Vlack, Stephen T'Kach APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – May 28, 2015 8:00 AM Minutes from the May 28, 2015 Community Justice Collaborating Council (CJCC) were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. 2015 CJCC and Treatment Alternatives & Diversion (TAD) Budgets The CJCC and Treatment Alternatives & Diversion (TAD) Grant through May 2015 was discussed and accepted as presented. RESULT: DISCUSSED 2. CJCC Workgroups Updates Fred Johnson, Health & Human Services Director gave an update on the status and progress of the CJCC Mental Health Workgroup. The workgroup is currently looking into issues with respect to transportation/hold issues for emergency detention patients. The group will meet in August and report back to the CJCC Council with more information. RESULT: DISCUSSED 3. Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Updates Mike O'Keefe, CJCC Coordinator gave an update on new releases for the Correctional Offender Management Profiling for Alternative Sanctions COMPAS tool. The COMPAS will now include a screening tool for Adverse Childhood Experiences (ACES). Discussion was held if we do collect this data how would it be interpreted and or used. RESULT: DISCUSSED 4. DOJ District 10 Meeting - May 29, 2015 Review Lisa Multhauf, Diversion Program Coordinator and Mike O'Keefe gave an update on St. Croix County's participation in the May 29, 2015 meeting sponsored by the WI Department of Justice (DOJ). The meeting was held at the Barron County Justice Center in Barron,WI. Members from St. Croix County participated in a panel discussion on the benefits of having a functional CJCC Council. The DOJ did inform the group that the new TAD grant cycle for 2017 - 2022 will be open statewide and limited funds will be available. One of the requirements to submit an application for this grant will be to have a functional CJCC Council in your county. The 2017-2022 Grant Cycle will be opened for competition in early 2016 so counties have time to plan for their 2017 budgets. RESULT: DISCUSSED 5. Statewide Prescription Drug Misuse Initiative Update Sheriff Shilts gave an update on the Statewide Prescription Drug Misuse Initiative. Sheriff Shilts reported that progress has been made in several areas and an Executive Summary with specific recommendations should be released in the near future and he will report that information back to the CJCC when it becomes available. RESULT: DISCUSSED 6. CJCC Meeting Location Mike O'Keefe, CJCC Coordinator proposed alternating CJCC meetings between the Government Center and the New Richmond Service Center. He stated the Community Justice Collaborating Council was founded on a community based principle and moving meetings to New Richmond might allow for more attendance from community members and other stakeholders. A motion was made by Pat Thompson, second by Kate Avoles to alternate meetings between the St. Croix County Government Center and New Richmond Service Center starting in August 2015. The motion passed unanimously. St. Croix County Drug Court Report Kimberly Kitzberger, Drug Court Coordinator reported on the current status of the St. Croix County Drug Court Program. Ms. Kitzberger stated the program is going through a transition and policy/procedures are being reviewed and updated with the CJCC Oversight Committee. She will report back to the CJCC as progress is made. RESULT: DISCUSSED 8. Safe Exchange Program Attorney Kate Avoles discussed the possibility of implementing a Safe Exchange Program for parents going through divorce or having custody issues with their children. She reported other counties in the area have a program like this and it makes for a much safer exchange of children involved in custody issues. Judge Lundell directed Mike O'Keefe to look into this possibility through the formation of a Domestic Violence Workgroup. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE 1. Parent Coaching RESULT: DISCUSSED ADJOURN The CJCC meeting was adjourned at 9:25 AM. DATE OF NEXT MEETING The date of the next Community Justice Collaborating Council (CJCC) Meeting is August 27, 2015 at 8:00 AM at the New Richmond Service Center- Room 171. The date of the next CJCC Executive Committee Meeting is August 13, 2015 at 12:00 PM, Government Center, Room D203.
