Meeting called to order at 8:31 AM on October 31, 2016 by CJCC Mental Health Sub

APPROVAL OF MINUTES
1. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular
Meeting – September 7, 2016 8:30 AM
CJCC Chair Johnson asked if there are any corrections to the minutes. With nothing
noted a motion made by Chief Mark Richert to approve the minutes and was seconded by
Captain Dan VanSomeren.
Voice vote was taken and all approved.

PUBLIC COMMENT
Chair Johnson opened the meeting to public comment on or off the agenda. No public comment.
BUSINESS ITEMS
1. Community Justice Collaborating Council Mental Health Subcommittee Membership
The membership of this group has been updated to include CJCC Coordinator Mike
O'Keefe who will be replacing County Administrator Patrick Thompson. Still awaiting
approval by the CJCC bylaws committee on the addition of Steve Kirt and Peter
Vandusartz.
Suggestion made by Alison Page to consider at some time adding a member from the
state level. Mr. Schumacher has agreed to attend these meetings and provide updates, but
should he or someone be added as a member.

2. Valley Co-op Behavioral Health Steering Committee Report
Allison Page from Baldwin Medial Center provided an update on the Valley Co-op Behavioral
Health Steering Committee. The Valley Co-op Steering Committee met with their networking
group on October 19th . The Valley Co-op Behavioral Health Steering committee itself is
working on its strategic plans and they are hoping to work in coordination with the Healthier
Together Committee and hospitals in Pierce and St. Croix County.

3. Community Justice Collaborating Council Mental Health Subcommittee Work Plan
The CJCC Mental Health subcommittee members provided updates on progress in their 3
areas of focus.
1. Determine Area Bed Needs--The group reviewed the documents in the packet
regarding WI counties usage of the beds at Winnebago. The trends show that mainly due
to loss of local resources over the years has led to more usage of Winnebago. This is a
long trip for a client to spend in the back of a squad car as well as lots of time and
resources by the county staff. The potential changes occurring within hospitals in Eau
Claire as well as recalibration of bed usage in Amery could have an additional effect on
available beds. St. Croix County usage of facilities in the area was reviewed. There is
also a need for beds for youth and the more difficult clients. Donovan shared that at the
state level the momentum is focused on diversion with no talk of increased inpatient
beds.
Other concerns are those clients sitting in jail awaiting competency evaluations and
taking mental health meds. Tele-health would be a benefit in the jails as well.
Further discussion had on involving the state, hospitals, and counties on what the needs
are and what the investment might be.
Plans made on next steps to move forward and address this issue.
A. Steve Kirt will work on getting data from counties using private hospitals for
Emergency Detentions . The number of times used and the average length of stay.
B. Dan VanSomeren will get data from area jails and the length of time and numbers
of those awaiting competency evaluations.
C. Alison Page will reach out to CEO's from Mayo and Sacred Heart to coordinate a
meeting to discuss the bed issue. Fred, Steve and Donovan would like to sit in on this
meeting as well.
2. Emergency Department Tele-Health-- The Health Partners hospitals (Hudson, NR,
Amery) are collaborating on implementing tele-health , though work is still being done
on licensing of providers. In 2017 this could become easier with changes in reciprocity
between Minnesota and Wisconsin. If Health Partners accomplishes this, Allina may
pusue as well.. A meeting is being scheduled by Pete Vandusarz with mental health staff
from St. Croix, Polk, Pierce and 3 Minnesota counties to discuss collective efforts around
behavioral health issues and challenges.
Discussion had on the overlap of work by the various committees.
3. Crisis Training for Deputies-- Captain VanSomeren reports that plans are in place to
hold the first Crisis Intervention Training (CIT) at the Government Center in Hudson, a
total of 30 people can attend each training and this one is already full. Rooms are
reserved for the week of January 9, 2017. Training will include 40 hours of training from
8-5. Two deputies attended this training in Washington County and report it was very
good and scenarios were very realistic and helpful. They will be looking to schedule a
training in Sept. 11, 2017.
Each training is $12,000 with $3000 from HHS to assist with getting St. Croix County
deputies and officers trained . St. Croix Valley has also donated $1000 which will be
used for the good of those deputies and officers outside of St. Croix County. The
National Alliance on Mental Illness grant is for $27,000. Funding continued training
beyond 2017 will need to be secured. VanSomeren will also receive training to become a
coordinator so he can work a getting a CIT team developed with various entities
throughout the county.
