August 11, 2017 8:30 AM Minutes will stand as written by Council Chair Ostness RESULT: ACCEPTED PUBLIC COMMENT The meeting was open to public comment for items on or off the agenda by Chair Ostness. There was no public comment presented. BUSINESS ITEMS 1. Presentation by St. Croix County Highway Commissioner Regarding Curb Cuts The new St. Croix County Highway Commissioner, Robbie Krejci, presented information regarding pedestrian ramps. He explained that when looking at the creation of pedestrian ramps, they look at American Disability Act (ADA) and State Statutes. Sometimes there are conflicting requirements, but they typically follow the ADA. The St. Croix County Highway jurisdiction was explained and Council members were informed that if they have concerns they can call the Highway office and they will provide information on the proper contact department. RESULT: DISCUSSED 2. Consideration of a Recommendation to the Health and Human Services Board to Appoint a Subcommittee to Address Employment Trends and Issues for Individuals with Disabilities HHS Director Johnson spoke to the Council on the follow up after the previous Council meeting and how to best proceed. An option that was discussed was to create a subcommittee to research and bring back a recommendation to the Council on how to proceed. Another option would be for a small group of Council members could meet, that would be less than a quorum, to create a work plan to bring back to Council. There was discussion on the options and how they differ. A subcommittee would do the work and create the recommendation whereas the work group would lay out a plan for the Council as a whole to complete the work. A subcommittee has more visibility than a work group and other community members can be included. The subcommittee would report the Council on Aging and Disabilities as well as the Health and Human Services Board. There is also a way for the information to be presented to the County Board. If Council members are interested they would need to be appointed by Health and Human Services Board. A motion was made to recommend the creation of a subcommittee to research the employment trends and issues for individuals with disabilities was made by Council member Pelnar and seconded by Council member Brue; motion carried. Review of Draft 2018 Department Budgets for the Aging and Disability Resource Center HHS Director Johnson provided an overview of the Budget instructions set forth by the County Board. The budget guidelines instructed departments to separate the process into three sections - Phase1: review operating expense and new position request; Phase 2: . The staffing sections for both Aging and ADRC budget have remained the same since there were no change in the staffing pattern. Johnson reviewed the revenue and expenses for both Aging and ADRC. Beckman informed the Council that the Nutrition Advisory Council will be reviewing the current donation request for Senior Nutrition Dining Program and a recommendation may be coming back to the Council. RESULT: DISCUSSED 4. Financial Reports Dr. Haug reviewed the Aging and ADRC Financial Report for July and the 2017 Annual Projections. She explained some of the variances are due to county levy, state funding increase and increase in collections on the Aging programs. When looking at the ADRC report, she mentioned that the state advances are no longer happening. Overall, the programs are in line with the projections. RESULT: DISCUSSED 5. Information and Assistance Specialist/Options Counselor Update Sheet Council members reviewed the August 2017 Information & Assistance Update Sheet. In the month of August there were eight enrollments into Inclusa and two disenrollments; there was one enrollment into Care Wisconsin and no disenrollments; there was four enrollment into IRIS and no disenrollments. On September 1, Community Link changed its name to Inclusa. RESULT: DISCUSSED 6. Out of County and Weekend Senior Center Transportation Requests There were many out-of-county or beyond hours of operation requests related to the utilization of the ADRC/Aging fleet vehicles reviewed by the Council. September 8 - Hudson to Taylor Falls September 22 - Woodville to Dunn County September 30 - Glenwood City to Stillwater September or October - Deer Park to Maplewood or Woodbury October 6 - Glenwood City to Knapp October 7 - Glenwood City to Stillwater October 12 - Woodville to Durand October 15 - Glenwood City to St. Croix Falls October 28 - Glenwood City to Red Wing A motion to approve the requests was made by Supervisor Coulter; seconded by Council member Zaske; motion carried. Council on Aging and Disabilities - Council Member Vacancy ADRC Administrator Beckman informed the Council that due the vacancy for the 60+ position, applications are being accepted. RESULT: DISCUSSED 8. United Way - St. Croix County Employee Campaign The annual St. Croix County Employee Campaign will run from October 9 to October 20. There will be a silent auction on the Bridge for employees and other activities for employees to participate in. Beckman informed the Council that the Senior Center Board Coalition, Aging & Handicapped, Inc and DayAway receive grant dollars from United Way to help with programming. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Review of the 2016 Meal Cost Tool for Congregate and Home-delivered Meal Programs. Update on the Nutrition Advisory Council meeting from September 13, 2017 ANNOUNCEMENTS & CORRESPONDENCE Beckman updated the Council on the latest discussion on the New Richmond Senior Center. The New Richmond VFW has been given a the okay to send a request to the Pentagon for funding. The Caregiver Conference will be held on September 28 and 29. The days events on Thursday, September 28 are for professionals and hands on caregivers. Friday, September 29 is for caregivers and is filling up fast. There will also be a night event held on Thursday, September 28 called Dementia 360. The Walk to End Alzheimer's for St. Croix County will be held on Saturday, September 16 at the Deerfield in New Richmond.
