Community Justice Collaborating Council – Regular Meeting – September 24, 2015 8:00 AM The minutes approved . PUBLIC COMMENT BUSINESS ITEMS 1. CJCC - Treatment Alternatives & Diversion (TAD) Grant Budget Mike O'Keefe presented the Treatment Alternative and Diversion Grant and CJCC Budget through September 2015. He also reported that the due date for submission of the TAD 2016 Grant request is due November 10, 2015. He is working on the grant request in collaboration with Lisa Multhauf, Diversion Coordinator, and Kim Kitzberger, Drug Court Coordinator. He stated we are in the last year of a non competitive grant cycle with the Department of Justice (DOJ). In 2016 the DOJ will release a competitive grant for 2017 which will be open to all counties in the State of WI. They are releasing this grant application in the Spring of 2016 so County Board will have an opportunity to make plans or adjustments to their 2017 budgets. RESULT: DISCUSSED 2. Introduction of Assistant District Attorney Ed Minser DA Eric Johnson introduced Assistant District Attorney (ADA) Ed Minser as the new Drug Prosecutor in St. Croix County. ADA Minser came from La Crosse County and has a background with prosecuting drug crimes as well as child sexual assault cases. ADA Minser addressed the CJCC Council and stated he his pleased to be here and is well aware of the drug issues in St. Croix County and how being a border county impacts this issue. (He commented that he believes in a coordinated response to the issue of drug interdiction and we can't just arrest or prosecute our way out of this problem.) We have to engage the community in prevention and treatment strategies as well. RESULT: DISCUSSED 3. CJCC Citizen Member Appointment Mike O’Keefe announced Trent Monahan and Randy Morrissette were interviewed for the Citizen Member vacancy by the Executive Committee on October 8, 2015. Pat Thompson states both were strong candidates. Roger Larson would like to keep Trent Monahan’s application on file. Pat Thompson moves to appoint Randy Morrissette. Andy Brinkman seconds appointment. The vote was unanimous. Cox, Alison Page 4. 17 year Old Non Violent Offenders Legislation Fred Johnson, Health & Human Services (HHS) Director gave an update on the 17 year old Non Violent Offenders Legislation. Fred Johnson announced the Wisconsin Counties Association Senate Legislation Bill 280 and Assembly Bill 378 are being considered. The bills would bring first time non-violent offenders back to the juvenile system without funding. The HHS Board proposed the funding issue be brought before CJCC for input. Statistics are showing the number of 17 year olds being referred are decreasing. Discussion was held on what system is better suited to deal with 17 year old offenders. Liesel Nelson proposes the resolution to be tabled until next meeting. Will be referred to CJCC Community Justice Sub-Committee and added to next CJCC Council Meeting on November 19, 2015. RESULT: DISCUSSED 5. Heroin/Opiate Summit 10-13-15 - 10-14-15 Mike O’Keefe and Ed Minser attended the Heroin/Opiate Summit sponsored by the Department of Justice (DOJ) October 13-14, 2015 in the WI Dells. Treatment continues to be a high need area for addiction issues in most communities in WI. Education and community participation are key components to drug prevention strategies. Liesl Nelson would like to continue using current resources. Executive summary re: pharmacy and prescription monitoring program being developed at the State level. RESULT: DISCUSSED 6. Strategic Planning - Outcomes Mike O'Keefe stated CJCC should be the conduit and support for committees. Issues should be referred to CJCC subcommittees for review. Recommended subcommittees: Addictions (Substance Abuse), COMPAS, Domestic Violence & Family Relations, Criminal Justice, Bylaws, Mental Health, and Communications. Mike O'Keefe will draft a list of CJCC subcommittees for review and possible approval at the next Council meeting. RESULT: DISCUSSED 7. CJCC Sub-Committee Assignments Mike O'Keefe states CJCC should be the conduit and support for committees. Things to be referred to subcommittees. Recommended subcommittees: Addictions (Substance Abuse), COMPAS, Domestic Violence & Family Relations, Criminal Justice, Bylaws, Mental Health, Communications and MATRIX. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Request due 10 days prior to next meeting. ANNOUNCEMENTS & CORRESPONDENCE DA Eric Johnson announced that Pam Bellrichard, Victim Witness Coordinator wanted the CJCC to know that October is Domestic Violence Awareness Month. Probation and Parole (P&P) Agent Natalie Volz also commented on Domestic Violence Awareness Month and discussed related activities being conducted in her office to raise awareness on this issue. Honorable Judge Vlack announced that some of the St. Croix County Judges, Commissioners, Health & Human Services Staff, and Guardian Ad Litems (GAL) attended Child Welfare of the Courts Conference in September. There will be a meeting at the Government Center at Noon on October 29, 2015 regarding this research. Judge Vlack also announces that in October, the Drug Court Team attended a conference on Treatment Courts Standards and there is a Drug Court Oversight Committee meeting, Wednesday October 28, 2015. Kim Kitzberger, Drug Court Coordinator, announces there will be a drug court graduation on 10/28/15 ADJOURN Adjourned at 9:18 a.m. DATE OF NEXT MEETING The date and time of the next CJCC Meeting is Thursday, November 19, 2015 at 8:00 AM. This meeting will be held in Room D203 (lower level) of the Government Center. The date and time of the next CJCC Executive Committee Meeting is Thursday, November 12, 2015 at 12:00 PM. This meeting will be held in Room D203 (lower level) of the Government Center. Note: There will be no CJCC Meetings held in December 2015 per CJCC Bylaws.
