sheriff John Shilts reported
construction could start in 2016 and staffed in 2017.

13. St. Croix County Jail Programming Summary 2015
Deputy Kris Anderson, Program Director/Volunteer Coordinator, St. Croix County Sheriff's Office
gave an update on volunteer hours provided to inmates at the St. Croix County Jail last year.
She also provided a list of programs available in the Jail for inmates.
RESULT: DISCUSSED
14. CJCC Bylaws - Subcommittee Recommendations
Attorney Kate Avoles stated the CJCC bylaws were recently updated by the Bylaws
Subcommittee. Attorney Avoles provided suggested recommendations: existing
subcommittees would appoint their own chairpersons, secretaries would draft minutes,
submit minutes for posting, and a CJCC Council member could only serve on a
maximum of two subcommittees. Randy Morrisette moved to approve draft as presented
to the bylaws. Scott Cox seconds, and vote is unanimous. Subcommittee meetings will
need to be posted on the County website. Mike O'Keefe, CJCC Coordinator will be
responsible for posting meeting agendas and minutes for all subcommittees. Motion by
Randy Morrissette, second by Scott Cox, to appoint Brian Smestad to the CJCC Criminal
Justice Subcommittee, carried unanimously.

15. Family Resouce Center - Drug Court Project Update
Drug Court Coordinator, Kim Kitzberger provided an update on the St. Croix County
Drug Court and the addition of resources aimed at assisting offenders with parenting
skills. Ms. Kitzberger introduced Betsy Byker from the Family Resource Center in
Baldwin, WI. Ms. Byker presented information on available services from the Family
Resource Center that will be provided to Drug Court offenders through groups and in-
home visits by their agency staff.
RESULT: DISCUSSED
16. Diversion Program Update - District Attorney's Office
Lisa Multhauf, Diversion Coordinator, gave an update and stated the diversion program is
in the final stages of a five year recidivism study. Final calculations will be provided at
the next CJCC meeting. Assistant District Attorney, Mike Nieskes gave a breakdown of
Diversion cases. Some of the information was provided from past defendant COMPAS
assessments.

Data Collection Update - CJCC
ANNOUNCEMENTS & CORRESPONDENCE
Mark Lemke, Probation & Parole Supervisor introduced a new P&P Agent, Jennifer Rice.
Jennifer gave her background information and told the group she will be covering the New
Richmond area. Also introduced were County Board Members, Dr. Chris Babbitt from District 3,
Scott Nelson from District 8, Selena Peterson, Victim Witness Office, and Betsy Byker from the
St. Croix Valley Resource Center. Lis a Multhauf announced there will be a Moral Reconation
Therapy Overview for Professionals Training on February 5, 2016 at 8:30 a.m., in the St. Croix
County Board Room. Kim Kitzberger, Drug Court Coordinator announced that the St. Croix
County Drug Court will celebrate their 10 year anniversary in 2016.
1. Moral Reconation Therapy (MRT) Training
MRT training will be on February 5, 2016 at the Government Center County Board
Room.
