CROIX COUNTY COMMUNITY JUSTICE COLLABORATING COUNCIL MINUTES FROM 1/23/14 The St. Croix County CJCC meeting was held on January 23, 2014, at 8:00 am in Room 1281 of the Government Center in Hudson. Members Present: Daryl Standafer, Fred Johnson, Judge Cameron, Jessica Zupfer, John Shilts, Kate Avoles, Mark Samelstad, Eric Johnson, Pat Thompson, Roger Larson, Judge Needham, Judge Vlack, Judge Lundell, Mark Lemke, Scott Cox, Liesl Nelson, Kristi Severson (L. Meyer designee), Joan Sprain & Steve T’Kach Advisory Members Present: Amber Perry, Lisa Multhauf, Pam Bellrichard, Kris Miner Members Absent: Lori Meyer Advisory Members Absent: None Others Present: Linda Henderson, Mark Gherty, Chuck Rupnow, Roy Sjoberg, John Kuzinski, Kris Anderson and John Alcuron (?) 1. Call meeting to order by Judge Lundell at 8:00 am 2. Attendance – sign in i. Judge Lundell notes revision of agenda, agenda approved 3. Approval of minutes from 10/24/13 i. Minutes from 10/24/13 – Thompson motioned to approve, 2nd by R. Johnson – Motion carried, minutes approved. 4. Business items i. New member introductions of Mark Lemke, Probation Supervisor and Scott Cox, Corporation Counsel ii. Citizen member nominations made – Introductions by nominees Joan Sprain & Steve T’Kach. Final approval motion made by Sheriff, 2nd by Standafer – motion carried iii. Grant awards for CJCC announced by Zupfer. North Hudson $1500, Walmart $500, TAD $74,584 iv. Status of CJCC interview process and candidate nomination discussed. Judge Lundell reports on the coordinator position and the title change to include COMPAS assessor. The state has required the title change. Thompson challenges the title change versus the job description to include the task. Multhauf reports grant will not fund a CJCC position but will fund Assessor so the title needs to be amended. Perry agrees the title changes needs to be made. Salary comes half from the grant and half from the county. Grant is for 3 yrs. Motion to change the title – 1st by R. Johnson, 2nd by Larson. Tammy Funk suggests the job description be revised. Motion carried. Sheriff reports on criminal history reports and information sharing. Lundell reports interviews of 8 candidates will be tomorrow. After final candidate recommended, will return to CJCC for confirmation. v. CJCC presentation for outreach introduced by F. Johnson. F. Johnson suggested CJCC council provides feedback. CJCC reviews and offered feedback. Revisions will be made and presentation resent to members. Chief Samelstad reports on response to Chiefs meeting and may like to present presentation on 2/27 at SCSO. vi. Facilitator and team building update – L. Nelson reports on status. Scheduling for May 22nd. Full day event and requesting funding. Requests commitment from the group. R. Johnson asks what will occur. Nelson discussing testing tailored to the group need. Exercises will be conducted, issues identified, coaching for members and sub committees. Nelson can send out more information. Reports it may be between $3,000-4,000. Looking at going off site to reduce temptation to return to work. Thompson agrees to move off site but mentions county board room can be an alternative to save money. Nelson passes around commitment sheet and opens up to others to attend if they wish. vii. Stakeholder interviews –Zupfer reports SCSO and HHS completed. Cherise Neilsen left vacancy as an interviewer 1 of 4 interviewers. Lemke willing to take Cherise’s place in conducting interviews for the DA’s office and Clerk of Court. If council believes more interviews should be conducted, that can be arranged. 5. Presentations i. Restorative Justice Presentation by Kris Miner – Miner provided materials on Restorative Justice successes, principles and goals. R. Johnson believes SCC numbers should be increased and what is the plan for you to be more involved. M. Gherty discusses options to increase participation and the importance in rehabilitation. Judge Lundell invites Miner to a Jud ge’s meeting. Judge Vlack requests referral forms. Nelson reports on why Pierce Co has increased numbers. Thompson asks how do we integrate with Restorative Justice and CJCC – Miner does not want to reduplicate and is willing. Judge Lundell adds Restorative Justice to the Stakeholder interview list. ii. Presentation by Lisa Multhauf and Amber Perry on COMPAS – distributed materials regarding COMPAS. Review of materials by Multhauf. Reports the COMPAS procedures are approved by the DOC. Lemke reports on how Probation uses COMPAS and case planning and is willing to meet with members to explain COMPAS more in depth. Perry adds why the county utilizing COMPAS. Nelson reports on the positives of COMPAS and using our resources wisely. 6. Adjourned
