APPROVAL OF MINUTES 1. September 8, 2017 8:30 AM A motion was made by Council member Schrank, seconded by Supervisor Anderson, motion carried. RESULT: ACCEPTED PUBLIC COMMENT The meeting was open to public comment for items on or off the agenda by Chair Ostness. There was no public comment presented. BUSINESS ITEMS 1. Disability Benefits Program Trends and Statistics Carolyn Greunke, ADRC Disability Benefit Specialist (DBS), introduced herself to the Council as the new full-time DBS as of August. She provided the Council with statistics from 2016, there were 72 new cases, 393 clients were served and there was a monetary impact of $864,607 to the county. So far in 2017, there have been 72 new cases and 467 clients have been served. She was not able to provide monetary impact for 2017 since the year is not yet complete. She informed the Council of some current outreach programs that have recently started through the high schools, the SOAR program has lost funding so there have been additional referrals from Grace Place, started working with the St. Croix County Jail to assist those who need to have benefits reinstated. RESULT: DISCUSSED 2. Employment Trends and Issues for Individuals with Disabilities Subcommittee Beckman informed the Council that the first meeting of the subcommittee will be held at 11 a.m. Friday, October 13. RESULT: DISCUSSED 3. Financial Report Dr. Haug stated that nothing has changed from last month. The only change is a lag in claim and timing of when money comes in from those claims. RESULT: DISCUSSED 4. Research and Long Range Planning for the Elderly Nutrition Program in St. Croix County Beckman provided the Council with a handout from the June Nutrition Advisory Council (NAC) meeting. They discussed the options that have been done throughout the state: Keep Program As Is; Contract the Meals; Restaurant Style; Move to One Cooking Kitchen. The NAC members voiced what they felt were the pros and cons for each of the options. Beckman informed the Council a small group visited a restaurant style model in Pierce County to get a feel of how things work. RESULT: DISCUSSED 5. St. Croix County 2016 Meal Cost Tool Analysis for Nutrition Program The 2016 Meal Tool Cost was presented to the Council. It was initially reviewed by the Nutrition Advisory Council in June. The tool was created by Greater Wisconsin Agency on Aging Resources and is something that each County is required to complete and submitted each spring. The Meal Tool represents what the cost per congregate meal and home-delivered meal. For the calendar year 2016, the average cost per meal for both programs was $11.55 with 50,821 meals served in 2016. Dr. Haug mentioned that she could break out how much of the $11.55 is covered by levy dollars, donations or grants at a future meeting. It was discussed that it might be beneficial to look at the revenue streams and see how much of the levy dollars is covering the short falls after grant and donation dollars are credited. RESULT: DISCUSSED 6. 2018 Suggested Meal Donation for Home-Delivered Meal and Congregate Nutrition Programs Beckman informed the Council that the NAC recommended that there be an increase in the suggested donation from $4.00 to $5.00. A motion to increase the suggested donation to $5.00 effective January 1, 2018 was made by Supervisor Anderson, seconded by Supervisor Coulter. There was discussion by the Council regarding the increase. Motion carried. Overall the responses were positive and the participants are enjoying the meals and dining sites. RESULT: DISCUSSED 8. Information and Assistance Specialist/Options Counselor Update Sheet Council member reviewed the September 2017 Information & Assistance Update Sheet. In the month of September there were four enrollments into Inclusa and one disenrollment; there were no enrollments into Care Wisconsin and no disenrollments; there were six enrollments into IRIS and no disenrollments. RESULT: DISCUSSED 9. Out of County and Weekend Senior Center Fleet Vehicle Transportation Requests There were a couple of out-of-county or beyond hours of operation requests related to the utilization of the ADRC/Aging fleet vehciles reviewed by the Council. October 15 - Glenwood City to Menomonie October 20 - Baldwin to Stillwater November 4 - Glenwood City to Stillwater A motion to approve the transportation requests was made by Council member Pelnar; seconded by Council member Schreiber; a voice vote was taken, motion carried. RESULT: APPROVED \[UNANIMOUS\] MOVER: Laurie Pelnar, Council member SECONDER: James Schreiber, Vice Chair AYES: Tom Coulter, Dave Ostness, Paulette Anderson, Mary Ellen Brue, Virginia Drath, Patricia Jonas, Laurie Pelnar, Alfred Schrank, James Schreiber, George Zaske 10. 11th Annual Caregiver Conference Report The Caregiver Conference was held on Friday, September 29 and was sold out with close to 300 in participation. Council members who attended enjoyed the conference and break out sessions and provided feedback. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Review the revamped 2016 Meal Tool Cost Analysis Total number of consumers in the Nutrition Program ANNOUNCEMENTS & CORRESPONDENCE Beckman informed the Council of some upcoming events: Medicare 101 Sessions to be held on Wednesday, November 8 at Hudson Hospital and Westfields Hospital; Virtual Dementia Tour will be held on Thursday, November 2 from 2 p.m. - 7 p.m. in Hudson at the First Presbyertian Church. Woodville Nutrition Site celebrated its 40th anniversary earlier in the week. The ADRC is working with the Center for Independent Living on training ADRC staff on the services offered through them. The St. Croix County Employee United Way campaign kick off was a success and surpassed the goal for this year. The Walk to End Alzheimer's also surpassed the goal this year. Beckman read a thank you from a consumer.
