County Administrator Ken Witt provided an update on the monthly financials, personnel changes, ongoing projects and
other key highlights for the month of October.

2. Exercise to Prioritize Wisconsin Counties Association (WCA) Legislative Agenda
Alyson Sauter, Community Development Educator with UW- Extension, led an exercise to prioritize the 90 legislative
agenda items from the Wisconsin Counties Association. Supervisors reviewed the legislative Agenda Items and made
nominations of the following Legislative items - #41, #68, #71, #42, #1, #44, #23, #25, #18, #64, #49, #90, #45, #58.
Supervisors then further prioritized the 14 items to focus on the top six items. The top six items selected were -
71 - Establish psychiatric residential treatment facilities. (12 votes)
23 - Continue investment in the maintenance of the county trunk highway system by increasing funding for general
transportation aid payments to counties in an amount equal to 30% of the costs.(12 votes)
45 - Allow expert witnesses to appear by video conference in certain civil actions. (10 votes)
18 - Clarify county authority under Wis. Stat. 66.0401, relating to renewable energy siting requirements. (10 votes)
41- Allow counties to retain a larger portion of the real estate transfer fee. (8 votes)
42 - Increase the circuit court costs appropriation to reflect a more equitable share between the state and counties. (7
votes)
Chair Long explained that this is the first step in this process and there is an opportunity to further develop the list of
priorities. Administrator Witt explained that this will be brought back in the form of a formal resolution to adopt.

Request for Future Agenda Items
Supervisor Ottino mentioned his previous request to have CASA give a brief presentation regarding their caseload.
Administrator Witt stated that this is an item scheduled for the January County Board meeting. Supervisor Adams
requested to hear more on the concerns made during public comment in regard to zoning and the Amish community.
Chair Long stated this discussion should start with the Community Development Committee before coming to the full
board. Supervisor Adams would like to see this on the February meeting agenda.
Chair Long stated in January there may be a presentation from Excel Energy regarding their proposed solar farm. Chair
Long stated there also may be a presentation in February from the Rail Commission regarding light rail/passenger rail
connecting Eau Claire and the twin cities.
