APPROVAL OF MINUTES 1. April 14, 2017 8:30 AM Chair Ostness asked the Council if there were any corrections to the minutes from the April 14, 2017 meeting. There were none noted. A motion to approve the minutes was made by Council member Schrank; seconded by Council member Pelnar; motion carried. There were no public comments read or presented. BUSINESS ITEMS 1. Presentation by Community Link Managed Care Organization Becky Kerr, Regional Director Community Link, provided the Council with a brief overview of Community Link and the merger of three Managed Care Organizations in January 1, 2017. There was discussion regarding the service area, member needs, enrollment, and programming. RESULT: DISCUSSED 2. Presentation of the 2016 Health and Human Services Annual Report Council members received a copy of the 2016 Health and Human Services Annual Report. Council members were directed to the Aging and Disability Resource Center section for review. There was discussion on the Elder Benefit Specialist, Disability Benefit Specialist and Dementia Care Specialist sections of the report. There was discussion on trends within specific programs. RESULT: DISCUSSED 3. Health and Human Services 2018 to 2022 Capital Improvement Requests Council members were provided with details on 2018 - 2022 Capital Improvement Requests specifically for the ADRC/Aging programs. The ADRC included the purchase of three vehicles between 2019-2022 and equipment at the local Senior Nutrition Sites between 2019-2022. These purchases in the past were covered by monies in the Trust accounts, but will now be part of the Capital Improvement Plans for the County. The Health and Human Services Board took action at their meeting to support moving the items onto the Capital Improvement Planning Committee. A motion to support moving the items onto the Capital Improvement Planning Committee was made by Supervisor Kiesler; seconded by Council Member Schreiber; motion carried. Financial Reports Dr. Beata Haug, Health and Human Services Financial Manager, presented the Finacial detail for March 2017 to the Council. Both revenue and expense for Aging are on the favorable side. The 2017 Annual Projections report shows both ADRC and Aging will end the year on the favorable side. RESULT: DISCUSSED 5. Coalition in St. Croix County Council members reviewed the Resolution Supporting Retention and Expansion of Wisconsin's Aging and Disability Resource Centers that was passed at the Health and Human Services Board meeting on Tuesday, May 9. A motion to move the resolution onto the Board of Supervisors meeting was made by Supervisor Kiesler; seconded by Supervisor Anderson; motion carried. Information and Assistance Specialist/Options Counselor Update Sheet Council members reveiwed the April 2017 Information & Assistance Update Sheet. There were three enrollments into Community Link and no disenrollments; there were seven enrollments into Care Wisconsin and no disenrollments; there was one enrollment into IRIS and no disenrollments. Beckman mentioned GrandOaks Assisted Living in Glenwood City cancelled their contract with Community Link due to unacceptable daily rate. There will be members who will be required to disenroll and enroll with Care Wisconsin, who was able to recently secure a contract with GrandOaks. RESULT: DISCUSSED 7. Aging and Disability Resource Center Aiming for Excellence Change Team Project Survey Results Council members reviewed the 1st quarter of 2017 Aiming Excellence survey results. The survey has been revised and changed to clarify some of the questions for consumers. RESULT: DISCUSSED 8. Home Delivered and Congregate Meal First Quarter Statistics for 2017 Beckman reviewed the 1st quarter statistics for the Nutrition Stats. The report shows a decrease for both Congregate and Home-delivered Meal Programs. The Aging team will continue to monitor the stats at the Senior Nutrition Sites. RESULT: DISCUSSED 9. Out of County and Weekend Senior Center Transportation Requests There were a few out of county or beyond hours of operation requests related the the utilization of the ADRC/Aging fleet vehicles. May 17: Deer Park to Woodbury May 27: Glenwood City to River Falls (Pierce County) June 2: Hudson to Burnette County June 10: Glenwood City to St. Croix Falls/Amery June 24: Glenwood City to St. Croix Falls July 16: Glenwood City to Spring Valley Reoccuring transport on Wednesday evenings: Glenwood City to Boyceville for WestCAP produce distribution. A motion to approve the requests was made by Council member Schrank; seconded by Council member Pelnar; motion carried. St. Croix County Health and Human Services 2018 Open Budget Hearing Notice Johnson informed that the Joint meeting for HHS and COAD will be held on Tuesday, June 13 at 5:30 p.m. in Hudson at the St. Croix County Government Center - County Board Room. RESULT: DISCUSSED 11. Aging and Disability Resource Center Volunteer Appreciation Luncheon - Recap The Volunteer Appreciation Luncheon was held on Friday, May 5 at Ready Randy's. There were two individuals who contributed over 600 hours in a 2016. The number of hours calculated into monetary contributions was impressive. A check for the amount of $378,503.67 was presented to County Administrator Patrick Thompson. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS St. Croix County Volunteer Application Managed Care Organization Feedback Survey details Trends with Center Based Employment Curb Cuts Countywide Transit Committee Update ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council of an upcoming event to be held on June 6 - Steering into the Skid - which will be held at WITC-NR. The one-act play allows the audience to bear witness to the early progression of dementia and the subtle changes and adjustments the loving couple is forced to deal with due to the memory loss. The event is free of charge and individuals can register through New Richmond Community Education. ADJOURN Chair Ostness adjourned the meeting at 10:30 a.m. DATE OF NEXT MEETING The date of the next meeting may be changed due the Joint meeting with Health and Human Services Board on Tuesday, June 13. Council members will be notified when the meeting date, time and location has been set.
