APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – September 8, 2016 8:00 AM Minutes stand approved as presented by Judge Lundell. RESULT: ACCEPTED PUBLIC COMMENT Sarah Yacoub, announced she is the Democratic candidate for Office of St. Croix County District Attorney. BUSINESS ITEMS 1. 2016 CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O’Keefe, Community Justice Collaborating Council (CJCC) Coordinator reported the 2016 CJCC and Treatment Alternatives & Diversion (TAD) budgets are still in line with projections and work has been started on the 2017 TAD Grant Project. A more detailed budget summary for 2016 will be provided at the February 2017 CJCC meeting . RESULT: DISCUSSED 2. CJCC Subcommittee Reports Susan Capparelli, Executive Director for the St. Croix Valley Restorative Justice Programs and Chair of the Community Issues Subcommittee reported on the three topics the Subcommittee recently addressed: 1.) What is our mission/vision statement for the future and how do we engage the community in an effort to provide a platform to address issues. 2.) How to address the 17 year old issue and make recommendations to State Legislators. 3.) Racial disparity issues in our communities. Judge Waterman stated the Community Issues Subcommittee identified three additional areas that could be looked into: 1.) Data and trends to see what is and is not working. 2.) Awareness of issues that is preventative in nature. 3.) A forum to address issues/problems if and when they arise. The Subcommittee will meet in November to continue discussions on the three areas. Any input or ideas should be emailed to Judge Waterman. Mike O’Keefe stated the Evidenced Based Decision Making Subcommittee will be meeting after today’s CJCC meeting and anyone is welcome to attend. Mike also stated that all subcommittee meetings are now posted on the County's MinuteTraq System and emails are automatically generated for notification to Council Members. All Subcommittee meetings are open to the public as well as all members of the CJCC. RESULT: DISCUSSED 3. 2017 Treatment Alternatives & Diversion (TAD) Grant Mike O’Keefe, CJCC Coordinator stated the 2017 grant was awarded in the amount of $146,000.00. Most is directed toward the opioid/painkiller and drug addiction issues in our County. Lisa Multhauf, Diversion Program Coordinator reported there are seventy five active TAD defendants, of which thirteen are participating in drug court and sixty two are participating in the TAD Program. RESULT: DISCUSSED 4. CJCC Subcommittee Proposed Revisions Mike O'Keefe, CJCC Coordinator suggested renaming the Community Issues Subcommittee to the Community Engagement Subcommittee. Motion to accept change by Scott Cox, second by Sheriff Shilts. Motion carried by unanimous vote. Mike O’Keefe reported Judge Vlack will be moving to the Domestic Violence/Family Issues Subcommittee. Fred Johnson, Director Health and Human Services addressed proposed revisions and adding members to subcommittees. Members who want to refer matters to subcommittees for consideration should send an email or written communication to Chair Judge Lundell. RESULT: DISCUSSED 5. Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Update Mike O’Keefe, CJCC Coordinator reported that Correctional Offender Management Profiling for Alternative Sanctions, (COMPAS) will once again be included in the Presentence Investigation Reports (PSI) provided to the courts. Mike also reported Assessment considerations will be incorporated into the PSIs for judges to consider/review at time of sentencing. Emily Anderson, St. Croix County Probation and Parole Agent, reported the COMPAS is just a portion of their sentencing recommendations. Mike O’Keefe provided a handout from Northpointe Inc., on racial bias issues in the risk/needs assessment. Lisa Multhauf, Diversion Coordinator stated with the TAD project for 2017 they will continue to put low and medium risk individuals that have minimal criminal history into the treatment and diversion programs. Individuals with higher needs (AODA) that are medium to high risk with extensive criminal histories will continue to be referred to the Drug Court Program. RESULT: DISCUSSED 6. St. Croix County Adult Drug Court Update Judge Waterman announced the Drug Court Team met a couple of weeks ago and reviewed the screening, admission, phase, and advancement policies. Observed testing was temporarily suspended at the St. Croix County Jail, but has now resumed. Judge Waterman stated there are currently twelve participants in Drug Court and there are six pending referrals. Eighty three percent of the participants appear to abuse methamphetamine as their primary drug of choice. Kim Kitzburger, Drug Court Coordinator reported participants are reporting a new trend of using significant amounts of methamphetamine and in an effort to counteract the effects of that drug they turn to heroin. RESULT: DISCUSSED 7. St. Croix County Day Report Center John Shilts, St. Croix County Sheriff, announced the Day Report Center Project is on schedule. Background investigations are being conducted for potential staff. Staffing for this Project is subject to Budget approval by the County Board. RESULT: DISCUSSED 8. CJCC Coordinator's Position Mike O’Keefe reported Pat Thompson, Administrator has recommended to the County Board through the Budget process to fund the CJCC Coordinator's Position as a full time County Position. A full time COMPAS assessor will be hired as a contracted position and funded through the 2017 TAD Grant Project Award. Mike O'Keefe will continue to assist with COMPAS Assessments, but on a more limited basis. RESULT: DISCUSSED 9. St. Croix County Domestic Violence Compliance Court Update Judge Vlack reported that Judge Needham has been asked by the State to consider a pilot project for a Domestic Violence Compliance Court (DVCC) in St. Croix County. Mike O’Keefe stated they will be trying to secure outside funding for a County-wide needs assessment to assess how we as a system deal with DV/Family/Victim issues. He also stated the DVCC would not start until next summer and after a business plan has been adopted. Pat Thompson will be coming off the Mental Health Subcommittee and Mike O’Keefe will now become a member of that subcommittee. Judge Vlack will be on the Domestic Violence Subcommittee and Judge Needham will move to the Substance Abuse/Trauma Informed Care Subcommittee. Scott Cox moves to accept subcommittee changes. Motion seconded and carried unanimously. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS 1. Chad Wolske - Child Support. ANNOUNCEMENTS & CORRESPONDENCE Allison Paige discussed mental health resources in the County and they are currently interviewing for a psychologist at the Western Wisconsin Health Facility in Baldwin. The issue of transporting people with medical health needs to a secure facility in restraints was brought up by District Attorney Johnson. Pat Thompson provided an update on the County Budget and final approval by the County Board should take place on November 1, 2016. He also reported that during the Budget process he had to make some difficult decisions and the Community Data Analyst Position that was requested by the Sheriff's Office was not approved this year.
