CALL TO ORDER
This June 14, 2016 joint meeting of the Health and Human Services (HHS) Board and the
Council on Aging and Disabilities (COAD) was called to order by HHS Board Chair Dr. Chris
Babbitt. Dr. Babbitt informed everyone that this is the Open Public Participation meeting
regarding the Health and Human Services 2017 budget process and the Delivery of Service Plan.
Dr. Babbitt shared he has several requests for the opportunity to address the board.

BUSINESS ITEMS
1. Open Public Participation Process-Review Letters and Take Public Testimony Related to
the 2017 Health and Human Services Budget and Delivery of Service Plan
Several community members from the town of Emerald addressed the board with their
concerns regarding the proposed expansion of the Emerald Dairy farm. They expressed
concern about water and air quality, especially with the potential of breeching residents
wells, with the spreading of waste from that many cattle. Request to the board included
looking further at what has happened in other communities with this large of a dairy
operation, and to continue to investigate. Several examples of issues experienced by
residents of Emerald were cited. Another resident from Hudson also shared concern of
the effects on the ground water and air quality if such a large dairy farm is allowed to
operate.
County Board Supervisor Burke from the Town of Troy responded to the concerns of
these community members regarding the potential expansion of the Emerald Dairy and
informed those in attendance that an agenda item regarding the siting of large dairy
operations will be on the agenda of the Community Development meeting on Thursday
night.
Another community member addressed the board with concerns of improperly sited wind
turbine farms and the potential human health hazards.
There was thanks given to all those who have worked so hard to get the Health Center
project to where it is today.
The Family Resource Center Executive Director informed the board of their
programming and work being done with families. The Family Resource Center would
appreciate continued support from and partnership with St. Croix County.
With no further public comment Health and Human Services Board Chair Dr. Chris
Babbitt thanked everyone for coming.
