C ROIX I NTY, RESOLa1JYl ION APPROVING COMPRESSION ADJUSTMENTS FOR lii/�sc�rzsrrr SPECIFIC HEALTH CARE CAMPUS STAFF 1 WHEREAS, the healthcare industry is undergoing significant changes that have 2 increased the fluidity and competitiveness of the healthcare labor market, which has impacted St. 3 Croix County's ability to recruit and retain qualified candidates; and 4 5 WHEREAS, the Health Care Campus has experienced several applicants declining job 6 offers due to low starting wages, which has highlighted the need for a competitive wage 7 structure; and 8 9 WHEREAS, a new market analysis has been conducted, revealing the need to regrade 10 Certified Nursing Assistants (CNA), Dementia Care Certified Nursing Assistants (Dementia 11 CNA), and Certified Medication Aides (CMA) to remain competitive and ensure the continued 12 provision of quality care; and 13 14 WHEREAS, the regrading of these positions is crucial to increase staffing levels 15 necessary for the successful operation of the Kitty Rhoades Memory Care Center and to 16 eliminate reliance on costly contract services; and 17 18 WHEREAS, the approved regrades are as follows: 19 20 • Certified Nursing Assistant (CNA): From Grade 12 to Grade 14; 21 22 • Dementia Certified Nursing Assistant (Dementia CNA): From Grade 13 to Grade 15; and 23 24 • Certified Medication Aide (CMA): From Grade' 15 to Grade 16. 25 26 WHEREAS, the current practice for regrading involves placing employees at the Step in 27 the new Grade closest to their current wage without decreasing their pay, which may lead to 28 significant compression and pay equity issues; and 29 30 WHEREAS, it is recommended that employees hired before August 31, 2024, be placed 31 at the same or similar steps in the new Grade to alleviate compression caused by the regrade; and 32 33 WHEREAS, the estimated additional cost of $93,000 in wages on an annual basis can be 34 fully covered by the nursing home revenues. 35 36 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 37 Supervisors does hereby approve compression adjustments for the employees on the attached 38 list. 39 40 ST.
