1. Community Justice Collaborating Council – Regular Meeting – May 26, 2016 8:00 AM

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets
Mike O’Keefe, CJCC Coordinator reported the CJCC and Treatment Alternatives &
Diversion budgets are on track. Mike also stated the 2015 budget has been completely
closed out.
RESULT: DISCUSSED
2. Drug Court 10 Year Anniversary Report
Judge Waterman stated the 10 year anniversary program started with a graduation for one
of the drug court participants. There was also an evening program with Jeff
Vandonderen, interventionist, keynote speaker along with past participants speaking
about their experience with drug court. Judge Waterman stated a 10 year recognition
award was given to Judge Vlack. At the anniversary Judge Vlack announced he was
stepping down as presiding judge of drug court and he was passing torch to Judge
Waterman.

3. Heroin & Painkillers Community Forum - June 21, 2016 Report
Patty Schachtner, Medical Examiner provided and update and reported 96 tool kits were
given out at the forum and 106 people signed in. Only 1 of the 39 schools represented in
CESA 11 has an on staff AODA person. The funding for AODA in schools is only done
by grants. Patty also stated Dr. Joseph Lee gave a compelling presentation. Hazelden
stated at the forum that more work needs to be done to include the faith community. Kim
Kitzburger, Drug Court Coordinator gave an update on new medications for the aid and
treatment of opiate addictions.

4. St. Croix Valley Sexual Assault Response Team (SART) Presentation
Melissa Vesperman, Forensic Nurse Coordinator gave a presentation on the Sexual
Response Assault Team’s mission and goals. Services are available for victims.
RESULT: DISCUSSED
5. CJCC Subcommittee Reports
Fred Johnson, Health & Human Services Director stated the CJCC Mental Health
Subcommittee had their first meeting where they addressed their priorities. At the
meeting a motion was approved to focus in on inpatient and residential behavioral health
treatment options. Fred hopes to focus on the work plan at the next meeting on August
3rd. Mike O’Keefe will get the other subcommittees added to IQM2 and then the
meetings will be scheduled.

6. St. Croix County Stakeholder Domestic Violence Compliance Court Meeting
Mike O’Keefe, CJCC Coordinator reported the Domestic Violence Subcommittee met on
May 24th. Mike stated St. Croix County was looked at to be a pilot program for domestic
violence compliance court which is different than a domestic violence court. This court
would impact the judge and probation and parole. The recommendation was to start
small. The St. Croix County Judges and Mike O’Keefe met with Amber Peterson WI
Director of State Courts office and Rebecca from the National Center for Court
Innovation and were provided technical assistance and training. MRT was the preferred
recommended treatment. Lisa Multhauf stated the DVMRT requires special training.
Judge Needham stated training for law enforcement on lethality is critical. Judge
Needham also stated domestic violence court should be a coordinated effort and also be
similar to a drug court model. Judge Needham will refer the batterer’s treatment/program
issue to the Domestic Violence Subcommittee.

7. 2017 Treatment Alternatives & Diversion (TAD) Grant Request
Lisa Multhauf, Diversion Program Coordinator stated the TAD grant is due July 19, 2016
and she met with Kim Kitzburger, Mike O’Keefe and their supervisors to set the
priorities to be included in the grant. Lisa stated they will be looking for a letter of
support from the CJCC Council. Both Lisa Multhauf and Kim Kitzberger provided
breakdowns of the priorities for the diversion and drug court programs. Kim reported
they will be asking for a full time COMPAS assessor position that will be shared between
the 2 programs. Lisa stated the grant is competitive and every county in the State is
applying. Therefore if we lose the grant we would have to ask the county for funding.
Joan Sprain, Citizen Member has offered to help with writing the grant. Judge Lundell
stated the COMPAS assessor position would be contracted with Lutheran Social Services
from Eau Claire. Andy Brinkman motions the CJCC Executive Committee approve the
final grant at the July 14th meeting. Kate Avoles seconds motion. Motion carried.

REQUEST FOR FUTURE AGENDA ITEMS
A.L.I.C.E. (Alert, Lockdown, Inform, Counter, Evacuate) Training sponsored by the St. Croix
County Sheriff's Office. John Shilts stated A.L.IC.E. Training is in the works and it will be
mandatory for St. Croix County employees.
ANNOUNCEMENTS & CORRESPONDENCE
Judge Lundell reminded council members of the schedule change for CJCC Meetings as well as
the CJCC Executive Committee meetings commencing August 2016.
Dan VanSomeren, Jail Captain provided an update on the Day Report Center. Dan reported the
bids submitted were $105,000.00 over estimated proposal. John Shilts, Sheriff stated Pat
Thompson brought the issue to the Admin Committee 2 weeks ago. The Admin Committee did
approve to pass on to the County Board this issue to go back to the State trust fund to get the
remaining funds to complete the project. The County Board will address at the July 5th meeting.
Dan VanSomeren stated he has been continuing to work on the policy and procedures with the
involved agencies/departments. Dan stated the jail will start using test kits Premier Biotech out
of Stillwater Minnesota.
Joan Sprain, Citizen Member announced she will be attending Parent’s Forever Training in July
which is for co-parenting. Her goal is to start Parent’s forever classes in September or October in
St. Croix County.
Andy Brinkman stated it is budget time and the budge constraints are real and are set by the
State. Andy also suggested members who become aware of grant monies available to submit
information to Pat Thompson, County Administrator. The Administrator’s office will help with
the grant preparation.
Allison Paige, CEO, Baldwin Area Medical Center announced the new medical center will
officially open over the course of 3 days (July 21, 22 and 23). The grand opening will be held on
July 13 from 3:00 p.m. - 7:00 p.m., for the general public. On the evening of July 12 from 4:00
p.m. - 7:00 p.m. there will be a V.I.P. open house. Allison also reported they are working
collaboratively with Turning Point for the victims of domestic abuse. Allison stated Turning
Point is running crisis center out of their current facility. Turing Point is in conversation right
now about using the new building or the old building.

Judge Lundell adjournced the meeting adjourned at 9:15 a.m..

The next CJCC Council Meeting will be held on Thursday, August 11, 2016 at 8:00 a.m.-
Government Center, County Board Room. The next CJCC Executive Committee meeting will
be held on Thursday, July 14, 2016 at 12:00 p.m. - Government Center, Room 1281.
