1. Community Engagement Subcommittee of the Community Justice Collaborating Council
– Regular Meeting – September 30, 2016 8:00 AM
Minutes were accepted as presented.

BUSINESS ITEMS
1. Mission Statement Review
Discussion was held on the Mission Statement that was presented to the Subcommittee. A
motion was made by Randy Morrisette to adopt the Mission Statement, second by
Kathleen Avoles. The motion approved unanimously.
RESULT: APPROVED [UNANIMOUS]

2. Racial Disparity Issues - Role of CJCC - Follow Up
Discussion was held on the potential for training in the following areas; implicit bias,
transgender, religious and cultural. Who should be included in discussions about
providing law enforcement staff with training in these areas? Future discussions should
include what do law enforcement officials think is needed for training in these areas, and
how do we as a system relate to the community at certain decision points. Susan
Capparelli discussed implicit bias and socioeconomic policies as they exist in certain
communities around the country. Kathleen Avoles discussed prevention and proactive
processes being implemented in certain communities. She suggested law enforcement
agencies using a Citizen Academy as a way to have citizens and police officers getting to
know one another. Can the Sheriff's Office do something like this as an outreach
program for citizens of St. Croix County? Ms. Avoles reported that the New Richmond
Police Department has implemented a Citizens Police Academy as a means to reach out
to their citizens. Ms. Capparelli discussed the study completed by Harvard University on
Implicit Bias Testing and discussed the ability of staff to be unbiased representatives in
our jobs. She suggested community forums as a starting point and taking one theme or
issue at a time. Randy Morrisette suggested looking at diversity training for staff and
maybe talking to other agencies to see how they have handled situations like this.

3. 17 Year Old Legislation Update
Discussion was held on any updates to the 17 year old legislation at the State level.
Susan Capparelli discussed doing more with 17 year olds in diversion programs. Mike
O'Keefe passed out a handout on Eau Claire County's 180 Program as a possible program
that can be utilized for juveniles in need of structured programming.
