Ag Extension Committee minutes
February 5, 2002
Agricultural Service & Education Center Convened: 1 p.m.
Baldwin Adjourned: 2 p.m.
Present: Leon Berenschot, Ronald Raymond, Art Jensen, Lois Burri, Dave Fodroczi, Lee
Milligan, Jim Janke, Kimberly Reaman, and Mary Lestrud
The meeting was called to order by Vice Chairman, Leon Berenschot.
Date of next meeting was set for March 5, 2002.
Jensen moved that the agenda be adopted as presented. Burr' seconded the motion. Motion
carried.
Bum moved that the previous meeting's minutes be approved. Jensen seconded the motion.
Motion carried.
Jensen moved that the vouchers be approved. Bum seconded the motion.
Administrative Report
Federal Budget Update —No report.
State Budget Update — Counties are reacting very differently to the Governor's proposed plan to
reduce the state budget. The Governor has not yet found a representative to sponsor the plan.
County Budget— County departments have not yet received directives to address the state
budget situation. Reaman anticipates that instruction will happen once more is known about the
outcome of the Governor's plan.
WACEC Update — Berenschot reported that the WACEC board is scheduled to have a phone
conference on February 8 to discuss the situation with the state budget.
Personnel:
Horticulture Position — University Extension will be lifting the hiring freeze on March 1.
The committee reviewed the Memorandum of Understanding for the St. Croix/Polk
Horticultural Position. Motion by Raymond to approve the MOU as printed. Seconded
by Burri. Motion passed. Motion by Burri to have Mike Perkl, UWEX Western District
Director, post the position barring any concerns from the personnel office. Seconded by
Jensen. Motion passed. Reaman will contact the personnel office and follow up with
Perkl.
Agent Performance Reviews — Motion by Jensen to enter into closed session for the agent
performance reviews. Seconded by Raymond. Roll call vote: Jensen -yrs; Raymond -yes;
Burri -yes; Berenschot -yes. Motion by Raymond to commend the excellent staff in the St.
Croix County UWEX Office. Seconded by Bum. Motion passed. Motion by Raymond
to move out of closed session. Seconded by Jensen. Motion passed.
PlanninL Department Report
2002 Collection Contracts: Fodroczi reviewed proposed service contracts for 2002 tire,
appliance and hazardous waste collections. The tire collection contract with Greenman
Technologies would continue with an increase in fees from $100 to $110 per ton. The increase is
necessary cover process and equipment upgrades to meet higher end user standards. The
appliance contract with J.R. Appliance would continue with an increase in fees of $1.00 per
appliance to $11.00 for appliances and S21.00 for air conditioners. The price increases reflect a
declining market for scrap metal. The Clean Sweep contract with Northwest Clean Sweep would
continue with small increases for labor, mileage and anti -freeze disposal. Motion by Raymond,
seconded by Jensen, to approve the 2002 collection contracts. Motion carried.
"Your Wasteline" Newsletter Proposals: Fodroczi reported on the proposals for printing
services for the next four issues of the "Your Wasteline" newsletter. Requests for Proposals were
sent to six area printers. Proposals were received from RPG ($5,687.76) and River Valley
Printing ($4,832.40). Both firms have produced the newsletter with satisfactory results. Based
largely on the price differential, staff recommended awarding the contract to River Valley
Printing. Motion by Raymond, seconded by Bum. to award the printing contract to River Valley
Printing for the price of $4,832.40. Motion carried.
Mercury Exchange Project: Fodroczi summarized staff efforts to finalize the details of a pilot
mercury exchange program. County residents would be able to exchange outdated mercury
thermostats and thermometers for safer nonmercury household thermometers or digital health
thermometers. The mercury products would be recycled through our clean sweep contractor.
Fodroczi indicated that the staff has received final g uidance from the DNR and has complied
with all their recommendations. Motion by Jensen. seconded by Raymond to authorize
implementation of the Mercury Exchange Pilot Program. Motion carried.
Legislative Update: Fodroczi reported that the Legislature was holding a public hearing today
on AB 636/SB 319 to restore recycling funding for UW research and technical assistance. The
County Board resolution supporting this legislation was previously submitted for hearing
consideration. Fodroczi also indicated that Representative Joe Plouff and Senator Judy Robson of
Beloit were introducing companion bills in both houses to ban mercury thermometers.
Raymond moved to adjourn. Jensen seconded the motion. Motion carried. Meeting adjourned.
