Date of next meeting was set for June 4, 2002. Raymond moved that the agenda be adopted as modified - move election of officers to the top. Burn seconded the motion. Motion carried. Berenschot moved that the previous meeting's minutes be approved. Raymond seconded the motion. Motion carried. Burn moved that the vouchers be approved. Raymond seconded the motion. Administrative Report Election of Officers — Nominate Chris Bethke as Chair. Moved by Raymond to close nominations and cast a unanimous ballot. Second by Burn. Motion passed. Nominated Leon Berenschot as Vice Chair. Moved by Jensen to close nominations and cast a unanimous ballot. Second by Raymond. Motion passed. Nominated Jensen as Secretary. Moved by Raymond to close nominations and cast a unanimous ballot. Second by Burn. Motion passed. Federal Budget Update —No report. State Budget Update —No report. County Budget —Moved by Bum to make the following line item transfers: $1500 from line item 2990 Ag Services Contract to be distributed as follows -- $125 to line item 3110 for postage in each program area; $125 to line item 3190 for office supplies in each program area; $125 to line item 3130 for copy expense in each program area. Second by Jensen. Motion passed. WACEC Update - Lestrud discussed the upcoming Wisconsin Associated County Extension Committees, Inc. Annual Conference scheduled for June 23 -25 in Wausau, WI. Burn and Berenshot are interested in attending the conference with Lestrud. Conference and hotel fees will be billed directly through the county. .Tune Dairy Month Resolution- Berenschot moved to pass the June Dairy Month resolution. Second by Raymond. 1 Personnel: Horticulture Position - Milligan is working with Mike Perkl, Western District Director, and Polk County staff regarding the hiring of a person in the interim horticulture agent position. The position would be a 40% full time equivalent in St. Croix County and 20% full time equivalent in Polk County. The time period is expected to be May to early September. Each county would pay 100% of the salary for this time period. An interview has been scheduled for May 14, 10:00 a.m. at the Ag Center. Raymond will participate in the interview with Milligan. Personnel Study - no report Agljcultural Agee F= r_1 Milligan met with the Farm City Day committee. The event will be held at Huppert Bros. /Jason Kjos farm north of River Falls. Educational activities are being planned. Milligan attended the Wisconsin Association of Extension Professional. A summer dairy housing tour is being developed with Polk and St. Croix County. The focus will be on calf housing and management. The St. Croix County Dairy Banquet was held in April. The Dairy Service Award was presented to Roger Goodrich. Milligan coordinated a Milking System Analysis workshop. The class was limited to 12 participants due to the hands -on nature of the program. This is a pilot project for us and based on the excellent evaluations, we will be scheduling more in the future. Individual contacts focused on pasture management, labor management, livestock housing, land rental rates, custom machinery hire rates, farm management issues, purchase of farmland, dairy cattle, and milking quality. Milligan also participated in the LESA Committee. Milligan has a number of farm visits in May. A UWEX ag engineering specialist will be making farm visits on May 30 with Milligan. 4 -H Ynuth Develnpm .nt gent's Rennrt New Richmond Asset Carnival —Reaman worked with three teen leaders on Saturday to lead an activity at the Asset Carnival. The asset they taught was "Constructive Use of Time" for kindergarteners through 3 rd graders. The teens talked with the participants about what they like to do in their "free" time and how they might use time constructively. Then they encouraged the children to select a coloring sheet that represented one thing they either enjoy doing or would like to learn how to do. An estimated 300 people attended the Asset Carnival. 2 Youth Protection Program -New Leader Certification -35 adult leaders have completed the WI 4 -H Youth Protection Program for this 4 -H year. The program includes a volunteer application with permission to conduct a background check, a behavior agreement form and a two hour orientation. The primary focus of the orientation is to help new leaders develop strategies they can use to create a positive learning environment when they are working with 4 -H members. A second piece of the orientation educates leaders about ways that they can prevent abuse from happening. Pork Quality Assurance Training —This is a program to ensure a high quality meat product for consumers. Participants are required to complete the training every two years. Topics taught include nutrition, drug residues, etc. Reaman estimated about 50 4 -H members attended the training sponsored by the 4 -H Meat Animal Committee. Family Living gent's Report • Lestrud did a half hour interview on WIXK radio, which discussed parenting topics and the Parenting newsletters written by Extension and distributed through the county hospitals. • She discussed recent HCE activities such as the Spring Council program with 84 participants, personality training which is helping club members deal more positively with one another, and planning for an upcoming Expo program. • Lestrud is currently working with other Family Resource Center board members to develop a capital campaign to raise needed funds to continue the important work of this nonprofit group. • "Grace Place" brochures developed at the Extension Office were passed around and an update given on the status of this new homeless shelter. • Lestrud is completing the federal grant application for the Nutrition Education Program in St. Croix County. This involves working with data based budgeting, developing relationships with various county groups as collaborators to provide in- kind services, certifying that the clients worked with are at a low enough income level to qualify for the program, and helping Polk county get a new program started. • Lestrud and Mabis recently attended a training called, Solution Focused Financial Counseling in the New Millennium which helped them with skills to work with people needing personal budget counseling, especially people in crisis. Most of the referrals to them come from the Economic Support Office. • Lestrud received two statewide awards this year. The first award was from the WI Association of 4 -H Youth Development Professionals for a weekend family camp program for low- income families that Lestrud and Reaman have had for many years each autumn. The second award was from the WI Extension Association for Family and Consumer Sciences for a study on Wisconsin's Family Resource Centers which Lestrud had completed summer /fall 2001. That award is being forwarded for national consideration. 3 Mabis shared the recent nutritional emphasis she has used with WIC clients and senior citizens. She and Lestrud developed a display board and teaching materials on safety and nutrition using sandwiches. Mabis also secured a grant to print a booklet that she developed on "Cooking for One or Two ". Seniors and WIC clients have been requesting this information for many years. Mabis and Lestrud are working together to help the Baldwin/Woodville church community develop a monthly community supper which will not only feed the hungry, but alleviate loneliness, and provide an opportunity for the community to meet new residents. The meals will be served on the first Tues. of each month in the evening beginning in August. The site is Gethsemane Lutheran Church. Planning_ Department Rel2ort Fodroczi reviewed a list of April vouchers totaling $2,151.17. Raymond moved that the vouchers be approved as presented. Burri seconded the motion. Motion carried. DNR Annual Report: Fodroczi reported that the 2001 Annual Report had been submitted to the DNR before the April 30 deadline. Our DNR Recycling Specialist complimented us on the content and organization of the report. Recycling tonnage increased in 2001 by just over 641 tons to 4,205.26 tons. Fodroczi presented a table comparing recycling data for twelve area counties. St. Croix rated at or near the highest in several performance indicators for processing recyclables and at or near the lowest for cost. Legislative Update: Fodroczi reported that the State Budget Repair Bill would likely include several, items affecting recycling and funding. He will report when the final bill is approved. Spring Collections: Fodroczi used the recent edition of the "Your Wasteline" newsletter to review the dates, times and locations of several county collections in May and June. He reminded the Committee and staff to encourage farmers to register farm chemicals for disposal to take advantage of state funding. Jensen moved to adjourn. Burri seconded the motion.
