1. Executive Committee of the Community Justice Collaborating Council – Regular
Meeting – April 22, 2021 12:00 PM

BUSINESS ITEMS
1. CJCC and Treatment Alternatives & Diversion (TAD) Grant Financial Review
Susan Capparelli, Justice Services Director, gave an update on the financial status of the
CJCC and Treatment Alternatives & Diversion (TAD) Grant. A submission for
reimbursement of $40, 533 has been approved for last quarter and we await that
pending reimbursement. Administrator Witt informed the group that the 1250 Cost
Center for CJCC is now Justice Services and that all programs falling under 1250 will be
fully integrated come 2022 budget reporting.
RESULT: DISCUSSED
2. Justice Services Status Update
Susan Capparelli provided the group an update on the current status of operations and
capacity of the Day Report Center (DRC); now a fully civilian-run program in transition.
Transferring of information and practice from the Sheriff's Office, along with hiring and
training of staff to perform the case management, monitoring and response work did
begin immediately and is ongoing. The DRC will have a minimum of three civilian staff.
Judge Needham discussed the challenges and needed work ahead to be fully at
operational capacity.

3. St. Croix County Court Appointed Special Advocates (CASA) Update
Susan Capparelli introduced Bridget Warren, Executive Director of Restorative Services, a
member of the steering committee responsible for bringing CASA to St. Croix County.
Bridget Warren states that the CASA of St. Croix County is now fully organized with its
Articles of Incorporation, and other required nonprofit IRS paperwork, banking and
National CASA organizational approved files. St. Croix County should be serving children
by the end of 2021. Roy Sjoberg, elected President of the Board will present at the next
CJCC meeting with Judge Waterman.
RESULT: DISCUSSED
4. CJCC Subcommittee Updates
Several meetings have been cancelled over the two months of transition from Mike
O'Keefe's retirement, to Susan Capparelli taking the newly developed position of Justice
Services Director. Kim Kitzberger, Treatment Court Coordinator, provided an update on
the TAD Grant Task Force group for the 2022 TAD Grant - it has been opened by WI
Department of Justice and we have a limited turnaround time to complete this five-year
competitive request. Some 100 programs across WI will be requesting current and
expanded funding just for Treatment Court programs. We will likely see an increased
request with a focus on adding IDIP/OWI 2nd - 3rd, plus current 4ths.

5. Review and Approve Agenda Items for the September 9, 2021 CJCC Council Meeting
Agenda Items for the CJCC Council Meeting on 9/16/2021
Discussion was held on agenda items for the CJCC Council meeting on September 16,
2021.
