APPROVAL OF MINUTES 1. Community Justice Collaborating Council – Regular Meeting – June 25, 2015 8:00 AM CJCC Minutes from June 25, 2015 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT Patty Schachtner, Medical Examiner announced that a Resource Guide for Mental Health/AODA will be released on a County wide basis in October 2015. BUSINESS ITEMS 1. Exodus Halfway House - Nikki Kulibert, Program Supervisor Nikki Kulibert, Program Supervisor for Exodus Halfway House introduced herself to the CJCC Group. She gave a brief summary of the mission of Exodus Halfway House and discussed the current contract with the Department of Corrections. She also explained Exodus Halfway House is operated by Lutheran Social Services which is a non profit organization and donations are welcome. She presented a list of items that could be used at the Halfway House. RESULT: DISCUSSED 2. St. Croix Valley Restorative Justice Program - Susan Capparelli, Executive Director Susan Capparelli introduced herself as the new Executive Director for the St. Croix Valley Restorative Justice Programs (SCVRJP). Ms. Capparelli discussed the current mission of the SCVRJP and the need to serve St. Croix and Pierce County residents. She gave a brief overview of Restorative Justice Programs and the referral process. The staff at SCVRJP is looking forward to a productive partnership with the St. Croix County justice system in the future and Ms. Capparelli is excited to be part of the St. Croix County Community Collaborating Council (CJCC) as an advisory member. RESULT: DISCUSSED 3. CJCC Strategic Planning Meeting - September 24, 2015 8:00 AM - 2:00 PM Mike O'Keefe, CJCC Coordinator, reminded the Council that the majority of the September 24, 2015 CJCC meeting will be dedicated to strategic planning. The meeting will be held at the New Richmond Service Center, starts at 8:00 AM, and should conclude before 12:00 PM. RESULT: DISCUSSED 4. CJCC & Treatment Alternatives & Diversion (TAD) Grant Budget Mike O'Keefe, CJCC Coordinator presented the CJCC and Treatement Alternatives & Diversion Grant (TAD) Budgets through August 21, 2015. He also presented the proposed 2016 budgets for CJCC and TAD to the Council for approval. Judge Lundell made a motion to accept the 2016 CJCC budget, second by Roger Larson. The motion was approve unanimously. Security Screening Implementation - Government Center Attorney John Kucinski spoke about the new security screening at the St. Croix County Government Center that went into effect on September 1, 2015. Attorney Kucinski stated he has issues with how the screening process was implemented and the fact that no one looked at exempting attorneys from having to participate in the security screening process. Judge Needham made comments and gave a history of the implementation of the security screening process and what was considered in the development of St. Croix County's Policy. He referenced State Supreme Court rules as well as a 2006 study by US Marshals. Attorney Alex Andrea asked about the 2nd floor screening and why it can't just happen on that floor. Attorney Liesl Nelson, Supervisor, Office of Public Defender, made comments about the security screening process and the fact that attorneys were not included at the committee level. Motion was made by Pat Thompson, second by John Shilts to endorse the new security screening process implemented by St. Croix County. The motion was approved with 12 yes and 1 no votes. CJCC Citizen Member Vacancy Mike O'Keefe, CJCC Coordinator announced that he received an e-mail from Barry Hill, CJCC Citizen Member, indicating he is resigning his position on the CJCC Council for personal reasons. The CJCC policy is to advertise vacancies for CJCC Citizen Members on the County's website for a period of time and bring back applicants to the CJCC Executive Committee for screening. The CJCC Executive Committee will forward a nomination to the full CJCC Council for approval. RESULT: DISCUSSED 7. CJCC Council Advisory Appointment - Tim Heckmann, Assistant Family Court Commissioner A motion was made by Kate Avoles, second by Scott Cox to add Tim Heckmann, Court Commissioner as a member of the CJCC Council in an advisory capacity. CJCC Workgroups Update The mental health workgroup reported that they are still looking into possible solutions for transporting patients to mental health facilities located across the State of WI. Discussion was held on the potential to engage the Valley Co-op in this discussion. Alison Page reported at the last mental health workgroup meeting that the Valley Co-op may be interested in a joint venture of this nature with St. Croix and Pierce Counties. Fred Johnson and Scott Cox presented data to the Council to give a perspective on this issue. The mental health workgroup will continue to follow on this issue and report back to the Council as progress is made. RESULT: DISCUSSED 9. Family Resource Center Proposal for Drug Court Brandie Hart and Kim Kitzberger made a presentation to the CJCC Council on a potential contract for services between Drug Court and Family Resource Center St. Croix Valley. The requested services would provide Drug Court participants with parenting groups coupled with in-home visits with a social worker. Judge Vlack commented on the need to provide this service given the current studies on how Adverse Childhood Experiences (ACE) scores affect the cognitive development of children in certain situations. The majority of participants in Drug Court at this time are female and have young children that would benefit from a service like this. This contract would be used for Drug Court parents with children from 0-5. Fred Johnson commented on services that are provided by the County and this would not be a service that the County provides, but the Family Resource Center has the ability to provide it. John Shilts made a recommendation to refer this back to the Drug Court Oversight Committee that meets in mid October, 2015. Other comments made during the discussion is this is an expensive endeavor and is it feasible to spend over $24,000.00 per year for 6 participants. RESULT: DISCUSSED 10. Offenders & Affordable Care Act - Strategies Liesl Nelson discussed the need to provide assistance to people involved in the criminal justice system so they are able to apply for health insurance under the Affordable Care Act. Fred Johnson stated the Health & Human Services has been very proactive in providing information on how to apply for these benefits. RESULT: DISCUSSED 11. Crime Prevention Fund Board Mike O'Keefe discussed the possibility of creating a Crime Prevention Fund Board in St. Croix County. This board would have the responsibility to authorize grants to crime prevention entities from funds created by imposing surcharges on misdemeanors and felony convictions in the County. Authority to create this board was given through Assembly Bill 21/SB 21. Sheriff Shilts commented on potential uses of funds created by the imposition of surcharges through this board in an effort to prevent future crime in the County. Judge Needham commented as the Chief Judge of the Tenth Judicial District that a board like this raises all kinds ethical issues and he is recommending that judges do not become part of it. District Attorney Johnson also commented that from the perspective of his Office there are also some significant ethical issues that he has concerns about. A decision was made by Judge Lundell to table this issue. RESULT: DISCUSSED 12. St. Croix County Sheriff's Office Day Report Center Proposal Jail Captain, Dan VanSomeren presented a proposal to the CJCC Council to support a Day Reporting Center in the Huber Section of the St. Croix County Jail. Captain Van Someren provided the group with a Power Point Presentation for the project to include estimated costs which is approximately $408,000.00. Discussion was held on Evidence Based Decision Making (EBDM) and the need to look at our current jail population. This project would also follow on bail conditions for those people that are currently on bond and awaiting trial. Examples of potential uses would be the collection of UA samples, fingerprints, photos, electronic monitoring, fingerprints for juveniles, assisting with monitoring Probation & Parole offenders, etc. Pat Thompson indicated this is a new program and from a budget standpoint will be closely scrutinized. Judge Needham supports this idea and speaks on behalf of all Judges in St. Croix County. A motion to support the concept of a Day Report Center in St. Croix County was made by Chief Mark Richert, second by Curt Thomassen. The motion passed with 12 yes votes and 1 no vote. DATE OF NEXT MEETING The date of the next CJCC Council meeting is Thursday, September 24, 2015 at the New Richmond Service Center. This will be our annual Strategic Planning Session and is scheduled from 8:00 AM - 2:00 PM. The next CJCC Executive Committee meeting is Thursday, September 10, 2015 at 12:00 PM in room D203 of the Government Center.
