APPROVAL OF MINUTES
1.Council on Aging and Disabilities Regular Meeting April 15, 20168:30 AM
Council on Aging and Disabilties Convener Paulette Anderson asked if there were any
corrections, additions or deletions for the minutes. With none noted a motion was made
to approve the minutes by Council Member Schrank and seconded by Council member
Pelnar. A voice vote was taken and the minutes from the May 20, 2016 meeting were
approved.
RESULT:ACCEPTED

There was no public comment.
BUSINESS ITEMS
1. Election of Council on Aging and Disabilities Chair
Council on Aging and Disabilities (COAD) Convener, Supervisor Anderson, asked for
nominations for COAD Chair. Supervisor Kiesler nominated Supervisor Dave Ostness.
No other nominations were made and a voice vote was taken. The election of Dave
Ostness as COAD Chair was approved.

2. Election of Council on Aging and Disabilities Vice Chair
Council on Aging and Disabilities (COAD) Convener, Supervisor Anderson, asked for
nominations for COAD Vice Chair. Supervisor Kiesler nominated Council member Jim
Schreiber. No other nominations were made and a voice vote was taken. The election of
Jim Schreiber as COAD Vice Chair was approved.
Following these elections, COAD Chair Ostness took over the meeting from Convener
Anderson.

3. Establish Meeting Schedule of the Council on Aging and Disabilities
Council on Aging and Disabilities (COAD) Chair Ostness asked the COAD for
discussion to determine future meeting. After discussion it was determined that the
meeting dates and times will remain on the 3rd Friday of the month at 8:30 a.m. with
exception of no meeting in February and July.

4. Presentation by Care Wisconsin Managed Care Organization
Members from Care Wisconsin presented Council members details regarding what Care
Wisconsin is, the mission and history. Care Wisconsin has been in operation since 1976
and will be moving into Dunn, Chippewa, Pierce, St. Croix, Pepin and Eau Claire
counties starting July 1, 2016. The office for the region will be in Eau Claire. In
September, letters to eligible consumers will receive a letter regarding Care Wisconsin.
The Information & Assistance/Options Counselors will be able to provide consumers
with both Family Care options starting June 1 and can begin enrollment July 1. Care
Wisconsin is willing to do public meetings to inform consumers and providers.

5. Financial Reports
Fiscal Manager Haug reviewed the methodology regarding the preparation of the
financial reports with the Council on Aging and Disabilities members. The Council
members reviewed the monthly financial reports for March 2016. There was discussion
regarding the depletion of the Trust accounts for both transportation and nutrition
programs. It was discussed that future expenses would be included future operating
budgets.
RESULT: DISCUSSED
6. Presentation of the 2015 Health and Human Services Annual Report
Health and Human Services Directory Johnson reviewed the Annual Report with the
Council. Johnson asked that once Council members have had a chance to review the
report, to bring any questions or feedback to him.
The Health and Human Services Annual Report will go the full County Board in June.

7. Information and Assistance Specialist/Options Counselor Update Sheet
Sheila Fallon, new Information and Assistance Specialist/Options Counselor, introduced
herself to the Council. Council members received the April 2016 Information and
Assistance Specialist Report. There were 11 enrollments into ContinuUs and zero
disenrollments; there were three enrollments into IRIS and one disenrollment.
RESULT: DISCUSSED
8. Discussion of Act 55 Requirement to Assess Responsibilities of Resource Center
Governing Boards and Request for Input
Council member reviewed the email that was forwarded to them on April 21 regarding
the request for input on section Act 55 that requires Department of Health Services
(DHS) to assess which responsibilities of resource center governing boards as described
in section 46.283 (6) of the statutes are duplicative of functions performed by DHS and to
propose changes to the statutory requirements for the resource center governing boards to
remove an y duplication of functions. Council members received discussion questions
that will be utilized during the public meetings to be held on May 20 and May 24.

9. 2015 Aging Unit Plan Self-Assessment Letter of Review
Council members received a copy a letter from Greater Wisconsin Agency on Aging
Resources, Inc. The letter provided feedback to the Aging and Disability Resource
Center regarding the 2015 Aging Unit Plan Self-Assessment submitted earlier in the year.
RESULT: DISCUSSED
10. Home Delivered and Congregate Meal Statistics for the 1st quarter of 2016
Council members reviewed the first quarter statistics for the Nutrition Program. The
report shows an increase in both Congregate Dining and Home-Delivered Meals. It was
mentioned that in 2015 there were closures in the beginning of the year due to weather,
which was not true for 2016. There was discussion regarding the fluctuation of Home-
Delivered meal participants at some of the Senior Nutrition Sites from the previous year.
RESULT: DISCUSSED
11. New Richmond Senior Center - relocation update
The New Richmond Senior Center will be moving to the Civic Center once all the details
have been ironed out. The tentative move month will be June. The Adult Day Respite
Program DayAway will be moving to the Methodist Church due to lack of space at the
Civic Center.
RESULT: DISCUSSED
12. Out of County and Weekend Senior Center Transportation Requests
There were a few out-of-county or beyond hours of operation requests related to the
utilaztion of the ADRC/Aging fleet vehicles.
June 24 - Hudson to Chippewa Falls
June 25 - Glenwood City to Dallas, WI
July 8 to 10 - 2 buses to transport individuals affiliated with the Disability Coalition
to/from Camp in Chetek
July 30 - Glenwood City to Bella Vinez, River Falls
The vans will be available on June 17 and 18 for those individuals interested in attending
the free dental clinic in Eau Claire if needed.
A motion to accept the trips was made by Council member Pelnar and seconded by
Council member Brue; motion carried.

13. 2016 Annual St. Croix County Senior Citizen's Picnic
Council members received the copy of the flyer for the Countywide picnic to be held on
Friday, June 17 at the Roberts Park Building (Roberts Senior Center). Council members
were invited to attend and share the information with others.
RESULT: DISCUSSED
14. 2016 St. Croix County Senior Center Card Tournament - Wrap-Up
It was announced to Council members that the Baldwin Senior Center team one the 2016
Annual Countywide Card Tournament. As part of the Countywide Senior Picnic, the
traveling trophy will awarded to the Baldwin card players. The weekly tournament
numbers ranged from 60 - 70 participants who enjoyed the food and atmosphere of the
local Senior Centers.

REQUEST FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS & CORRESPONDENCE
Council members received a handout regarding the Open Meetings Law that was provided
during the County Board of Supervisor Orientation prepared by Office of Corporation Counsel.
Beckman read two excerpts from the Benefit Specialist newsletter regarding Elder Benefit
Specialist Mike Traynor.

The meeting was adjourned at 10 a.m.
DATE OF NEXT MEETING
There will be a joint meeting on Tuesday, June 14 at 6 p.m. for the Health and Human Services
Board and the Council on Aging and Disabilities at the St. Croix County Government Center.
The next Council on Aging and Disabilities meeting will be Friday, June 17 at 8:30 a.m. at the
St. Croix County Services Center.
