PUBLIC COMMENT
BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budget
Mike O'Keefe, CJCC Coordinator reported the 2015 CJCC & Treatment Alternatives and
Diversion (TAD) Grant budgets has been closed out and funds have been received by the
County.
RESULT: DISCUSSED
2. 2017 Treatment Alternatives & Diversion (TAD) Grant Request
Mike O'Keefe reported that discussions have been taking place to plan for the 2017
Treatment Alternatives & Diversion (TAD) Grant cycle. Judge Lundell will provide
oversight for this project and CJCC members may be requested to assist with the grant
writing process.

3. Silver Sobriety Treatment Services
Peter Oesterrich, Director of Recovery Services, presented information on recovery
services for seniors. There are currently only four treatment centers available for seniors.
Peter stated transportation for clients is available within a 15 mile radius. Insurance is
not accepted, but scholarships are available and they are currently working on a sliding
fee scale.

4. CJCC Subcommittees Reports
Judge Lundell stated the first Domestic Violence Subcommittee met on February 24,
2016. Mike O’Keefe and Tim Heckmann provided an update of the meeting. Mike stated
the subcommittee would like to have law enforcement involved.

5. Valley Co-op Meeting at Westfields Hospital 2-11-16
Allison Paige, Medical Community Representative, reported the heads of human
services, heads of behavioral health and heads of the Sheriff’s Departments from Pierce,
Polk and St. Croix counties met on February 11, 2016 to identify the need for mental
health services, but specifically inpatient mental health services, overflow costs, and the
impact this has on counties. There was a question as to whether a review should be held
to build an inpatient facility. Fred Johnson stated that more than three counties should be
included. Fred also noted that contracts with other vendors and resources would still be
needed. Fred suggested that parallel talks could take place with the CJCC Mental Health
Subcommittee. Mike O’Keefe will set up a subcommittee meeting to keep the process
going.

6. Clerk of Court - Texting Hearing Notifications
Kristi Severson, Clerk of Circuit Court, reported text notification is not mandated at this
time and it would be a reminder and not an official notice. Judge Lundell noted St. Croix
County Judges had discussions as to confidentiality at their last meeting.

7. Moral Reconation Therapy (MRT) Follow Up 2-5-16 Overview Training
Lisa Multhauf, Diversion Program Coordinator, provided and update. Lisa requested
feedback from the Moral Reconation Therapy (MRT) Overview training that was held on
February 5, 2016. Mike O’Keefe stated the training was well attended. Pat Thompson
stated the training provided good overall information and he would like to see something
like this added to the curriculum in schools. Andy Brinkman would like to see
administrators from the school districts invited to future training. Fred Johnson would
like MRT for juveniles referred to a subcommittee. Lisa Multhauf stated the juvenile
program would need to be developed. Judge Lundell refers to the Community Issues
subcommittee.

8. Day Report Center Update
The Day Report Center construction project is underway. Funding from the State should
be received by March 1, 2016. Building plans should be completed in the next two
months and after approval bids will be released. Statistical information is currently being
worked on to provide more information. Mike O’Keefe stated Health & Human Services
will be asked to be part of the planning process in an effort to address AODA treatment
issues.

9. Date Collection Update
Mike O’Keefe reported Eric Biltonen is currently assisting with data collection. Dan
VanSomeren gave information on Crystal reports that are part of the Jail's Records
Management System (RMS).Captain VanSomeren will start training with staff to build
individualized reports on anyone that has been in the St. Croix County jail since 1985.
Dan stated staff is still working with the Department of Justice on the 24/7 Pilot Program.

10. Heroin & Prescription Painkillers Community Forum - 6-21-16
Mike O’Keefe provided a tool kit for parent’s packet to members for prescription
painkillers. Patty Schachtner reported Hazelden and the University of Wisconsin River
Falls will be hosting a Heroin and Prescription Abuse Community Conference on June
21, 2016. Patty stated athletic directors from St, Croix, Pierce and Polk County will be
attending the conference. Patty gave a breakdown of the information being presented at
the Conference.

Training - Sheriff. 4. Mental Health and Alcohol for June/July Fred Johnson. 5. St. Croix Valley
Restorative Justice Updates (quarterly) - Eric Johnson. 6. Eric Biltonen should attend future
CJCC meetings - Pat Thompson.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Lundell announced Brian Smestad, Public Defender, has been appointed to the CJCC. He
will be assigned to the Criminal Justice Subcommittee. Mark Samelstad, New Richmond Police
Chief, announced he will be retiring effective April 1, 2016. A replacement law enforcement
member for CJCC will be discussed at the Police Chief's Meeting in March. Yvonne Larson,
Youth Action Hudson (YAH), thanked the members of CJCC for their services. Yvonne stated
they work with the best of Hudson High School students. Yvonne provided information on the
events/programs that students participate in the community. Andy Brinkman announced there is
an election in April for the St. Croix County Board of Supervisors. Andy thanked the CJCC
Committee for there service and thanked Judge Lundell for his leadership. Judge Lundell
reported concerns from the Safety and Security Committee regarding the size of the room that
CJCC Committee meetings are held in. This is currently being reviewed and will be placed on
the agenda for the CJCC March meeting. Dan VanSomeren thanked the CJCC Committee,
Administration Committee, Public Protection, and the St. Croix County Board for their support
and assistance with the Day Report Center project.

The next CJCC meeting will be held at the New Richmond Service Center on Thursday, March
24, 2016 at 8:00 a.m.. The next CJCC Executive Committee meeting will be held at the
Government Center - Room D203 on Thursday, March 10, 2016 at 12:00 p.m.
