Approval of Minutes Minutes were accepted as presented.
1. Minutes of Previous Meeting - Worksession Sept. 12, 2024 Minutes were accepted as presented.
2. Minutes of Previous Meeting - September 19, 2024 Minutes were accepted unanimously by the Committee

Public Hearings / Business
1. Ordinance Amending the Comprehensive Zoning Ordinance - Section 27, Township 31 North, Range 18 West,
Town of Star Prairie, 57.52 Acres, from R-1 Residential District to R-2 Residential District The application was withdrawn by the applicant on October 16th. The committee did not hold a public hearing on this
request.
2. Ordinance Amending the Comprehensive Zoning Ordinance - Section 21, Township 30 North, Range 18 West,
Town of Richmond, 115 Acres, from R-2 Residential District to R-1 Residential District with a Nonmetallic Mining
Overlay District (NMO)
Motion: To postpone this rezoning request to the December 19th CDC meeting for further Town input
Result: Passed

Notes:
Chairperson Andersen opened the public hearing at 5:04 pm. Senior Planner John Hilgers provided a staff report on the
zoning request. Shaun Bird provided public comment on the request. Tom Peck, Rob Peterson, Andrew Hynan, Sue
Bonte Lee, Sue Curtis, Tom Aubuchon spoke in objection to the request. Public hearing closed at 5:40 pm.
3. Ordinance to Repeal Chapter 11 - Animal Waste Storage Facilities - and Recreate Chapter 11 - Manure Storage
Facilities - of St. Croix County Code of Ordinances
Motion: Motion to postpone hearing until the January 16th CDC Meeting with a stakeholder meeting.

Notes:
Steve Shalla spoke in opposition on the ordinance. Celeste Koeberl,Linda Hendricks, Dan Funk, Virginia Drath, Tom
Zwald, Dan Yaganstan, Kim Dupre spoke in opposition on the ordinance.
4. Financial Report for September 2024 Administrator Witt provided the finanical report. Register of Deeds fees are above last year and park fees are down
slightly.
5. Discussion on Chapter 30- Parks Amendments Park Administrator Ballard provided a summary of the changes to Chapter 30- Parks.
6. Consideration of 2025 Community Development Department Fee Schedule
Motion: Motion to approve the 2025 CDD Fee Schedule with the two amendments discussed.

Director Kjeseth and Park Administrator Ballard presented the proposed 2025 fee schedule to the Committee.
7. Consideration of Resolution Encouraging Cooperation with Federal and State Agencies
Motion: Motion to approve resolution as written.
