Community Justice Collaborating Council - Regular Meeting - Feb 26, 2015 8:00 AM Minutes from February 26, 2015 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT* BUSINESS ITEMS 1. CJCC & TAD Budget Mike O'Keefe Community Justice Collaborating Council (CJCC) Coordinator presented the CJCC and Treatment, Alternatives and Diversion (TAD) Grant Budget through February 2015. RESULT: DISCUSSED 2. CJCC Citizen Member Vacancy Update Mike O'Keefe, Community Justice Collaborating Council (CJCC) Coordinator reported that the vacant CJCC Citizen Member position has been posted on the St. Croix County website and interested candidates will be referred to the CJCC Executive Committee on April 9, 2015. The CJCC Executive Committee will make a recommendation to the full CJCC Council on April 23, 2015. RESULT: DISCUSSED 3. CJCC Workgroups Update Mike O'Keefe, Community Justice Collaborating (CJCC) Coordinator gave an update on the current status of the CJCC work groups. RESULT: DISCUSSED 4. .St. Croix County Jail Overview Dan VanSomeren, St. Croix County Jail Captain and Kris Anderson, Jail Programs Director, gave a presentation on issues in the jail as well as available programs for inmates serving sentences. Karen Hale, Citizen, commented on an issue related to jail holds. When an offender is held on a Probation & Parole hold it is listed in the local newspaper with their original charge. She stated this creates issues for the offenders who are trying to break away from their past and change their lives. Discussion was also held on mental health services available to inmates and these topics were referred to the CJCC Mental Health Workgroup for further evaluation and study. RESULT: DISCUSSED 5. National Crime Victims' Rights Week, April 19-25, 2015 Jessica McNamara, Specialist, St. Croix County Victim/Witness Assistance Program gave a presentation on National Crime Victims' Rights Week, April 19-25. 2015. Ms. McNamara discussed activities she will be conducting during National Crime Victims' Rights Week and welcomed input from members in attendance. RESULT: DISCUSSED 6. DOC 2014 Prison Report Mike O'Keefe, Community Justice Collaborating Council (CJCC) Coordinator distributed a 2014 Report from the Department of Corrections (DOC). Issues of interest were the high number of incarcerated inmates both female and male with an identified Alcohol & Drug need. Also identified in this report was the high number of incarcerated female inmates with a diagnosed mental health need. It was reported it costs approximately $34,000.00 per year to keep an inmate incarcerated in the WI Prison System and the average age of inmates has been steadily increasing. RESULT: DISCUSSED 7. 2015 WI Assembly Bill 52 Mike O'Keefe, Community Justice Collaborating Council (CJCC) Coordinator and Lisa Multhauf, St. Croix County District Attorney's Office Diversion Program Coordinator reported on potential changes to the Treatment Alternatives & Diversions (TAD) Grant process introduced by Joint Legislative Council in 2015 Assembly Bill 52. Discussion was held on the potential changes and how it might affect the St. Croix County TAD Grant request for 2016. RESULT: DISCUSSED ANNOUNCEMENTS & CORRESPONDENCE 1. Public Service Announcements Joan Sprain announced an upcoming event on April 30, 2015 - The Faces of Aces - A Summit on the Impact of Adverse Childhood Experiences on Pierce & St. Croix Counties Families and Providers. The program will be held at the Kilkarney Hills Golf Club and registration is free. Please see the flyer attached to the agenda packet. Also announced is a free community event - ARE YOU OKAY?. This event is open to the public and will cover the topic of mental health issues in our communities. Kevin Breel, Stand up Comic & Mental Health Activist is the featured speaker for this event which will be held on Monday, April 6, 2015 at 6:30 PM - New Richmond High School Auditorium. RESULT: DISCUSSED ADJOURN DATE OF NEXT MEETING The date of the next CJCC Council meeting is April 23, 2015, at 8:00 AM in Room D203. The date of the next CJCC Executive Committee Meeting is April 9, 2015, at 12:00 PM in Room D203.
