1. Treatment Courts Subcommittee of the Community Justice Collaborating Council
Regular Meeting August 9, 2018 12:00 PM
Minutes from August 9, 2018 were accepted as presented.

Brian Smestad discussed the qualifying factors u
participation, incentives for participation and the need for consistency between branches.
BUSINESS ITEMS
1. Treatment Court Program Snapshot
Kim Kitzberger, Treatment Court Coordinator, provided a handout of the St. Croix County
Treatment Court from 1-1-18 through 11-7-18. The snapshot broke down the Treatment
Court participants by age and gender, primary drug of choice among participants and
point of referral origin for both Track 1 and Track 2 participants.
RESULT: DISCUSSED
2. Treatment Court Track 2 Eligibility Requirements
Discussion was held on Treatment Court Track 2 eligibility requirements.
RESULT: DISCUSSED
3. Treatment Court Track 2 Implementation Review
Judge Waterman stated that Treatment Court knows the characteristics of the
participants in Track 1. At this point, the characteristics of the participants in Track 2 are
less clear. Discussion followed regarding what appropriate services are for Track 2
participants. Some participants enter Track 2 at a more advanced level having completed
out-patient treatment. The question is whether Treatment Court is still appropriate or if
probation is adequate. Mark Lemke discussed whether another assessment should be
done between the initial assessment and again after the defendant has completed out-
patient treatment. Kristin DePrey noted there are many factors that can change especially
if there is a treatment element. Discussion was held regarding what services can be
provided prior to sentencing if there is a high risk for relapse, whether Treatment Court
may be too much for someone who is completing treatment, and how Treatment Court
can be changed so participants can be released if it is not needed. And is it possible to
readmit at a later time if needed.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Mark Lemke advised another agent may be needed for Track 2 cases. Evaluation will be
ongoing.

Kim Kitzberger stated there will be a Treatment Court graduation on December 12, 2018 at 9:30
am in courtroom 4.
