APPROVAL OF MINUTES
1.Council on Aging and Disabilities Regular Meeting January 15,20168:30 AM
Council Chair Ostness asked the Council if there were any changes, corrections, or
additions to the January 15, 2016 meeting minutes. With none noted, a motion was made
to accept the minutes by Council member Schrank and seconded by Council member
Brue; motion carried.
RESULT:ACCEPTED
PUBLIC COMMENT
BUSINESS ITEMS
1.ContinuUs Presentation
Holly Miller, Interim Supervisor for Quality with ContinuUs, provided a handout
explaining the Family Care Benefit Packages. She explained the differences between
Nursing Home Level of Care and Non-Nursing Home Level of Care. She discussed the
process of enrollment into Family Care Program and how decisions are made for the
individual with the individual.
RESULT: DISCUSSED
2. Family Care and IRIS (I Respect I Self Direct) 2.0 Concept Paper
Many of the Council members attended the public meeting in Eau Claire to discuss the
Family Care/IRIS 2.0 draft concept paper. Verbal and written testimony was given in
Eau Claire and Madison. There will be some changes to verbiage and an updated draft
will be provided to the legislature for review on April 1 and there is a 14 day response
window. If approved, then the time line for roll out will be set and educating of
consumers will begin. In the draft concept paper provided to the Council, the ADRCs
throughout the state were to be kept intact. IRIS will no longer exist, it was gone with
Chapter 55 was put into law. A lot things will hinge on the language used in the waiver
presented to CMS.

3. 2015 Aging Unit Plan Assessment
Tracy Davis, Community Services Coordinator, presented the 2015 Plan Assessment to
the Council. The items in blue were reviewed and discussed.

4. Wisconsin Legislative Task Force Alzheimer's Dementia Bills
The Council members received a handout regarding the bills being presented to the
Wisconsin Legislature.
RESULT: DISCUSSED
5. Financial Reports
Beata Huag, HHS Fiscal Manager, presented December and January financials for Aging
and ADRC. Most of the expenses and revenues in January falls in 2015. Overall, the
month looks similar to last year and on track. The December 2015 report was reviewed.
Beata noted it is prior to audit, so the amounts may change when the remainder of the
claims to the state are received. There was discussion on the Trust Accounts for Aging.
It is projected that after 2016, the Trust Accounts will gone and those expenses will be
part of future budgets.

6. 2016 Aging and Disability Resource Center Annual Update
Council members received a copy of the submitted 2016 Annual Update document
submitted and the approval letter.

7. Information and Assistance Specialist/Options Counselor Update Sheet
Council members were provided a handout regarding the activities in January and
February. There were 12 enrollments into ContinuUs and three disenrollments; there
were eight enrollments into IRIS and three disenrollments in the first 2 months of the
year.
RESULT: DISCUSSED
8. Out of County and Weekend Senior Center Transportation Requests
There were a few out-of-county or beyond hours of operation requests related to the
utilization of the ADRC/Aging fleet vehicles.

April 5 - Glenwood City Senior Nutrition Site to Chippewa Falls
May 1 - Glenwood City Senior Nutrition Site to Menomonie
May 11 - Woodville Senior Nutrition Site to Stillwater
June 15 - Glenwood City Senior Nutrition Site to Stillwater
A motion to accept the trips was made by Council member Pelnar and seconded by
Council member Zaske; motion carried

9. New Richmond Senior Center Relocation Report
The New Richmond Senior Nutrition Site and ADRC staff have set up another tour of
Solid Rock Church. The group is still in the process of planning. The goal is to move
during the summer with the weather is nice.

10. Aging and Disability Resource Center Volunteer Appreciation Luncheon
Council members will be receiving their invitations in the mail. It will be held on Friday,
April 22 at Ready Randy's in New Richmond. Members are to RSVP by April 15 for the
day.

11. 2016 St. Croix County Senior Center Card Tournament
The Card Tournament will be starting next week in Glenwood City. The Council
received a copy of the schedule with one change, there will be no tournament held in
Amery this year. The sites are looking for more card players, so members were
encouraged to contact their local Senior Center if they are interesting in taking part in the
tournament.

REQUEST FOR FUTURE AGENDA ITEMS
Preventative/Nutrition Program Manager Randi Hanson and Marian Mottaz, Disability Benefit
Specialist will discuss the Aiming for Excellence project.
ANNOUNCEMENTS & CORRESPONDENCE
Mary Ellen congratulated the Council for getting the ball rolling for the automatic door openers
at the Government Center and St. Croix County Services Center.
Ron Kiesler thanked Chair Ostness for his leadership over the years.
Virginia Drath thanked Jim Schreiber for speaking at their Master's Garden meeting.
Council members received brochures on Stepping On class, Living Well with Chronic Disease
class, and Dementia/Caregiving Guide.
