CALL TO ORDER Chairman, Rich Peterson,
meeting to order at 8:30 a.m.

ROLL CALL Members present were: Gerald Peterson, Dr.
Glenn Hoberg, Richard (Buzz) Marzolf, Rich Peterson, Irene
Burch, Bette Norman, Alice Mullan, Carolyn Weisenburger,
Loretta. Cassellius, and Ralph Bader. Also present were: Sandy
Gehrmann, Sue Kramer, Tracy Davis, Sylvia Heller, Dianna
Fern, Gladys Ellefson, Jeannette O'Connell, Shirley Marlette,
Cindy Ahrens, Janice Thompson. Mary Lou Smith was absent.
Marguerite Sumner was excused.
Dianna Fern, the new Baldwin Site Manager was given a warm
welcome.
ADOPTION OF AGENDA A motion was made by Ralph
Bader, and seconded by Gerald Peterson to adopt the agenda as
printed; motion carried.
DATE OF NEXT MEETING The next meeting will be held on
October 17, 2002.
ACTION ON PREVIOUS N HNUTES: A motion was made by
Buzz Marzolf and seconded by Loretta

UNFINISHED BUSINESS:
Vehicle Usage Policy: The history of motions made by the
Council on Aging that constitutes the present transportation
policy was detailed. Gerald Peterson reported on what transpired
at the Transportation Committee meeting that took place on
August 21, 2002. The Transportation Committee will meet
before the October meeting to draft a transportation policy to
submit to Corporation Counsel prior to presenting it to the full
Council for approval.
Caregiver Conference: Registration for the October 3'
Caregiver Conference will remain open until September 27 t h,
2002. Nancy McEnroe, MS, RN, Dementia Care Coordinator,
Fairview Health System and Dr. Don Baughman, PhD, Professor
of Psychology UW Stout, will be the keynote speakers.
9:00 Public Hearing on 2003 -2005 County Plan: The budget
portion of the 2003 -2005 County Plan was distributed for review.
It was noted that though many of the figures are identical to the
County budget approved last month, this budget considers in -kind
match provided by volunteers and donations. However, the
Trusts for capital replacement, that were included in the
previously approved budget submitted to the County, are not
included in the 2003 -2005 County Plan.
A report on the Final Title III & State 2002 Allocations by
county was distributed and reviewed.

Section 4 of the County Plan, detailing the local priorities and
outcome measures in each program for 2003 -2005, was
distributed and reviewed. Buzz Marzolf was thanked for
volunteering his time to copy the materials distributed at today's
Council meeting.
Questions, comments, or changes to the County Plan as
presented at this Public Hearing were solicited.
A motion was made by Ralph Bader and seconded by Irene
Burch to approve the 2003 -2005 County Plan as submitted;
motion carried.
A motion was made by Dr. Hoberg and seconded by Gerald
Peterson to close the Public Hearing; motion carried.
NEW BUSINESS:

Disability Coalition United Way Grant: One of the DOT
85.21 grant requirements is that the grantee serve disabled
individuals in the community. $2000.00 of the Department's
85.21 monies has been granted this year to the Disability
Coalition to allow the Department to meet that requirement.
These funds, in conjunction with a grant from the United Way,
will be used to develop a volunteer transportation program for the
Council on Aging

disabled in St. Croix County. Younger drivers will be recruited
and trained and will be reimbursed for mileage. The funds
granted by the Department on Aging will be used specifically for
driver reimbursement.
Sandy announced that Tracy Davis has filled the Community
Service Specialist position. In -house advertisement for the
Administrative Assistant position has begun.
Sandy reported that the January 1St, 2003 cost of living
adjustment to Social Security is likely to be 1.3 %, the lowest on
record. The COLA is calculated upon the consumer price index
for urban wage earners and clerical workers, not on the spending
habits of seniors. Yearly adjustments may be more accurate if
calculated upon a "Seniors Only" consumer price index.
STAFF REPORTS
Sue's Report: Information and updates on the SeniorCare and
CWAG's Canadian Drug Store Connection drug programs were
detailed.
Sandy's Report: The U. S. drug companies that market the 15
most often prescribed drugs to seniors spent nearly 2.5 times as
much money on marketing, advertisement and administration as
was spent on research and development in 2001. Total profits by
these drug companies were 60 times greater than the total dollar
amount spent on research and development. In light of these
huge profits, enormous executive salaries, and the marketing
budget, claims that any regulation would infringe on research and
development are irresponsible and wrong.

Tragy's Report: The 2002 van inspection is planned for
November 8' at the Highway Shop in Hammond. Schedule will
be forthcoming.
Sites were reminded to complete and return their site inventories.
Possible changes to Somerset's and Deer Park's food
delivery /pick up once Somerset receives the 1991 van currently
used by Hudson, were discussed.
SITE/CENTER REPORTS:
BALDWIN Dianna Fern, the new site manager, reported that
patriotic music was played on September 11', Patriot's Day.
Cards and bingo continue. A trip to LaCrosse via chartered bus
is planned for October 4'.
DEER PARK Card parties are going well. Farmer's Market
vegetables are coming in. Elinor Nelson visited last week. A
van trip is planned in October. On November T and evening
meals will be served and the Grannies will perform. The
Grannies were thanked for their generous donation for the use of
vans in transporting people to the performance at Mount Zion.
GLENWOOD CITY: The new tracphone is up and running.
Bingo and cards, blood pressure continue to go well. A soup and
salad luncheon is planned for September 27 and all are invited to
attend.

Donna Lamson reported that cards,

October. Substituting a trained volunteer van driver for the
regular van driver will be submitted to the Risk Manager for

review of insurability.
HUDSON A van trip and picnic to the Willow River Park is
planned for October 4 Bingo, birthday parties, massage, and
sing - alongs continue. Sylvia was thanked in advance for the
chicken dinner to be provided for the Finance Committee today.
NEW RICHMOND Grandparent's Day was celebrated on
September 5'. Ten attended the Grannie's performance at Mount
Zion on Sunday the 8t''. A tribute to September 11' was held on
the 9'. All enjoyed apron day. AARP 55 Alive will be held at
the site on November 4' and November 7t''. A van trip to
Menomonie is planned for November 8'.
RIVER FALLS: The bake sale held last Friday was successful.
On October 26t' a trip to Fanny Hill in Eau Claire is planned.
AARP 55 Alive will be held on October 7 & 8' from 10:00 a.m.
to 2:00 p.m.
SOMERSET Exercise continues 3 times a week. Thirteen
will participate in a luncheon at the Trap Rock Inn on September
21S An evening meal is planned for the October 30t' Halloween
party.
WOODVILLE All enjoyed the trip to Renee's Garden.
Farmer's Market vegetables are being enjoyed. A leaf trip is
planned for the end of September or early October.

Future
Council meetings will continue to begin at 8:30 with any site
manager trainings starting at 8:00 or 8:15.
A motion was made by Bette Norman and seconded by Irene
Burch to approve the van trips; motion carried.
