Community Justice Collaborating Council – Regular Meeting – April 28, 2016 8:00 AM Minutes from April 28, 2016 meeting were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC and Treatment Alternatives & Diversion (TAD) Budget Mike O'Keefe, CJCC Coordinator stated the CJCC and Treatment Alternatives & Diversion budgets are on track. RESULT: DISCUSSED 2. 2017 Treatment Alternatives & Diversion (TAD) Grant Request Mike O’Keefe, CJCC Coordinator reported the Treatment Alternatives & Diversion (TAD) Grant request has not been released by the Department of Justice (DOJ) yet. Mike stated that in June some type of resolution or support for the grant will be needed for the TAD Grant request. Lisa Multhauf, Diversion Coordinator stated they are currently meeting to compile a strategic plan, a logic model and updating the systems map. RESULT: DISCUSSED 3. CJCC & Executive Committee Meetings Schedule -2016 Judge Lundell stated the schedule change for CJCC meetings as well as CJCC Executive Committee meetings will take effect in August, 2016. The June Council meeting will still take place in Room D203 (Government Center) but starting in August the Council meetings will take place in the County Board Room (Government Center). The CJCC Council and CJCC Executive Committee meeting dates have been switched with each other. There is no meeting in July per CJCC bylaws. RESULT: DISCUSSED 4. Heroin & Pailkillers Community Forum - June 21, 2016 Patty Schachtner, Medical Examiner, provided an update and reported there are currently 100 people registered for the Heroin & Painkillers Forum on June 21, 2016 in River Falls - UW. A drug prevention team from Iowa and the University of Green Bay, WI will be coming to see what is happening in St. Croix County. There are many school districts that will be attending the forum. RESULT: DISCUSSED 5. National Drug Court Month - May 2016 Judge Vlack reported on June 15, 2016 there will be a St. Croix County Drug Court graduation and also on the same day Drug Court is celebrating its 10 year Anniversary. There will be scheduled events and Kim Kitzberger will have Mike O’Keefe electronically forward the drug court celebration invitations to the CJCC Council when they become available. RESULT: DISCUSSED 6. St. Croix County Drug Court 10 Year Anniversary Event Kim Kitzberger announed there is a drug court graduation on June 15th and she will provide information once it becomes available. RESULT: DISCUSSED 7. St. Croix County Drug Court Presentation Judge Vlack gave an overview of the St. Croix County Drug Court Program. He reported the average time for a participant to be in the drug court program is nineteen months. In Wisconsin Treatment Alternatives & Diversion (TAD) projects are based on two models; pre-trial diversion and drug courts. Kimberly Kitzberger, Drug Court Coordinator, reported on the three points of entry to drug court; 1. Attorney referral, 2. Alternative to Revocation (ATR) through probation, 3. Court ordered referral. Kim also gave a breakdown on the criteria used through Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) assessments. Mike O’Keefe stated COMPAS identifies criminogenic needs and is a good tool that is offered to the County from the WI Department of Corrections. Terry Otradovic, Probation and Parole Agent reported agents also use COMPAS to build case plans to match services for needs. COMPAS is used as a baseline to measure progress with offenders. Kim stated drug court participants keep a calendar of required activities that are to be completed each week. Judge Waterman gave a breakdown of a drug court session during a typical hearing. Judge Waterman stated drug court is a sanction and reward type of setting. Judge Vlack introduced a person from the recovery community. Brian Boshnagle, a retired clinical phycologist, alcohol and other drug abuse (AODA) counselor from Washington County. He also stated he is a recovering alcoholic and is in total support of drug courts. John Pifer stated he has been through diversionary and drug court programs and stated the drug court program was the most productive for him. Kim reported to date there have been eighty eight St. Croix Drug Court participants. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS The following agenda items were added to the CJCC meeting on June 23, 2016 per the CJCC Executive Committee: ALICE (Alert, Lockdown, Inform, Counter, Evacuate) Presentation, St. Croix Valley SART (Sexual Assault Response Team) Presentation. ANNOUNCEMENTS & CORRESPONDENCE Fred Johnson, Heath & Human Services Director stated the AODA wait list is roughly around 62 individuals. Allison Page, CEO, Baldwin Area Medical Center announced the new medical center will officially open over the course of three days (July 21st, 22nd and 23rd). The grand opening will be held on July 13th from 3:00 p.m.-7:00 p.m., for the general public. On the evening of July 12th from 4:00 p.m.-7:00 p.m. there will be a V.I.P. open house. ADJOURN Judge Lundell adjourned the meeting at 9:06 a.m. DATE OF NEXT MEETING The next CJCC Council meeting is scheduled for Thursday, June 23, 2016, 8:00 a.m.,- Government Center - Room D203. The next CJCC - Executive Committee meeting is scheduled for Thursday, June 9, 2016, 12:00 p.m. - Government Center - Room 1281.
