Community Justice Collaborating Council – Regular Meeting – March 26, 2015 8:00 AM PUBLIC COMMENT* BUSINESS ITEMS 1. Introduction of Michael Waterman by Honorable Scott R. Needham Judge Needham introduced R. Michael Waterman as the soon to be appointed Judge of Branch IV, St. Croix County. Mr. Waterman will be officially sworn into office on May 20, 2015. Mr. Waterman was recently selected for this position by Governor Scott Walker. The group welcomed Mr. Waterman to the St. Croix County Community Justice Collaborating Council. RESULT: DISCUSSED 2. Community Justice Collaborating Council & Treatment, Alternatives & Diversion Budget The Community Justice Collaborating Council & Treatment, Alternatives & Diversion budget through March 31, 2015 was presented by Coordinator Mike O'Keefe. He also reminded the group that the budget cycle for 2016 is fast approaching and as we did last year the Executive Committee will recommend a budget to the full Council at the August 2015 meeting for approval. RESULT: DISCUSSED 3. National Crime Victims' Rights Week - April 19-25, 2015 Coordinator Mike O'Keefe reminded the Council that the week of April 19-25, 2015 is National Crime Victims' Rights Week. Pam Bellrichard, Victim Witness Coordinator, updated the Council on events that are currently taking place to recognize this event. RESULT: DISCUSSED 4. Community Justice Collaborating Council Committees Update Discussion was held on the status of work groups that function within the CJCC Council. Coordinator Mike O'Keefe will review the membership or each committee and make recommendations for appointments to each group. RESULT: DISCUSSED 5. St. Croix County Drug Court Update Judge Vlack commented on the current status of the St. Croix County Drug Court. He stated that we have been without a Drug Court Coordinator for approximately two months and Kim Kitzberger, Juvenile Treatment Court Coordinator, and Mike O'Keefe, CJCC Coordinator, have been filling in until a replacement for Amber Perry can be found. He stated that referrals to the Drug Court Program are increasing due to the drug problem that currently exists in our area. RESULT: DISCUSSED 6. Community Justice Collaborating Council Citizen Member Vacancy Terms CJCC Coordinator Mike O'Keefe reported there are term limits for each Citizen Member position of the CJCC. Currently there are two Citizen Member positions and they are voting members of the Council. One position has a term of two years and the other a term of one year. He will review these terms and report to the Executive Committee for review/recommendation and eventual action by the full Council. RESULT: DISCUSSED 7. Citizen Member Recommendation by Executive Committee CJCC Coordinator Mike O'Keefe reported to the Council that the CJCC Executive Committee is recommending Barry Hill to fill the Citizen Member vacancy on the CJCC Council. The Executive Committee reviewed four applications for this position at their meeting on April 9, 2015 and voted to forward Mr. Hill's name to the Council for review and action. There was a motion by Andy Brinkman, second by Alison Page, to appoint Barry Hill to the vacant CJCC Citizen Member position effective immediately. The vote was unanimous to appoint Mr. Hill. Mr. Hill was present and made comments to the Council on his background and willingness to participate in this process. RESULT: DISCUSSED 8. Moral Reconation Group (MRT) Update Lisa Multhauf, Diversion Program Coordinator gave an update on the status of the Moral Reconation Therapy(MRT) groups. She will continue to give periodic updates to the Council as the development of these groups moves forward. She reported this Cognitive Behavioral based group is very important in the rehabilitative efforts for those offenders that enter the criminal justice system on a repeated basis. Discussion was held on the newly created Jail MRT group and the need to find funding for inmates participating in the program. The only cost to inmates at this time is $25.00 for a work book. Captain Dan VanSomeren stated that he does have funds available for indigent inmates in need of a book for this group. Jail Program Coordinator Kris Anderson stated she will work with Ms. Multhauf on this issue so this group can get started. RESULT: DISCUSSED 9. Correctional Offender Management Profiling for Alternative Sanctions -COMPAS CJCC Coordinator Mike O'Keefe gave an update on the recent training he attended on April 9, 2015 for Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) in Madison, WI. The training was sponsored by the Department of Corrections and is offered as a free service to participating counties. Currently St. Croix County utilizes the COMPAS, which is an actuarial risk and needs assessment tool, for Drug Court and Diversion Program participants. Mr. O'Keefe completes all assessments referred to his office and he would like to discuss expansion of the tool to other aspects of the St. Croix County Criminal Justice System as resources allow. RESULT: DISCUSSED ANNOUNCEMENTS & CORRESPONDENCE 1. Public Service Announcement Handouts for National Crime Victims' Rights Week and a training offered by the Pierce- St. Croix CARES Coalition on Adverse Childhood Experiences (ACES) were made part of the agenda packet. RESULT: DISCUSSED ADJOURN DATE OF NEXT MEETING The date of the next CJCC Meeting is Thursday, May 28, 2015 at 8:00 AM and will be held at the Service Center in New Richmond, WI. The date of the next CJCC Executive Committee meeting is Thursday, May 14, 2015 at 12:00 PM and will be held in Room D203 at the Government Center.
