1. Community Justice Collaborating Council – Regular Meeting – June 23, 2016 8:00 AM
Minutes stand approved for June 23, 2016 meeting by Judge Lundell.

BUSINESS ITEMS
1. CJCC & TAD Budgets 2016
Mike O'Keefe, CJCC Coordinator stated the CJCC and Treatment Alteratives &
Diversion budgets for 2016 are within guidelines.

2. Dementia Friendly Training - Justice System
Nancy Abrahamson, Dementia Care Specialist, Aging & Disability Resource Center
(ADRC) and Heather Wolske, Corporation Council provided an overview of the
program. Nancy gave a breakdown of common behaviors, the physical and cognitive
clues, and how to approach or communicate with a person that has dementia. Further
training is available upon request. Heather provided a breakdown on Emergency
Protective Placement - Wis. Stat. Chapter 55. Each county has a designated protective
placement facility.
RESULT: DISCUSSED
3. Lethality Assessment - Eric Atkinson, Police Chief, Menomonie, WI
Eric Atkinson, Menomonie Police Chief, gave a presentation on the Maryland Lethality
Assessment Program that is currently being used in Menomonie County by law
enforcement agencies investigating cases involving domestic violence. Other counties in
Wisconsin are also participating in this program and at this time the program is grant
funded. Eric stated the WI Department of Justice (DOJ) is looking to adopt this program
as a statewide model when investigating domestic violence cases. Judge Lundell referred
this issue to the CJCC Domestic Violence Subcommittee.

4. CJCC Meeting Schedule 2016-17
Mike O'Keefe, CJCC Coordinator, gave an update on the new CJCC Council and CJCC
Executive Committee meeting schedules. The CJCC Council meetings will take place on
the 2nd Thursday of each month and will be held at 8:00 a.m. (unless otherwise noticed)
in the County Board Room - Government Center. The CJCC Executive Committee
meetings will take place on the 4th Thursday of each month and will start at 12:00 p.m.
(unless otherwise noticed) in the Administration Conference Room - #1410. Per CJCC
Bylaws no regular meetings are held in July or December.

5. CJCC Subcommittee Reports
Fred Johnson, provided an update on the Mental Health Subcommittee. Fred reported at
the last meeting they addressed a three point work plan. The subcommittee would like to
add Steve Kirt, Health and Human Services Operations Manager/Behavioral Health
Administrator and Peter Van Dusartz, Manager of Hudson Hospital & Clinic's Programs
for Change to be voting members. Mike O'Keefe, CJCC Coordinator stated this would
require a change in the bylaws. Allison Paige addressed mental health inpatient needs in
the area. Dan VanSomeren, Jail Captain, discussed Crisis Intervention Training (CIT).
He stated that grants are available for (CIT) training and this will be discussed at their
next meeting. Eric Atkinson stated his Agency would assist with any grant writing. The
next meeting of the Mental Health Subcommittee is September 7, 2016. The proposed
changes to the CJCC Bylaws will be referred to Bylaws Subcommittee.

6. COMPAS Updates
Mike O'Keefe, CJCC Coordinator provided an update on Correctional Offender
Management Profiling for Alternative Sanctions (COMPAS) statistics that he has been
compiling for over 2 years. He stated he will continue to keep statistics and report back
to the CJCC Council on a regular basis.

7. 2017 Treatment Alternatives & Diversion (TAD) Grant Request
Mike O'Keefe, CJCC Coordinator reported the Treatment Alternatives & Diversion
(TAD) grant was submitted on July 19, 2016 and it included a request for a full time
COMPAS assessor. He stated if grant funding is approved we will attempt to earlier
identify the risk and needs of people as they enter the criminal justice system. Lisa
Multhauf, Diversion Coordinator reported there are 66 programs within the state and
provided a breakdown of the grant request for the Diversion Program. Kim Kitzberger,
Drug Court Coordinator gave a breakdown of the Adult Drug Court Program grant
request.

2017 TAD Grant Request for St. Croix County
ANNOUNCEMENTS & CORRESPONDENCE
Rick Johnson, District Attorney has been appointed to a statewide recidivism study committee
that has been tasked with developing strategies and legislation to reduce recidivism in WI.
Dan VanSomeren stated the Day Report Center construction should start in two weeks and the
scheduled completion date is December 11, 2016.
