APPROVAL OF MINUTES 1. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – June 20, 2016 9:00 AM One correction to minutes from June 20, 2016 meeting. Mark Richert is employed by the “North Hudson Police Department,” not the Hudson Police Department. With correction, minutes are approved. BUSINESS ITEMS 1. Community Justice Collaborating Council Mental Health Subcommittee Membership Chair Johnson asked for committee input on recommendations regarding anyone else that should be on the Community Justice Collaborating Council (CJCC) Mental Health Subcommittee. A recommendation was made that Steve Kirt, St. Croix County Behavioral Health Administrator, would be a good asset to the subcommittee. Motion made by Captain Dan VanSomeren to add Steve Kirt as a member to the Community Justice Collaborating Council Mental Health Subcommittee. Second made by Chief Mark Richert. Ayes: Fred Johnson, Heather Wolske, Dan VanSomeren, Mark Richert Further discussion was held regarding Pete VanDusartz participating in the CJCC Mental Health Subcommittee. Motion made by Captain Dan VanSomeren to add Pete VanDusartz as a member to the Community Justice Collaborating Council Mental Health Subcommittee. Second made by Chief Mark Richert. Valley Co-op Behavioral Health Steering Committee Report Alison Page provided an update as to the efforts of the steering committee. Alison indicated that the committee is working with Pierce County to review other county’s models. Steve Kirt provided information as to coordination of efforts between counties and hospitals. Pete VanDusartz provided information related to the “Healthier Together” initiatives and how those initiatives work with the CJCC Mental Health Subcommittee's goals. Mr. VanDusartz provided information to the subcommittee regarding the current use of the Amery Behavioral Health facility and how that facility may change focus in the future from a geriatric inpatient facility to an adult inpatient facility. That decision will be made likely within the next three months. Pete VanDusartz also provided information related to the use of telehealth in the emergency departments of hospitals to be used as a resource for behavioral health crises. An “assessment” could be completed by a practitioner via telehealth and a crisis plan, stabilization, or referral for admittance to an inpatient facility would be utilized based on the assessment. Pete VanDusartz indicated that he hopes that the hospital can establish a good working relationship with the county and other local resources to assist individuals in a behavioral health crisis. Alison Page clarified that the work of the CJCC Mental Health Subcommittee is to establish a multi-county agreement for inpatient treatment options. She indicated that the goal of this subcommittee should not overlap areas in which other committees/groups are already addressing. Steve Kirt informed the subcommittee that the State of Wisconsin is also trying to figure out a way to address the lack of inpatient bed availability in the state. RESULT: DISCUSSED 3. Community Justice Collaborating Council Mental Health Subcommittee Work Plan Development Discussion was held as to what items should be included in this subcommittee's work plan. The following areas are of priority: 1. Determine inpatient bed needs in St. Croix County and all of western Wisconsin. Fred Johnson and/or Steve Kirt to reach out to State of Wisconsin DHS to participate in subcommittee meeting to provide input regarding data related to inpatient bed availability in the State. Obtain input as to best practices in the region, state, and nationally. Subcommittee took a break from meeting from 9:22 a.m. to 9:24 a.m. Reconvened at 9:24 a.m. 2. License and certification issues in emergency departments in Wisconsin. 3. Crisis intervention training for deputies and officers in St. Croix County. Mark Richert will broach this subject with other chiefs at the Chiefs Meeting on August 18, 2016. Captain Dan VanSomeren will obtain cost estimates for training deputies/officers. Pete VanDusartz is willing to bring the information to the HealthPartners Foundation to see if there are any matching monies available through a foundation grant to help fund crisis intervention training.
