Health and Human Services Board Minutes

Call to Order Health and Human Services (HHS) Board Chair Greg Tellijohn called the September 18, 2024 meeting of the HHS Board
to order at approximately 5:00 PM.

Approval of Minutes Health and Human Services Board Chair Greg Tellijohn asked the Board after reviewing the minutes from the August 21,
2024, HHS Board meeting if any editing was needed. With nothing noted, the minutes were accepted as submitted.
1. Minutes of Previous Meeting - August 21, 2024
Public Comment Health and Human Services Board Chair Greg Tellijohn opened the meeting for Public Comment for items on or off the
agenda.
One member of the community addressed the Board regarding the Nursing Home rates.
Business
1. Financial Report for August 2024 Health and Human Services (HHS) Fiscal Manager Fay Strenke reviewed the HHS monthly financials with the Board.
Strenke Informed that in the board packet are the HHS financials through Aug of 2024. Strenke went on to highlight a
few revenue differences in Behavioral Health and informed that in Children Services the purchased services are showing
over the budgeted amount due to out-of-home placements. She also shared that the census at the nursing home is
higher than it has been in a while, they are doing well and showing a positive balance.
2. Consideration of the 2025 Proposed Rate Increases for the St. Croix County Health Care Campus Health and Human Services Director Bob Rohret informed the Board that there needed to be a correction noted on the
document included in the board packet. The document reads that the rate in 2023 was $320, but that is actually the
rate for 2024, and in 2023 the rate was $310. So, the document should read "The rate in 2024 was $320."
Health Care Campus Administrator shared information about rates in other facilities in the surrounding area.
A motion was made, and a voice vote was taken. All approved.

3. Resolution Requesting the State of Wisconsin to Provide Funding for Community Support Programs and Crisis
Services for Counties in the 2025-2027 State Budget HHS Director Bob Rohret provided some information on this resolution. Rohret informed that the Wisconsin Counties
Association (WCA) is requesting support of this resolution which is asking to increase the state's portion of funding to
county government for community support programs and crisis services. This is needed to provide services for anyone
in crisis, or dealing with severe mental illness. Currently, the state's share is funded by counties and there is very little
funding for uncompensated care.
Questions asked and answered.

4. Resolution Urging the Wisconsin State Legislature To Reform The Funding Model For Out-of-Home Child Placements HHS Director Rohret introduced this resolution. This resolution is directed at the state to assist with funding for children
in out-of-home care, in particular residential care settings. Finding and providing children with this high level of care
comes at a great cost, and counties are seeking state funding more in line with what they cover for adults who qualify
for Medicaid reimbursements from the state. Counties don't receive Medicaid reimbursement for children in Residential
Care Centers. There is also a request that the state help with finding placements for these children as this continues to
get more difficult and at times they end up placed out of state.
Administrator Witt shared that counties used to cover the out-of-home costs for adults as well, but at some point the
state jumped in and paid these as they realized this cost was getting very high for the counties. They haven't done this
for children yet, but the county's cost for out-of-home placements for children has jumped approximately a million
dollars in a year.

5. Review 2025 Budget Requests County Administrator Ken Witt reviewed the proposed 2025 budget requests with the HHS Board. Witt discussed the
best way to look at this budget document to see where additional requests may have been made, and the HHS Board
members should be looking for requests they would look to support or cut. Administrator Witt then shared the
requested budgets that have been submitted by each division within Health and Human Services. The biggest changes
are in wages and fringe across the department, as well as purchased services within Children Services which are out of
the Department's control. Most other asks are being supported by grant funding.
At the Health Care Campus, with Medicaid rates higher and the plan for Kitty Rhoades to open, these should both
provide additional revenue. With this, the HCC has a negative fund balance applied, which is good. Some chargebacks to
the HCC from other divisions will be added, so in the final budget some of these numbers will change.
Veterans services remains almost identical to last year.
Overall, the requests across the county came in over the available tax levy dollars, so there will need to be 1.6 million in
deductions.

This was the HHS Board's first chance to take a look at the budget. There will be a final review and discussion in Oct. at
the Committee of the Whole meeting and final voting at the Nov. 6th County Board Meeting.
Request for Future Agenda Items HHS Chair Tellijohn asked for any future agenda items. Nothing was brought forward tonight, but if something comes
up, Board members are encouraged to contact Chair Tellijohn or HHS Director Rohret.
Announcements HHS Director Bob Rohret shared:
▪ The Public Health (PH) Department recently had a review by the state (140 Review) and were informed today
that they are recertified, as they continue to meet the level 3 Health Department requirements. Credit to the
PH staff.
▪ The Aging Plan for the ADRC is required every 3 years and there will be a meeting for public input on September
25, 2024 @ 1:00 PM in the St. Croix County Services Center, New Richmond
