Community Justice Collaborating Council – Regular Meeting – October 22, 2015 8:00 AM The CJCC minutes of October 22, 2015 were accepted as presented. RESULT: ACCEPTED PUBLIC COMMENT Public Defender (PD), John Kucinski addressed the construction of the Day Report as to bail and bail violations. PD Kucinski questioned the plan for violations, where the funds would come from to pay for the assessments, and the end result of programming. BUSINESS ITEMS 1. CJCC & Treatment Alternatives & Diversion Budget Mike O'Keefe, CJCC Coordinator, reported the CJCC and Treatment Alternatives & Diversion budgets are on track with projected expenditures. RESULT: DISCUSSED 2. Introduction of New CJCC Citizen Member - Randy Morrissette II Newly appointed CJCC Citizen Member, Randy Morrissette II, was introduced by Judge Lundell. Mr. Morrissette addressed the CJCC Council and gave a brief summary of his background. RESULT: DISCUSSED 3. Introduction of Drug Court Student Intern - Cara Ericksen Drug Court Student Intern, Cara Ericksen, was introduced by Kimberly Kitzberger, Drug Court Coordinator. Ms. Kitzberger also noted that Ms. Ericksen will also be assisting Mike O'Keefe with Correctional Offender Management Profiling for Alternative Sanctions (COMPAS) Assessments. Ms. Ericksen addressed the CJCC Council and gave a summary of her background and future plans after graduation. RESULT: DISCUSSED 4. Treatment Alternatives & Diversion (TAD) Grant 2016 & 2017 Update Mike O’Keefe, CJCC Coordinator, reported he worked on the 2016 Treatment Alternatives & Diversion (TAD) Grant with Lisa Multhauf and Kimberly Kitzberger and stated the TAD Grant was submitted on time. The amount of the request was the same as 2015. This is the last year of a five year cycle with the Department of Justice (DOJ). Lisa Multhauf, Diversion Program Coordinator, addressed items being requested under the 2016 TAD Grant; 1. The Diversion Program Outreach Worker position. 2. Half of CJCC Coordinator position (Compas Assessor) 3. Half of the benefits for both positions. 4. Two Drug Court Participants to attend the National Drug Court Conference. 5. Overview of MRT for Professionals training with a tentative date of February 5, 2016. 6. Moral Reconation Therapy (MRT) workbooks and graduation coins for TAD participants. The 2017-22 TAD Grant cycle is currently under discussion and will be open competitively this summer. This might be the last year for the Justice Assistance Grant (JAG). The DOJ is considering combining the JAG and TAD Grants . RESULT: DISCUSSED 5. Day Report Center Update Dan VanSomeren, Jail Captain, provided an update and states an ad hoc subcommittee will be developed to make recommendations if the Day Report Center project is approved. Kimberly Kitzberger stated the Day Report Center could do up to forty two random drug tests per week for Drug Court offenders if the project is approved. Pat Thompson stated the there may be a need for a presentation to the County Board. RESULT: DISCUSSED 6. Drug Issues - County Board Presentation Request Kimberly Kitzberger, Drug Court Coordinator, stated the County Board asked for an update on the heroin epidemic. An update on other substances should be reported to the board as well. RESULT: DISCUSSED 7. 17 Year Old Legislation - Subcommittee Report Mike O’Keefe stated Susan Caparelli was elected as the chairperson for the Community Justice Subcommittee. Fred Johnson, Director, St. Croix County Health & Human Services provided an update on this issue and potential outcomes if legislation is enacted. Mr. Johnson will keep the CJCC informed if there are significant changes or updates. RESULT: DISCUSSED 8. CJCC Subcommittees Draft Proposal Mike O’Keefe would like any suggestions for a new name for the Community Justice Subcommittee. Mike O’Keefe addressed possible changes for the following subcommittees: COMPAS to be renamed Evidence Based Decision Making (EBDM), the Substance Abuse Subcommittee renamed the Substance Abuse and Trauma Informed Care Subcommittee. Judge Lundell suggested committees/subcommittees should have 5 or 6 people and should be referred to the By-Laws Subcommittee to determine how they should be formed. This issue was referred back to the CJCC Bylaws Committee for review and recommendation. This issue will be brought back to the next CJCC meeting. Sheriff Shilts would like to start the Proxy with Law Enforcement again. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Data issue referred to the executive committee. Compas report. CCAP program to notify defendants by phone of upcoming hearings. ANNOUNCEMENTS & CORRESPONDENCE ADJOURN DATE OF NEXT MEETING The date of the next CJCC Council meeting is January 28, 2016, 8:00 AM, at the New Richmond Service Center, Room 171. The date of the next CJCC Executive Committee meeting is January 14, 2016, 12:00 PM, at the Government Center, Room D203.
