Community Justice Collaborating Council – Regular Meeting – October 13, 2016 8:00 AM PUBLIC COMMENT BUSINESS ITEMS 1. 2016 CJCC and Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O'Keefe, CJCC Coordinator gave a summary of the CJCC and Treatment Alternatives & Diversion budget through September 2016. RESULT: DISCUSSED 2. 2016 Treatment Alternatives & Diversion (TAD) Grant - 3rd Quarter Report Mike O'Keefe, CJCC Coordinator, presented a summary of the Treatment Alternatives and Diversion Grant 3rd Quarter (July 1, 2016 - September 30, 2016) report submitted to the WI Department of Justice. He also gave a breakdown of Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Assessments completed during the 3rd Quarter. RESULT: DISCUSSED 3. 2017 Treatment Alternatives & Diversion Project Update Lisa Multhauf, Diversion Coordinator, Kimberly Kitzberger, Adult Drug Court Coodinator, and Mike O'Keefe, CJCC Coordinator gave an update on the status of the 2017 Treatment Alternatives & Diversion (TAD) Grant. They stated they are currently in the process of hiring a full time Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Assessor and Adult Drug Court Support Specialist utilizing TAD Grant funds. The COMPAS Assessor will be hired through an outside agency and will be on an annual contract basis. The Adult Drug Court Specialist will be supervised by Kimberly Kitzberger and their primary job duty will be to collect program data for the Adult Drug Court Program. The COMPAS Assessor position will complete assessments for the Diversion Program and Drug Court referrals. RESULT: DISCUSSED 4. Introduction of Don Harper, District Court Administrator, Tenth Judicial District Honorable Scott R. Needham, Chief Judge, Tenth Judicial District introduced Don Harper, District Court Administrator (DCA), Tenth Judicial District. Mr. Harper gave a summary of his job duties as DCA for his District. Mr. Harper is currently located at the St. Croix County Government Center through a lease between the County and State Courts. RESULT: DISCUSSED 5. CJCC Bylaws and Subcommittee Revisions - Draft Mike O'Keefe, CJCC Coordinator presented a draft proposal to change current CJCC bylaws. The proposed change would allow subcommittee chairs to appoint members to their group as needed to accomplish their mission or purpose statement. A motion to approve this change was made by Fred Johnson, second by Roger Larson, carried unanimously. St. Croix County Day Report Center Update - Captain Dan Van Someren Dan VanSomeren, Jail Captain gave a summary about the progress of the Day Report Center. He stated everything is on schedule with the physical remodeling and they will be hiring staff with an effective opening date of approximately March 1, 2017. RESULT: DISCUSSED 7. Child Support Presentation - Chad Wolske, Child Support Administrator Chad Wolske, Child Support Administrator gave a comprehensive presentation about St. Croix County's Child Support Agency. RESULT: DISCUSSED 8. Turningpoint for Victims of Domestic and Sexual Violence, Inc. This item was pulled from the agenda because no representative from Turningpoint was present. It will be placed on the CJCC agenda for the Janauary 12, 2017 meeting. RESULT: NO ACTION Next: 1/12/2017 8:00 AM 9. CJCC Subcommittee Reports CJCC Subcommittee reports were given to the Council. Fred Johnson, Chair, Mental Health Subcommittee reported on issues the group is currently dealing with. They have made progress in scheduling and funding Crisis Intervention Techniques (CIT) training for law enforcement officials within the County. These training courses fill up as soon as they are scheduled. This group is also exploring options for Emergency Detention beds in the area, but this is a complex issue and will take time to review all options. Lisa Multhauf, Chair, Evidence Based Decision Making (EBDM) gave an update about the mission of this group and what they want to accomplish in future meetings. The Honorable Scott R. Needham gave an update on the status of Domestic Violence/Family issues in St. Croix County and the need to address issues on a system wide basis. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE ADJOURN The meeting was adjourned at 9:05 a.m..
