APPROVAL OF MINUTES 1. Council on Aging and Disabilities Regular Meeting January 20, 2017 8:30 AM Chair Ostness asked the Council if there were any correction to the minutes from the January 20, 2017 meeting. There were none noted. A motion to approve the minutes was made by Council member Alfred Schrank; seconded by Council member George Zaske; motion carried. RESULT: ACCEPTED AS AMENDED PUBLIC COMMENT Council Chair Ostness opened the floor to public comment. LaVerne Hoitomt of Glenwood City addressed the Council regarding why volunteers are being restricted from volunteering during their off hours. He also questioned why the Nutrition Program Managers cannot take part in the social events that are planned after hours of operations or weekends. Sharon Fregine of Woodville and the Woodville Nutrition Program Cook spoke on the wish to remain open as a cooking kitchen. She stated that the site is more than just a cooking site, in the past three years there have been participants who have had health issues discovered. Larry Knegendorf of Woodville Senior Center participant addressed the Council regarding the possible closurer of the Senior Center. He voiced how valuable the programs are for those who attend. He invited the Council members to attend the Senior Center and see what it is all about. Audrey Ludovico of Deer Park spoke on how the Senior Center allows for folks who may have depression and are lonely have contact with other people. Chair Ostness read correspondences from those that were not able to attend the meeting. BUSINESS ITEMS 1. Introduction of New County Veteran Service Officer Phillip Landgraf Phil Landgraf, introduced himself as the new County Veteran's Service Office (CVSO). Spoke on what his goals are for the upcoming years and for the veterans of St. Croix County. He wants every veteran in St. Croix County to know they exist and of the services available to them. RESULT: DISCUSSED 2. Presentation by I Respect Self Direct (IRIS) - Self-Directed Long Term Care Option Candy Evenson, Associate Director of Area IRIS Operations and Amy Swanson, IRIS Consultant Supervisor for St. Croix County presented details on IRIS and how it is administered in Wisconsin. There are currently ten IRIS consultants in St. Croix and Pierce County. The program is based on client choice and allowing the individual to find the cares they are wanting within their budget. Written materials were provided to the Council for them reference and provide other information not discussed during the presentation. RESULT: DISCUSSED 3. Financial Reports Dr. Haug presented the Financial reports from December 2016 and January 2017. She reviewed the funding streams for each of the Aging programs. Overall the revenue and expenses are in line. RESULT: DISCUSSED 4. Research and Long Range Planning for the Elderly Nutrition Program in St. Croix County It was communicated to the Council of the need to look at long range planning for the Elderly Nutrition Program. There are currently two sites that receive meals through a vendor. There are many models throughout the state and will be part of the research as well as demographics, statistics and review of funding sources. The planning is in the beginning stages and will be part of the long term goals. It was explained there there have been no decisions made regarding changing the Elderly Nutrition Program. The Council on Aging and Disabilities, the Senior Center Boards, and the Nutrition Advisory Council will be utilized the help share information and where dialogue can take place regarding what is the best option for the longevity of Elderly Nutrition Program. There was discussion by the Council members. RESULT: DISCUSSED 5. Review of Nutrition Advisory Council Guidelines and By-laws A Nutrition Advisory Council was to scheduled for March 8, but it was cancelled after reviewing the by-laws and seeing there was not representation from each Senior Center. Outreach will be done to acquire representation from each Senior Center prior to scheduling the next meeting. Council members were provided with history of the Nutrition Advisory Council, the purpose of the committee and review of the by-laws. The Nutrition Advisory Council will be part of the long term planning of the Elderly Nutrition Program. The Council reviewed the by-laws. A motion to approved the Nutrition Advisory Council By-laws was made by Council member Zaske; seconded by Council member Brue; motion carrried. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the January and February 2017 Information & Assistance Update Sheet. There were a total of six enrollments into Community Link and no disenrollments; there were eleven enrollments into Care Wisconsin and one disenrollment; there were five enrollments into IRIS and no disenrollments. RESULT: DISCUSSED 7. Out of County and Weekend Senior Center Transportation Requests There were some out of county or beyond hours of operation requests related to the utilization of the ADRC/Aging fleet vehicles. March 26: River Falls to Spring Valley April 2: Woodville to Spring Valley At motion to approve the transportation requests was made by Council member Pelnar and seconded by Council member Zaske; motion carried. Aging and Disability Resource Center Volunteer Appreciation Luncheon The Council was informed of the change in date for Volunteer Appreciation Banquet from April 28 to May 5. Invitations will be mailed to Council members, other volunteer boards and program volunteers. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Council Chair Ostness asked if there were any items members would like to see on the next Council on Aging and Disabilties meeting. It was found that the Aging Unit Plan 2016-2018 Self-Assessment needs to be reviewed and voted on; a request was made to review the remaining dates for the Council; and a request to get an update on Care Wisconsin the other Managed Care Organization for the Family Care program. ANNOUNCEMENTS & CORRESPONDENCE The Transit Open House was wonderful and had a nice turnout. Ostness provided the Council with a handout that detailed the existing services in St. Croix County.
