1. Treatment Courts Subcommittee of the Community Justice Collaborating Council
Regular Meeting June 16, 2020 12:00 PM
Minutes from June 16, 2020 Treatment Court accepted as presented.

BUSINESS ITEMS
1. 2020 Treatment Court Program Snapshot Review
Judge Waterman provided a review of the age, sex, drug of choice, conviction type, point
of program entry and program exit outcomes for Track 1 and Track 2 participants.
Graduations exceed terminations. Kim Kitzberger spoke regarding referrals that were
deemed ineligible. Judge Waterman reviewed the procedures of admissions.

2. Treatment Court CORE Reporting System Program Reports Review
Judge Waterman discussed the CORE reporting system and how it is used to keep track
of the program. Kim Kitzberger spoke on data collection and input into the system from
2016-2020.

3. Treatment Court Alumni/Mentor Group Update
One of the best ways to maintain sobriety is to be a part of the recovery community.
Graduates find a structural disconnect upon graduation. In an effort to address this
issue, an alumni/mentor group is beginning. Graduates provide mentorship to those just
entering Treatment Court. Certified peer support training will be available in February.
This program will provide a valuable supportive bridge for recent graduates and those
just beginning the program.

4. Treatment Court Program Fees Update
Judge Waterman explained the participant costs of the program and proposed a sliding
fee scale similar to what Behavioral Health uses. Most participants cannot afford the
costs and a waiver or sliding fee scale would allow for participation in the program.
Judge Needham raised concerns. Further study will be completed before bringing it
back to the committee.

5. Treatment Court Process and Outcomes Evaluations Update
A UW-River Falls professor was hired to do an outcomes study. The report should be
available in 2021. The report will provide the information for putting together the 2022
TAD grant application.

6. 2022 Treatment Alternatives & Diversion (TAD) Grant Program Enhancements
Update
Potential program enhancements include a Justice Services Department where programs
would be consolidated for a systemic program. A justice systems services umbrella is
something that may be included as part of the TAD grant to distinguish our program
from others in the state. A task force could be identified in tandem to the TAD grant
application.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Judge Waterman will continue with the transition of Treatment Court Judge to Judge
Nordstrand. Judge Waterman will serve as backup. A question was raised regarding the impact
to track 2 with mandatory prison on OWI 5th and above.
