COUNCIL ON AGING ANDDISABILITIES

CALL TO ORDER
This June 17, 2016 meeting of the Council on Aging and Disabilities (COAD) was called to
order by Council on Aging and Disabilities Chair Dave Ostness.

APPROVAL OF MINUTES
1.Council on Aging and Disabilities Regular Meeting May 20, 20168:30 AM
Council on Aging and Disabilities Chair Dave Oseness asked for any changes or
corrections to the May 20, 2016 minutes. With nothing noted Council Member Al
Schrank moved to approve the minutes second by Council Member Laurie Pelnar. Voice
vote taken and minutes were approved.
RESULT: ACCEPTED

BUSINESS ITEMS
1. Introduction of the New Disability Benefit Specialist
Brad Beckman, ADRC Administrator, introduced the new Disability Benefit Specialist
Carolyn Greunke. Carolyn addressed the Council and gave some highlights of her career.
The Council welcomed her.
RESULT: DISCUSSED
2. Health and Human Services 2017 to 2021 Capital Improvement Requests
Fred Johnson, Health and Human Services (HHS) Director, informed the Council of the
Capital Improvement Plans (CIP) for Aging and Disability Resource Center to purchase
and replace vehicles in the 2017-2021 CIP plan.
Discussion was had regarding plans for vehicles that are being retired. This will need to
be discussed further at the time when a vehicle is being retried. Currently facilities sells
these vehicles on the State surplus site with the funds from the sales coming back to the
ADRC. An inventory of these vehicles will be brought to the Council at a later meeting.
On the Health and Human Services side the CIP will include plans for some expansion of
offices to accommodate staff that will be added as Comprehensive Community Services
(CCS) programming is implemented. A tour to view the area that is planned for the
expansion will be had following the meeting.
Supervisor Kiesler made a motion to support the CIP plan and move it to the full County
Board for consideration this was seconded by Council member Schreiber.

3. Financial Reports
Dr. Beata Haug, HHS Fiscal Manager, discussed with the Council on how trends could
be presented to them to make this a helpful tool. Council members shared that a chart or
graph as a visual would be appreciated. Dr. Haug will bring some examples next meeting
and the Council can determine what is the most useful.
Dr. Haug, HHS Fiscal Manager, then reviewed the financial and trust reports and with the
Council. Dr. Haug also explained the process for state claiming as it could be changing
in 2017.

4. Family Care and IRIS (I Respect I Self Direct) 2.0 update
Brad Beckman, ADRC Administrator, updated the Council regarding the letter received
from Secretary Rhoades. Beckman will keep the Council appraised as things are
changing with Family Care and IRIS.
There was discussion regarding what changes took place that led to the reform plan for
Family Care/IRIS 2.0 to be withdrawn and concerns and thoughts of what will happen in
the future.

5. Information and Assistance Specialist/Options Counselor Update Sheet
ADRC Administrator Beckman reviewed the I&A activities.
Care Wisconsin will be added to this info sheet in July as Care Wisconsin is being
implemented in July 1. Some informational meetings will take place in the coming
months and more information of providers available.
Updates regarding ContinuUs will be brought next month as there was concern of them
not taking any additional consumers needing residential care services.
Council members received the May 2016 Information and Assistance Specialist Report.
There were six enrollments into ContinuUs and two disenrollments; there were three
enrollments into IRIS and three disenrollments.

6. Out of County and Weekend Senior Center Transportation Requests
There were numerous out-of-county or beyond hours of operation requests related to the
utilization of the ADRC/Aging fleet vehicles.
July 9 - Glenwood City to Pepin
July 14 - Baldwin to St. Paul
July 17 - Glenwood City to Spring Valley
August 6 - Glenwood City to Augusta
August 13 - Glenwood City to Stillwater
A motion to accept the trips was made by Council member Pelnar and seconded by
Council member Schrank; motion carried.

7. A Dementia Friendly St. Croix Valley Forum - Update
Council member Drath found the meeting informational and the speakers were very
good. ADRC Administrator Beckman informed the Council that many individuals were
interested in participating in the next steps for the program. Council member Brue found
the breakout sessions to be useful. Council Chair Ostness commended Nancy
Abrahamson, Dementia Care Specialist, on her efforts with the Dementia Friendly
programs.

8. New Richmond Senior Center - relocation update
Beckman informed the Council that the New Richmond Senior Center will be moving
after September 1st. There are kitchen remodel needs in the area of Civic Center that will
be utilized by the Senior Center prior to the move.

REQUEST FOR FUTURE AGENDA ITEMS
The Council members discussed the following items to be potential agenda items:
Review the statistics from when the ADRC opened it's doors in 2008 to current regarding trends
on types of consumers.
George Zaske would like to discuss a project he is working on called Think College.
Presentation from Community Development regarding the Baldwin/Emerald Dairy concerns.
Possible presentation by Sandy Hackenmueller, St. Croix Health Center, regarding the upcoming
opening of the new facility.
ANNOUNCEMENTS & CORRESPONDENCE
Beckman presented a news paper article regarding Dementia Friendly Communities in the
Hudson Star Observer.
Chair Ostenss announced that the feasibility study pertaining to transportation will be begin on
Monday, June 20.
The Outstanding Older Adult Award will be awarded on Friday, July 22nd at the St. Croix
County Fair.
