PUBLIC COMMENT
Donna Burger, Public Defender announced she is running for the St. Croix County District
Attorney. She has served on other CJCC boards and drug courts.
BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets
Mike O’Keefe, CJCC Coordinator reported most of the CJCC and budget consists of
salaries and benefits. A breakdown is available upon request.
RESULT: DISCUSSED
2. 2017-22 Cycle Treatment Alternatives & Diversion Budget Request
Mike O’Keefe, CJCC Coordinator reported training dates are out for the 2017 - 22
Treatment Alternatives & Diversion (TAD) Grant, which funds programs in St. Croix
County. Mike stated he hopes the WI Department of Justice (DOJ) will award grants to
counties prior to their budget cycle so they have time to plan in the event they are not
selected to receive funding. Lisa Multhauf, Diversion Coordinator stated the grant
application should be released for application after May 3, 2016. Lisa Multhauf, Mike
O’Keefe, Joan Sprain and Kimberly Kitzberger will be attending a TAD grant writing
training next week. This training is being sponsored by the WI DOJ. This is a
competetive grant cycle that will be open to all jurisdictions in the State of WI. Grant
requests will be broken into categories and a county can only apply within one of those.
The grant application is tentatively due June 30, 2016 with hopes of having awards made
within 2 months. Rick Johnson, District Attorney stated the CJCC Coordinator/COMPAS
Assessor’s position is mainly funded by the grant.

3. Workforce Resource Inc. Presentation
Mike O’Keefe introduced Liz Pizzi and Kathy from Workforce Inc. Liz presented
information on services available for the public that may include case management,
career counseling, and short term training. Services are free and available for youths and
adults. Transportation services are also available. Workforce Resource has hours at the
New Richmond Service Center on Wednesdays, 8:00 a.m. - 4:30 p.m., and Thursdays,
12:00 p.m. - 4:30 p.m.
RESULT: DISCUSSED
4. CJCC Subcommittee Reports
Mike O’Keefe, CJCC Coordinator stated there are not any subcommittee reports at this
time. Mike reported that he was just trained to enter the information in the IQM2 system,
which is the County's meeting portal. Once the information is entered every
subcommittee meeting will have to be posted and minutes will need to be recorded. This
is the same process that we utilize for CJCC Executive Committee and CJCC Council
meetings. The information should be entered by next week and kick off meetings will be
scheduled.

5. CJCC Meeting Room Update
Judge Lundell reported the New Richmond site and Room D203 (Government Center)
has become too small to continue holding CJCC Council meetings. Judge Lundell
proposed switching CJCC Council and CJCC Executive meeting dates with each other.
This would allow the Council meetings to be held at the St. Croix County Board Room
and this could start on August 11, 2016. The last council meeting at New Richmond
would be in May, 2016. Sheriff Shilts moved to approve. Motion was seconded by Roger
Larson. Motion carried.

6. Presentation - Bridge Team Sites
Annette Massie and Dawn Jacobson from St. Croix County I.T. Department gave a
presentation for a potential CJCC Team Site on the St. Croix County Bridge website. A
Microsoft account would need to be created to access the site. This site would allow
committees/subcommittees to store documents and share information.
RESULT: DISCUSSED
7. State of WI - Prescription Drug Law Updates
John Shilts, St. Croix County Sheriff reported that during the last legislative session
several bills were brought forward dealing with prescription drug laws. The Prescription
Drug Monitoring System (PDMP) would allow prescribers the ability to monitor
prescriptions with their peers. A team will be going around the State starting in June 2016
to educate prescribers and pharmacists on how to use the PDMP and review the new
regulations. They will also discuss how to partner with law enforcement and fellow
prescribers. There will be trainings at the Baldwin Area Medical Center on May 11, 2016
from 10:30 a.m. - 12:00p.m., and at the Balsam Lake St Croix Medical Center from 2:30
- 4:30 p.m.

8. Health and Human Services AODA Update
Fred Johnson, Director, Health and Human Services (HHS) gave an update and stated
there are 97 people on the wait list and it should drop when some quality assurance
measures are put into place. Changes have been made with the intake process and will be
continued to be monitored to help reduce the wait list. An additional alcohol and drug
abuse counselor has been hired and will start on May 16, 2016. Outreach is continuing
with 2 other providers in the area. Case loads are regularly reviewed as well as the wait
list and if the numbers keep rising there may be a need to request additional Alcohol and
Other Drug Abuse (AODA) support positions in the 2017 budget for HHS. Currenlty
there is a 2 - 3 week wait list for non emergency mental health services. Fred stated he
will make an announcement at the next meeting as to the wait list numbers for AODA
and mental health services.

9. Correctional Offender Management Profiling for Alternative Sanctions (COMPAS)
Mike O’Keefe, CJCC Coordinator reported the Wisconsin State Supreme Court recently
heard oral arguments on the Loomis case that challenges the use of COMPAS in
sentencing based upon gender. Mike stated he feels COMPAS will remain status quo, but
some policy changes may be made with respect to its use within the criminal justice
system. Mike O’Keefe, Lisa Multhauf, Dan VanSomeren and Eric Biltonen attended a
meeting in Eau Claire to address data collection issues. Mike stated a data analyst is
needed to extract information which will in turn give us a better ideas as to what
problems exist within our County. The data analyst staff person from Eau Claire
completed a 3 year trend analysis about the drug use in their County and they found that
methamphetamine is still the most prevelant drug of choice. Without this data and
interpretation Eau Claire County may have not used available resources in the most
appropriate way. Mike stated it may be time for St. Croix County to address this need
through the upcoming budget process.

10. St. Croix County Drug Court 10 Year Anniversary Update
Kimberly Kitzberger, Drug Court Coordinator, announced drug court celebrated 10 years
this April. A day long celebration will be held on June 15, 2016. Interventionist, Jeff
VanVonderen will spend the day speaking to drug court participants and a public event
will be held at the New Richmond High School Auditorium at 6:30 p.m.. Flyers will be
forwarded once they become available. Judge Vlack announced there was a drug court
graduation on April 27, 2017 and he encouraged anyone to attend future graduations.

11. Heroin & Prescription Painkillers Community Forum - June 21, 2016
Patty Schachtner stated the Heroin & Prescription Painkillers Community Forum will be
held on June 21, 2016. This is a partnership between Pierce, Polk, and St. Croix Counties,
the University of Wisconsin-River Falls, Hazelden/Betty Ford Foundation, and Andersen
Corporation. Enrollment is limited to 200 attendees and is open to law enforcement and
community members. Patty will forward an email with registration information once it
becomes available.

12. Emergency Support Services (ESS)
Terry Andersen, Emergency Communications Coordinator stated the (EMD) Emergency
Medical Dispatch program was launched about a year ago to prompt staff on which
questions to ask during an emergency situation. This program insures that calls are all
handled in the same manner. Terry presented a video from an actual medical call that
took place in St. Croix County and is currently being used for training purposes with the
permission of the patient. Judge Vlack thanked (ESS) for there service.

REQUEST FOR FUTURE AGENDA ITEMS
Sheriff Shilts passed out invitations for the Annual Law Enforcement Officer Memorial
Ceremony that will take place on May 17, 2016 at 6:00 p.m., at the Somerset High School. Lisa
Multhauf announced the St. Croix County Diversion Program has neared completion of the 5
year recidivism study for the program. Lisa also announced the MRT program is going well and
stated there have been 5 graduates. Susan Caparelli thanked the CJCC group for educating her
and for Mike O’Keefe for mentoring her. Susan also announced she has been contracted to be a
CJCC Coordinator for Pierce County. Fred Johnson announced data collection relating to
methamphetamine was recently done for Secretary Anderson at a recent meeting. Data was
provided from 4 or 5 counties and in 2013 - 10 children, 2014 - 12 children, and 2015 - 30,
children that have been referred for placement due to methamphetamine issues in the home.
Judge Needham announced a statewide CJCC meeting on May 23, 2016. Judge Needham is
appointed as a judicial representative and hopes to report at the next meeting what is happening
at the state level.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Lundell announced replacements for today’s meeting: Jackie Montreal for Patrick
Thompson, Ann Clarkson for Kate Avoles and Liz Rohl for Scott Cox. Judge Lundell announced
Chief Mark Richert will be replacing Chief Marc Sameslstad. He was elected by his peers.
Randy Morrisette moved to ratify. Motion was seconded by Sheriff Shilts. Approved and motion
carried.
ADJOURN
Judge Lundell adjourned the meeting at 9:45 a.m.
DATE OF NEXT MEETING
The next CJCC Meeting will be held at the New Richmond Service Center on Thursday, May 26,
2016 at 8:00 a.m. in room 171 & 172. The next CJCC Executive Committee Meeting will be
held at the St. Croix County Government Center on Thursday, May 12, 2016 at 12:00 p.m. in
room 1281.
