APPROVAL OF MINUTES 1.Council on Aging and Disabilities Regular Meeting September 16, 20168:30 AM Chair Ostness asked the Council if there were any corrections to the minutes from September 16, 2016. A motion was made by Council Schrank and seconded by Supervisor Anderson. A voice vote was taken and the minutes were approved. Guardianship Presentation Jo Anne Friedell, Behavioral Health Adult Protection Social Worker, presented information to the Council regarding Guardianship, what it entails, Adult Protection's role, and process. Council members received copies of forms that are used during the Guardianship process. There was discussion regarding the Guardianship, Protective Placement and Emergency Placement. RESULT: DISCUSSED 2. Health and Human Service Department Program Designated Fund Balances Fred Johnson, Health and Human Services Director, reviewed the designated fund balances with the Council. Currently, Aging and ADRC have fund balances available to cover expenses that go above the budgeted costs. The HHS Board recommendation was to use 1/2 million of the fund balance to the capital improvement plan. The thought of having a 10% reserve in place for HHS is a good concept. It was discussed whether to have a policy or not that may or may not restrict the funds countywide. The countywide policy is to not have more than 35% in unassigned funds for the General Fund for the County, but there is no policy in place stating what happens to unassigned funds for each department. RESULT: DISCUSSED-NO ACTION 3. Aging and Disability Resource Center Financial Report Dr. Haug, presented the Financial report for the month of August. The Aging revenue compared to last year is slightly lower due to less state advances. The ADRC for both revenue and expense are in line and similar to 2015. RESULT: DISCUSSED 4. Wisconsin's Key Issues for the Aging and Disability Populations Advocacy Event Beckman thanked the Council members who were able to attend the event at the River Falls Library regarding advocacy. Janet Zander, Greater Wisconsin Agency on Aging Resources Inc, presented information to members of the Council on Aging and Disabilities, the Health and Humans Services Board, area Senior Center Boards and staff from the ADRC of Pierce County. RESULT: DISCUSSED 5. St. Croix County Transit Planning Subcommittee Open Forum Meeting Council members received a handout from the St. Croix County Transit Subcommittee meeting held on October 5. The next steps are to look a Commission instead of a Committee in order to receive funding from the Federal Government. RESULT: DISCUSSED 6. Out of County and Weekend Senior Center Transportation Requests There were a few out-of-county or beyond hours of operation requests related to the utilization of the ADRC/Aging fleet vehicles. Oct. 28 - Deer Park to Woodbury Nov. 8 - Glenwood City to Pepin Nov. 18 - Glenwood City to Chippewa Falls A motion was made by Council member Schrank and seconded by Council member Brue. Motion carried. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the September 2016 Information and Assistance Update Sheet. There were a total of eight enrollments into ContinuUs and no disenrollments; there were two enrollments into IRIS and two disenrollments; there were three enrollments into Care Wisconsin and no disenrollments. There have been Memory Screen Events scheduled for October and November at local libraries. RESULT: DISCUSSED 8. Home Delivered and Congregate Meal Third Quarter Statistics for 2016 Council members reviewed the 9 month nutrition program statistics. The congregate meals is slightly lower than 2015 while the home-delivered meals have increased. RESULT: DISCUSSED 9. 10th Annual Caregiver Conference Report The Caregiver Conference was held on Sept. 30 at WITC in New Richmond. There were over 250 attendees and there numerous vendors for attendees to gather information. The date for 2017 has already been set for Friday, September 29 with Teepa Snow as the keynote speaker. RESULT: DISCUSSED 10. Hudson Community Foundation Forum For Better or Worse: Memory Loss, Dementia, and Caregiving The Caregiver Forum was held on October 13 at the Bethel Highlands in Hudson. There were close to 100 in attendance to listen to former WI Governor Marty Schrieber as well as other individuals dealing with the disease. RESULT: DISCUSSED 11. Medicare Part D Open Enrollment Open enrollment for Medicare Part D began on October 15 and will continue until December 7, 2016. Individuals are encouraged to contact the ADRC if they would like assistance in reviewing their current plan and determine if their current plan or a new plan would be the best fit. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Nutrition Program Managers ESR work and challenges Photography Services for the County ABLE Act changes ANNOUNCEMENTS & CORRESPONDENCE Monster Mash Bash will be held on Friday, October 21 in Roberts.
