May 22, 2014 3:30 PM Minutes from May 22, 2014 were accepted as presented. PUBLIC COMMENT* BUSINESS ITEMS 1. Financial Reports Interim CJCC Coordinator Mike O'Keefe summarized the CJCC & TAD Financial Report YTD. 2. Team Building Training – May 22, 2014 Interim Coordinator Mike O'Keefe discussed the outcomes of the team building training held on May 22, 2014 at the Citizen State Bank Building. He also reported on recommendations made by the facilitator of the training, Buck Rhymes, for future agenda items. Emphasis was placed on continued review of the strategic plan for CJCC, as well as periodic reviews of sub- committee workgroups and by-laws. 3. Drug Court Referral Process Mike O'Keefe stated that the number of Compas (Correctional Offender Management Profiling for Alternative Sanctions) referrals to his office are very low. He asked if there is a problem with the referral process or something else. Judge Edward Vlack stated there is an Advisory Committee for Drug Court but they have not met in quite some time. Discussion was held as to whether this should become a function of the CJCC to have advisory oversight of the Drug Court under this umbrella. Chief Mark Samelstad asked if the police themselves can make the referral and as it stands now St. Croix County Community Justice Collaborating Council St. Croix County Government Center 1101 Carmichael Road Hudson, WI 54016 (715) 381-5253 police don’t seem to know what to do with these types of cases. Judge Eric Lundell stated the Eau Claire CJCC have a triage team that meets on a weekly basis to review who gets into what program or treatment court. Liesl Nelson, PD Office, likes the original Drug Court Advisory Committee group. Sheriff John Shilts recommends more education for police should be addressed. District Attorney Eric Johnson also likes the idea of the original advisory group for Drug Court. Amber Hahn, ADA, said that maybe having tracks for offenders who have different areas of need might be appropriate as well as early intervention for these individuals. Fred Johnson, HHS, stated that we might have overlap issues with oversight committees. Judge Scott Needham stated that we should have standing committees for any and all potential treatment courts. 4. CJCC Budget Mike O'Keefe handed out and discussed a financial summary of the CJCC and TAD (Treatment & Alternatives) grant. A proposed budget will be brought forward at the July, 2014 Special Meeting of the CJCC. 5. Workgroup Updates Mike O'Keefe gave an update status of workgroups and when they met. He stated that some workgroups have not met and a review of these groups should take place at a future meeting. 6. CJCC – By-Laws Judge Scott Needham presented a draft proposal of CJCC By-Laws which reflected changes to the Executive Committee. Motion by Judge Scott Needham, second by Administrator Pat Thompson to accept changes to CJCC By-Laws and adopt. Motion passed 7. Eau County CJCC Visit Judge Eric Lundell reported on the visit he and Mike O'Keefe made to the Eau Claire County CJCC. Eau Claire County has a systems data analyst position that tracks information for the program and this has proven to be very useful in developing programming and requesting needed resources. Eau Claire County utilizes the Proxy tool at time of arrest decision. This is a 3 question interview that the officer uses in making an arrest decision on certain types of cases. Steve T’Kach recommended providing training for our officers and Sheriff Shilts concurred with this initiative. 8. Compas Presentation Probation & Parole Supervisor Mark Lemke & Mike O'Keefe did a presentation for the group on the practical application of using the Compas as a tool to identify offender needs and risk.
