COUNCIL ON AGING AND DISABILTIES MEETING
November 17, 2011
County Board Room, Government Center, Hudson, WI
CALL TO ORDER: Council Chair Nelson called the meeting to order at 9:05 a.m. Pledge of Allegiance was said.
A moment of silence was held in memory of Bette Norman, former Department on Aging staff, former River Falls
Nutrition Program Manager, and writer for the ADRC News.
ROLL CALL: Supervisors: Al Schrank, Sharon Norton - Bauman, Buzz Marzolf, and Esther Wentz; Council
members: Michelle Chevalier, Sue Nelson, Vera Grant, Judy Belisle, Deb Brennan, and Lois Burri. Also present:
ADRC Manager Brad Beckman; Health and Human Services Administrator Fred Johnson; Administrative Assistant
Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Community Services Coordinator Tracy
Davis; Disability Benefit Specialist Marian Mottaz; Cindy Wells- O'Malley, student from St. Catherine's. Excused
was Council member Ramsey Lee
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected for the October 20 meeting
was made by Council member Grant; seconded by Supervisor Schrank; motion carried.
DATE OF NEXT MEETING: Thursday, December 15 in the County Board Room, Government Center in
Hudson.
1. Monthly Financial Report & Staffing Report: Council members received financial information for the
ADRC and the Aging programs for October 2011. See page 3 for details. Johnson pointed out the $85,000
for the one time budget adjustment from Trust has not been transferred to the Aging salaries. Beckman
mentioned he has been working closely with Tonya Kusmirek regarding the ADRC revenue. He informed
the Council it looks as though it will be more than budgeted.
2. Marian Mottaz, Disability Benefit Specialist Disability Benefit Specialist Mottaz provided the Council
with a handout describing the Disability Benefit Specialist (DBS) program. The program provides assistance
to individuals 18 — 59 years of age who have a disability with oversight from Disability Rights Wisconsin.
Mottaz informed the Council that in 2008 when she started, there were only 20 DBSs in the state. Since
September 2011 the number has increased to 75. The DBSs will be partnering with the Elderly Benefit
Specialists for training since the two programs are similar in responsibilities. Mottaz informed the Council
she currently has 42 open cases which may mean assisting with Social Security applications or appeals. The
majority of clients are low income or individuals aged 18 -22. Since 2008, Mottaz has assisted 249 individuals
with Social Security applications, appeals, or denials. Mottaz informed the Council she provided over 300
units of information only to individuals. The monetary impact for 2010 was over $1 million. Mottaz
informed the Council that she works closely with other Human Service departments like YCSS, Behavioral
Health, and Economic Support. She also works closely with Social Security Office in Eau Claire and the
Disability Determination Bureau.
3. 2012 Aging Unit Plan Community Services Coordinator Davis informed the Council the 2010 -2012 Aging
Unit Plan was reviewed in 2009. The 2012 requirement was to amend the original plan if necessary; no
amendments were needed regarding the four goals: Emergency Preparedness, Transportation, Caregiver
Activities, and visibility of ADRC. Davis informed the Council the Council will need to review and adopt the
2013 -2015 Aging Unit Plan next year. The ADRC submitted the 2012 budget and has already received a
letter from GWAAR informing the approval of the 2012 County Aging Plan and budget.
4. CASTLE — Michelle Chevalier Council member Chevalier informed the Council the expansion to River
Falls once a week on Mondays was not as successful as hoped. The last Saturday of the month homemade
soup is offered from 12:30 p.m. — 4:30 p.m. at the New Richmond CASTLE location. In October, the

CASTLE hosted a Halloween parry with a castle theme.
5. Aging Updates:
a. Senior Center/Nutrition Program
i. Monster Mash Bash — wrap up: Davis presented a slide show of photos from the Monster
Mash Bash during break. She informed the Council there were over 150 attendees and $350
was raised for the Senior Center Board Coalition. The day was lots of fun with many
costumes. The money raised may be used to help fund a 2012 holiday cookbook with recipes
from each Senior Center.
ii. Holiday Pie Fundraiser — update: Beckman informed the Council over 500 pies were sold
with River Falls selling the most. All of the profit goes directly to each of the Senior Centers.
iii. 2011 Nutrition Program Evaluation & Assessment: Beckman informed the Council that
GWAAR will evaluate the Nutrition Program policies and procedures on December 7 th .
There will also be a site visit to the Baldwin Senior Nutrition Site. Once the evaluation is
complete, Beckman will report back to the Council.
b. Transportation Program
i. Transportation Requests Davis presented transportation requests for Hudson Senior Center to
go to Mall of America, Bloomington, MN on November 21; Deer Park Senior Center to
Stillwater in November and Eau Claire in December; New Richmond Senior Center to Amery
December 1 A motion to accept the transportation requests was made by Supervisor
Schrank; seconded by Supervisor Marzolf; motion carried.
ii. 2012 85.21 Grant Davis provided the Council with copies of Section A through H for their
information. Davis presented a power point summarizing the grant requirements and
specifications. Davis informed the Council a public hearing will be held at the Baldwin
Senior Center on Thursday, December 8 th at 1:00 p.m.
6. ADRC updates:
a. Family Care Cap Services — update: Beckman handed out the most recent numbers from the
Information & Assistance Specialists. Currently there are 103 individuals on the county waitlist.
Beckman provided the Council with a handout regarding the Long Term Care Enrollment Cap by
Resource Center. The cap number for St. Croix County is 488. Since the Family Care Cap was put
into place, there have been two disenrollments from CHP; thirteen enrollments into CHP- Family
Care; six IRIS enrollments; one IRIS disenrollment. The Information & Assistance Specialists are
currently working on individuals who were placed on the waiting list in October 2011.
7. Correspondence Beckman read a thank you from the Hudson United Methodist Church for the presentation
done by the Information & Assistance Specialists and a thank you from CWAG for hosting the District 6
meeting.
