BUSINESS ITEMS
1. St. Croix Valley Alliance Against Family Violence -CCR
Katie Ryan, Sexual Assault Services Coordinator at Turningpoint and Selena Peterson,
Victim/Witness Legal Advocate presented on Domestic Violence issues. October 2014 is
Domestic Violence Awareness Month. Both speakers answered questions from the
group.
RESULT: DISCUSSED
2. By-Laws Recommended Revisions
CJCC By-Laws Workgroup met on 9-24-14. Kate Avoles reported the workgroup
suggested having someone from the faith-based community, the Medical Examiner, a
representative from WITC - New Richmond, and a representative from the County
Information Technology Department as potential new Council members. Liesl Nelson
recommended all new members be advisory positions. Further discussion was held about
the policy in the By-Laws for members who miss a certain number of meetings. (MSC)
by Fred Johnson, second by Judge Needham, to approve the recommended new members
to the CJCC Council with the faith-based and medical community members as voting
members, others will be advisory. The By-Laws Committee will meet prior to the next
meeting to bring back names for nomination to these positions.

3. TAD Grant Update
Discussed the upcoming Treatment and Alternatives (TAD) Grant renewal for 2015. The
Department of Justice does not want St. Croix County to use the CJCC Coordinator
Position as the cash match for this project. They stated that the Drug Court Coordinator's
Position/salary can be used for this purpose. Also discussed the use of the Compas
Assessment for juveniles. Fred Johnson would like to be part of the CRAIN (County
Risk Assessment Implementation Network) which is sponsored by the WI Department of
Corrections. Steve T'Kach recommended expanded training on the risk assessments for
the entire group.

4. Space Update for CJCC & Drug Court
A proposed plan for the new CJCC and Victim Witness space was presented to the
Council for review. The Administration Committee will vote on this request at their next
meeting, 10-1-14.

5. CJCC Workgroups
Discussed updates on CJCC Workgroups and progress. The Addictions Workgroup will
meet prior to the next Council Meeting.

6. Domestic Violence Court
Discussed the possibility of doing a feasibility study on domestic violence issues in St.
Croix County to determine our needs. Katie Heaton has volunteered to assist with this
project as a volunteer. She has a background with DV issues and has done internships in
this area. (MSC) Motion by Pat Thompson, second by Steve T'Kach to allow Ms. Heaton
to assist with this study. Judge Needham introduced Kristina Aschenbrenner, District
Court Administrator, Tenth Judicial District. Judge Needham also discussed the
possibility of applying for domestic violence prevention funding through a STOP Grant.

DATE OF NEXT MEETING - OCTOBER 23, 2014
The next CJCC Meeting will be 10-23-14. There is a conflict with the 11-20-14 CJCC Council
meeting due to a Judicial and State Public Defender's Conference. The 11-20-14 meeting will be
changed to 12-4-14 at 8:00 AM in Room D203.
