CALL TO ORDER Chairman, Rich Peterson, called the
meeting to order at 8:30 a.m.
ROLL CALL Members present were: Irene Burch, Gerald
Peterson, Dr. Glenn Hoberg, Richard (Buzz)Marzolf, Marguerite
Sumner, Bette Norman, Alice Mullan, Carolyn Weisenburger,
and Ralph Bader. Also present were: Sandy Gehrmann, Sharon
Graham, Tracy Davis, Sylvia Heller, Ed Velaski, Gladys
Ellefson, Jeannette O'Connell, Shirley Marlette, Cindy Ahrens,
Janice Thompson. Mary Lou Smith and Loretta Cassellius were
excused.
ADOPTION OF AGENDA A motion was made by Marguerite
Sumner, and seconded by Irene Burch to adopt the agenda as
printed; motion carried.
DATE OF NEXT MEETING The next meeting will be held on
September 19, 2002.
ACTION ON PREVIOUS MINUTES A motion was made by
Glenn Hoberg and seconded by Ralph Bader to approve the
minutes as printed; motion carried.
UNFINISHED BUSINESS:
2003 Count Plan: Discussion of the 2003 County Plan will be
postponed until next month's meeting. However, the results of a
survey conducted for the County Plan, were detailed. Suggestions

for additional informational or recreational programs were listed.
None of these suggestions, if implemented, would effect any
changes to the budget. Overall, respondents were satisfied with
the services that they received.
The results of an independent transportation study conducted in
the Baldwin area will be presented at next meeting.

NEW BUSINESS:
Budget Overview: The Expenditure Budget Summary was
distributed and reviewed. This budget summary details line
item expenditures across programs. The approximate
percentage of funds provided by federal, state, county,
fundraising, grants and donations were given. Discussion and
clarification on line the item expenditure six month, estimated,
and 2002 budget, columns followed. Discussion of
expenditures by program were detailed.
Only Congregate Nutrition, Service Management, and
Transportation programs receive county funding. The
transportation portion is a required 20% cash match. Total
county request for 2003 is $127,103.00.
The 2003 St. Croix County Department on Aging's annual
budget was distributed and reviewed. Each program's
revenues and expenses were detailed.
A motion was made by Ralph Bader, and seconded by Buzz

Marzolf to approve the Budget as outlined; motion carried.
Buzz Marzolf commended Sandy Gehrmann, Director, on a job
well done.
2002 is the thirtieth anniversary of the Nutrition Program. A
federal reported noted that one ar's worth of meals in the
program equals the cost of one day in a hospital. It was also
noted that donations, mainly by program participants, is a large
part of the nutrition program budget.
A motion was made by Ralph Bader, and seconded by Buzz
Marzolf to approve the budget as outlined; motion carried.
Buzz Marzolf commended Sandy Gehrmann, Director on a job
well done.
Information on the final Title 111 and State 2002 allocation by
county was distributed and reviewed.
Vehicle Usage Policy Having met with the Transportation
Committee prior to the Council meeting, Sharon Graham
reported that in light of recent requests, a new transportation
policy would be drafted and presented at the next meeting of
the Council on Aging. The policy will address the definition of
"renter". driver, and the cost associated with renting a
Departmental vehicle. A copy of the updated policy will also
be sent to Risk Management and Corporation Council for their
review.
The roles of the transportation sub - committee in relation to the
Council and the role of Aging and Handicap Inc. as a procurer
of vehicles were clarified.

Sharon reported that drivers have been made aware of any
maintenance that needs to be preformed on site vehicles for
compliance with the new program mandated by D.O.T.
At the present time, The Deerfield and the Disability Coalition
are the only outside agencies using Departmental vehicles.
Sharon reported that the consensus of the Transportation
Committee was that when vans are used by outside agencies,
Departmental drivers should be hired.
STAFF REPORTS
Sandy's Report: Sandy thanked all for a very nice 25
anniversary celebration. Approximately 150 were present.
Sandy spoke on the changes that she has seen over the years.
The one constant was the enjoyment she has experienced working
with the elderly.
The Caregiver Conference will be held on Thursday Oct 3 rd at the
United Methodist Church in Hudson. The registration form was
distributed. Speakers and breakout sessions were discussed.
Staff are to attend free of charge and sites will be closed. The
United way is providing most of the funding for the conference.
Ruth Hurtgen will cater the meal.
The Senior Dining Survey was distributed two months ago.
Responses to questions in the survey were reviewed and
discussed. The number 1 and 2 reasons given for participation in
the congregate nutrition program were the meals and
socialization. Overall, respondents were satisfied with the
service as provided.

The circus will be held at the Excel Energy Center. Group prices
range between $7.50 and $26.50. If any sites are interested, call
the office.
The Association of Nutrition Directors at the state level have
been meeting to implement the Federal Administration on
Aging's Healthy Steps Program that promotes walking and better
nutrition. Per their suggestion, the Department has ordered
pedometers to be available at the sites for check out.
Aging in the News, a quarterly publication, will be discontinued
after the next issue as federal funding is being eliminated.
The new Nutrition Policy Manual will soon be available.
The state budget will not be finalized until after the fall election.
Though St. Croix County's Senior Farmer's Market vouchers
have already been distributed on a first come first serve basis,
West Cap will continue to take names should any more vouchers
become available.
This year the Federal Nutrition Program celebrates its 30"
anniversary. The state will be recognizing its anniversary with
the printing of 2000 copies of an anniversary book in October.
Included in the book will be comments by Andy Germain of
Somerset.
The Fall meeting of CWAG will be held on September 19 , at
the L.E. Phillips Senior Center in Eau Claire. Center Board
members are encouraged to attend. Cost, including the meal,
will be $6.50.

The Department on Aging, as a government agency, does not
endorse a specific religion by reciting a group prayer before
congregate meals. However, moment of silence, or the choice of
an individual to bow their head or recite a silent prayer, is
acceptable and appropriate.
SITE /CENTER REPORTS
There was an excellent turnout for Betty Jordahl's
going away party. A bus has been procured for a trip to
LaCrosse. Produce supplied by Share the Bounty has been
enjoyed.
DEER PARK A welcome to Sharon and congratulations to
Sandy were given. Card parties continue to go well.
GLENWOOD CITY: Bingo is continuing. More card players
are being sought. Site members will participate in the corn feed
dinner to be held at the Methodist Church. The Rock Elm pie
and ice cream social was enjoyed by those attended.
HAMMOND /ROBERTS Jeannette O'Connell reported that
cards, bingo, chair exercises and birthday parties continue.
HUDSON A picnic with grilled brats took place recently.
Bingo, massage and exercises continue to go well. Share the
Bounty has provided produce. Birthday parties continue to be
enjoyed by all. An outing in September is planned. The
Governor recently visited the site prior to the noon meal
NEW RICHMOND: Cards and bingo continue to go well. On
Monday August 19 the Center Board sponsored a picnic at the
park in Star Prairie.
RIVER FALLS: Bette Norman reported that a train ride on the
Minnesota Zephyr is planned. Over 40 SeniorCare applications
have been distributed. Share the Bounty has dropped off nice

produce at the site. As of August 26 Bette will be employed at
the site under the Experience Works program.
SOMERSET The carpets at the Center were recently cleaned.
Those who received Farmer's Market vouchers are enjoying the
produce. Last Saturday night twelve went to see Vic Tedesco at
the Phipps. A trip to the Trap Rock Inn is planned for September
20 th .
WOODVILLE A new person is helping out in Betty Lynum's
temporary absence. Cards and bingo continue to go well.
ANNOUNCEMENTS AND CORRESPONDENCE The
Happy Grannies will be entertaining at the Mount Zion Church in
Hudson on Sunday September 8 th at 2:00 p.m. It was suggested
that the Department on Aging and the Grannies co- sponsor the
event by providing van transportation and a donation
respectively. Other sites may also plan to use their vans to attend
with prior approval from the office.
A motion was made by Bette Norman, seconded by Marguerite
Sumner, to approve upcoming van trips; motion carried.
The director of a local assisted living facility in the New
Richmond area has been showing up unannounced at the site and
participating in activities. A word of caution that this may serve
as a covert form of advertising and that equal opportunity to
directors of other assisted living facilities in the area to do the
same should be provided.
POSSIBLE AGENDA ITEMS FOR NEXT MEETING:
Gerald Peterson requested that the Transportation Policy be put
on October's agenda.
