Community Justice Collaborating Council – Regular Meeting – August 27, 2015 8:00 AM The minutes of August 27, 2015 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. CJCC & Treatment Alternatives & Diversion (TAD) Grant Budgets Mike O'Keefe, CJCC Coordinator presented the Treatment Alternatives & Diversion Grant and CJCC Budget through August 2015. RESULT: DISCUSSED 2. CJCC Workgroups Updates Fred Johnson, Health & Human Services Director gave an update on the progress of the mental health workgroup. The workgroup is focused on finding better and more efficient ways to deal with Emergency Detention situations. They are still in high level discussions with other potential partners on this issue and will report back to the CJCC as information or progress becomes available. RESULT: DISCUSSED 3. Interstate Compact Update - Mark Lemke, P&P Supervisor Mark Lemke, Probation & Parole Supervisor announced that there will be some changes made to the application for Interstate Compact transfers with respect to fees. RESULT: DISCUSSED 4. Advanced Moral Reconation Therapy Training for Facilitators Lisa Multhauf, Diversion Coordinator & MRT Facilitator announced there will be an MRT Advanced Training on November 2 - 3, 2015 at the St. Croix County Government Center. The training will be sponsored by Correctional Counseling and St. Croix County will be the host site for this event. This will save time and travel for employees attending this training session. RESULT: DISCUSSED 5. St. Croix County Day Report Center Proposal Update Pat Thompson commented that he needs more data about the proposed Day Report Center for County Board Supervisors so they can make decisions about long range planning for facilities. Liesl Nelson made comments about Evidence Based Decision Making (EBDM) with respect to the proposed Day Report Center and other potential programming. Sheriff Shilts commented on the proposed Day Report Center and the need to better monitor bond arrangements for defendants. Lisa Multhauf made comments about an EBDM Committee and the need to look at these issues from this perspective. Judge Lundell stated that Mike O'Keefe should meet with Dan VanSomeren to see if we could utilize staff from the Sheriff's Office for data collection. Mike should also coordinate a meeting with an EBDM Committee to look at issues related to the Day Report Center. Judge Vlack commented that as a Judge he has to make bond issue decisions every day and he has to be assured he is protecting the community. RESULT: DISCUSSED 6. Crime Prevention Fund Board - St. Croix County The Crime Prevention Funding Board (CPFB) issue was brought before the CJCC Council for the second time. Discussion was held about the feasibility of having a Board that is funded by collecting surcharges from defendants who already have a difficult time honoring current court obligations. Liesl Nelson made comments against St. Croix County establishing a Board of this type because it places another burden on defendants that they already can't afford. Steve T'Kach commented that some of these surcharges do place an unfair burden on people because at times the cost of the fine is much less than the surcharges assigned to it. To date the only county that may have established a Board of this type is Brown County. Dan VanSomeren spoke in favor of establishing a CPFB because some of the funds could be used to fund the proposed Day Report Center Project which will directly impact and improve public safety for citizens of St. Croix County. Mark Lemke stated that a person on Probation have many obligations and a surcharge would just add to it. Judge Needham explained to the Council how surcharges are assigned and this would probably take a County Board Resolution to establish a Board of this nature. RESULT: DISCUSSED 7. CJCC Strategic Planning Session Eric Biltonen, UW Extension Office, conducted a strategic planning session for the CJCC Council. He will send the results of the session to Mike O'Keefe, CJCC Coordinator before the next Council Meeting. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS & CORRESPONDENCE Mark Lemke, Probation and Parole Supervisor announced that he has agent vacancies in his office due to transfers and asked for patience while he requests assistance from his superiors. Patty Schachtner discussed the distribution of the Resource Guide and how well it has been received so far. ADJOURN Judge Lundell adjourned the meeting at 12:00 PM. DATE OF NEXT MEETING The date of the next CJCC Council meeting is Thursday, October 22, 2015 at 8:00 AM. This meeting will be held at the New Richmond Service Center. The date of the next CJCC Executive Committee meeting is October 8, 2015 at 12:00 PM. This meeting will be held in room D203 - Government Center.
