Community Justice Collaborating Council – Regular Meeting – April 23, 2015 8:00 AM Minutes of April 23, 2015 Meeting were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC & Treatment, Alternatives & Diversion (TAD) Grant Mike O'Keefe, CJCC Coordinator presented the Community Justice Collaborating Council and Treatment Alternatives& Diversion Grant budget through April 2015 for review and discussion. RESULT: DISCUSSED 2. Steve Kirt, Behavior Health Administrator Steve Kirt, Behavior Health Administrator, St. Croix County Health and Human Services gave a presentation on available mental health services. He stated that they have done a re-calibration of their program in an effort to improve service delivery to clients. Mr. Kirt answered questions and discussion was held on how to address problems with our Chapter 51 commitments. Alison Page stated she would like to discuss the possibility of a facility on the grounds of the Baldwin Medical Facility. Fred Johnson stated he would coordinate a meeting of the CJCC Mental Health Committee to discuss this and other issues. RESULT: DISCUSSED 3. Medical Examiner Report - Patty Schachtner Patty Schachtner, St. Croix County Medical Examiner gave an update on the progress and status of the Resource Guide that will be distributed throughout St. Croix County this year. Ms. Schachtner answered questions about the Resource Guide with respect to the scope and intent of the project. RESULT: DISCUSSED 4. CJCC Workgroups & Moral Reconation Therapy (MRT) Updates The CJCC Workgroups did not meet in April, but meetings will be scheduled in June - July, 2015. Lisa Multhauf, Diversion Program Coordinator/Lead MRT Facilitator gave an update on the Moral Reconation (MRT) groups and referrals. She stated the groups are filling up fast and it will be interesting to track progress as offenders graduate from the program. RESULT: DISCUSSED 5. Strategic Planning Session Mike O'Keefe, CJCC Coordinator announced that Eric Biltonen, St. Croix County UW - Extension, has agreed to assist the Community Justice Collaborating Council (CJCC) with a strategic planning session. Mr. Biltonen has extensive experience with strategic planning and this should also help keep the cost of this project to a minimum. The strategic planning session for the CJCC will be September 24, 2015 at the St. Croix County Service Center, Room 171 from 8:00 AM - 3:00 PM. RESULT: DISCUSSED 6. Adverse Childhood Experiences (ACES) Presentation - Joan Sprain, UW Extension Joan Sprain, St. Croix County UW - Extension Office gave a Power Point presentation on Adverse Childhood Experiences (ACES), and the effect these have on people throughout their lifetime, and especially for the clients we all serve on a day to day basis. She answered questions and stated she is available to provide more information on this important issue. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE The Honorable Eric J. Lundell informed the group that everyone is welcome to take a tour of the St. Croix County Service Center immediately after the meeting. Mike O'Keefe, CJCC Coordinator reminded the group of a Regional Criminal Justice Meeting - Judicial District 10 in Barron, WI on Friday, May 29, 2015. The meeting is being sponsored by the WI Department of Justice and discussion will be help on future grant opportunities. St. Croix County CJCC members in attendance have agreed to conduct a panel discussion on progress and issues we have had since the inception of our Council. ADJOURN The Honorable Eric J. Lundell, CJCC Chairman adjourned the meeting at 9:20 AM. DATE OF NEXT MEETING The date of the next CJCC Council meeting is Thursday, June 25, 2015 at 8:00 AM. The meeting will be held in Room D203 at the Government Center. The date of the next CJCC Executive Council Meeting is Thursday, June 11, 2015 at 12:00 PM. The meeting will be held in Room D203 at the Government Center. Reminder: per the CJCC By-Laws there will be no CJCC meetings held in July 2015.
