CROIX COUNTY COMMUNITY JUSTICE COLLABORATING COUNCIL MINUTES FROM 3/27/14 The St. Croix County CJCC meeting was held on March 27, 2014, at 8:00 am in Room 1281 of the Government Center in Hudson. Members Present: Daryl Standafer, Fred Johnson, Judge Cameron, Jessica Zupfer, John Shilts, Kate Avoles, Mark Samelstad, Eric Johnson, Roger Larson, Lori Meyer, Judge Needham, Judge Vlack, Judge Lundell, Mark Lemke, Scott Cox, Liesl Nelson, Joan Sprain & Steve T'Kach Advisory Members Present: Amber Perry, Lisa Multhauf, Pam Bellrichard Members Absent: Pat Thompson Advisory Members Absent: Kris Miner Others Present: Kris Anderson 1. Call meeting to order by Judge Lundell at 8:00 am 2. Attendance- sign in 3. Approval of minutes from 1/23/14 i. Minutes from 1/23/14 approved with revisions 1. Amended to include item under 4 to add that full CJCC meeting will be called after interviews of candidates are complete. 2. Amended for Daryl Standafer's correct spelling of last name under item 4(ii.) 4. Business items a. New member introductions of Travis Gaetz, CJCC Coordinator and COMPAS Assessor. b. Update on COMPAS and its utilization in St. Croix County, only for Diversion and Drug Court at this time. Have completed 7 assessments, with more referrals from Diversion. i. Suggestion and discussion for workgroup to be created for COMPAS related issues and to revise the St. Croix County Business Plan (COMPAS) as needed. Lisa and Amber provided further information about utilizing this process. Mark Lemke spoke about the benefits of creating this workgroup. Would be a formal process from county to community corrections. No formal proposal needed and will create workgroup. Discussion over feedback from defense. K. Avoles asks question regarding the DA's use of this assessment at an earlier stage. Discussion regarding the use of a Proxy that some other counties utilize. L. Multhauf discusses benefits of COMPAS to establish the needs and conditions of the agreement. c. Presentation: Travis identified there was a change of the order of slides, but not the content. Discussion over whether it flows appropriately from Lori Meyer. Fred Johnson described it was an informal email sent asking for suggestions on change and felt order was appropriate. Copies will be left upon exit and Travis requested any feedback regarding the change of order and will begin scheduling presentations. Suggestions for upcoming new county board. M. Salmestad also mentioned municipal meetings and Judge Lundell advised that these could be set up as well. Travis, Lori, and Fred to meet again regarding presentation and continue outreach. d. Facilitator and team building update: L. Meyer advised that May 22nd is the proposed date of having Buck Rhyme continue professional facilitation of the CJCC. Discussion over the use of information from stakeholder interviews to develop high priority areas. e. Stakeholder interview update: Travis completed interviews with K. Avoles, Bar Association, and Kris Miner, Restorative Justice. M. Lemke will be scheduling with the District Attorney's office and Clerk of Courts. L. Multhauf will be setting meeting times with each Judge individually and L. Nelson with the Public Defender's office. f. Law/Drug enforcement meeting - Discussion opened by R. Johnson and wants a group to narrow in on drug problem that St. Croix County is facing, specifically heroin. A subcommittee could be created to offer recommendations (law enforcement based) to the CJCC. J. Shilts spoke about benefits of not operating in "silos" and would not be eliminating other alternatives such as treatment and community education. F. Johnson and Judge Vlack discussed stakeholder interviews and believed recommendations were to be made by CJCC Coordinator based on all of the interviews and be further discussed at May 22nd event. F. Johnson advised that Health and Human Services staff have and will continue to provide education. Will continue this matter, but meetings will continue on an informal basis and can offer recommendations to the CJCC. D. Standafer indicates it is not compromising the committee to continue meeting. No establishment of formal subcommittee. g. Justice Procedures meeting- L. Nelson provided update and reported there was great attendance. R. Johnson, public defenders, and the Judges were in attendance. Will continue to meet on an informal basis and will wait for formalization if recommended at a later date. h. Further direction and suggestions for CJCC Coordinator- L. Meyer spoke about presentations and asked other members to identify possible locations for education about the CJCC. Judge Needham discussed the idea of having teams of presenters and was further discussed about having a Judge as part of the teams. K. Avoles indicated Judge Schumacher from Eau Claire presented at a Bar Association meeting in Eau Claire and would be a good location for information/education. 5. Items for Discussion a. L. Multhauf offered to do a TAD (Treatment Alternatives and Diversion) Grant updates at CJCC meetings. Will add to agenda items for upcoming meetings. b. Judge Lundell proposes we have a standing agenda item listed as "reports" and TAD grant would be included. c. D. Standafer will follow up with having representative with St. Croix County Substance Abuse Prevention Coalition to present at upcoming CJCC meeting. M. Salamestad indicated they are continuing to work and provide education to the community. Judge Vlack reports there is an upcoming meeting on April 3rd in Somerset. d. J. Sprain reports having information on Evidenced Based Practices for the organizational structure of committees and will provide by email to Travis. e. D. Standafer indicated town meetings as a possible venue for providing information about CJCC. f. J. Shilts, Judge Lundell discussed having COMPAS workgroup also present every two months on updates. g. L. Meyer discussed idea of having two presentations about local services at each full council meeting to provide information/education to council members. 6. Next meeting dates: a.
