BUSINESS ITEMS
1. 2021 Third Quarter Treatment Court Program Snapshot Review
Kim Kitzberger reviewed the current snapshot of the program. We have 20 active
participants overall, per quarter. This is an increase from five years ago. Phase I is our
most intensive phase - group discussed that the greatest monitoring is needed here.
Currently, Meth is the continued #1 drug of choice - we have seen some heroin and
opiates reporting of late. And more recently, Fentanyl. Transportation is an ongoing
issue; 75% of participants do not have a license. Fro Track II, OWI Court, we are
concerned about low admission with the new requirements for prison for 5th/6th
offense, etc. We have had only one referral for the OWI track this quarter/since July of
2020. Judge Nordstrand wants to continue discussions about what we will do to address
the OWI track moving forward.

2. St. Croix County Treatment Court Process Evaluation Final Report Review
Professor Galli and the UWRF students and the Outcomes Evaluation of the Treatment
Court program is currently underway. This is the secondary report to Professor Galli's full
review of the program - having presented the Process Evaluation portion, at the
September full CJCC meeting. The group will look at the entire full reporting as a whole
and this will be a good agenda item for the next subcommittee meeting. Professor Galli
is slated to present to the CJCC in January or February, depending on his schedule. Judge
Waterman notes that if we are following the model, these evidence-based practices
(EBP), these will show within the outcomes. That is the goal, to work toward the
standards and EBP. Judge Nordstrand questioned if TAD Grant mandated this thorough
review. Kim Kitzberger states that it is not a TAD mandate, but the TAD Grant did pay for
the cost of the total review by Professor Galli and the UWRF students and it will
ultimately assist us to continue to be an exemplary program.

3. Treatment Court Policy and Procedure Review Update
Judge Nordstrand wishes to review the current policy and procedure manual of the
Treatment Court program; to clarify what our policies and procedures are in terms of
process and make sure we are doing what we say we're going to do, etc. The current
policy manual has not been updated since March of 2019. Suggestion was made for the
Team to meet for a 1/2 day and focus on review of the manual. The Team will review and
come up with proposed alterations, if needed, and bring this information back to the
Subcommittee for finalization. Discussion on participants "timing out" of the program.
Phases are taking up to two years to fulfill for some participants. "County residence," it is
unclear who is/is not a county resident to be accepted into the program. Clarification of
these things will assist us moving forward.

4. St. Croix County Justice Support Services Department Update
Discussion briefly occurred on TAD Grant pending and the vacant Treatment Court
Worker position. The position will be filled if we successfully receive funding.

5. 2022 Treatment Alternatives and Diversion (TAD) Grant Application Update
Kim Kitzberger and Lisa Multhauf discuss the submission of the 2022 Grant request - this
is and has been a strong collaborative effort between our programs. More information
will be presented when we hear from WI DOJ.

Professor Galli's UWRF Outcome Evaluation Report/Presentation
ANNOUNCEMENTS & CORRESPONDENCE
The WI Association of Treatment Court Professionals (WATCP) annual state conference is May
4th, 2022 through May 6th, 2022.
The National Association of Drug Court Professionals (NADCP) is July 25th, 2022 through
July 28th, 2022 in Nashville, TN.
Funding has been requested for these events via TAD.
