APPROVAL OF MINUTES 1. December 8, 2017 8:30 AM Chair Ostness asked if there were any additions or corrections that needed to be made to the minutes from December 8, 2017. Since there were none noted, Chair Ostenss stated the minutes will stand as written. RESULT: ACCEPTED PUBLIC COMMENT The meeting was open to public comment for items on or off the agenda by Chair Ostness. There was no public comment presented. BUSINESS ITEMS 1. Mental Health Services Available Through St. Croix County Health and Human Services- Behavioral Health Division Paul Wick, Mental Health Therapist and Shawn Post-Priller, Program Support Associate II Behavioral Health presented Council with a handout on Depression in Later Life. Wick and Post-Priller both work with the ACCESS Team which is the gateway to services with the county or other services that may better suit them. They discussed depression and later in life and the differences between loss and depression. There was discussion on what we as a county do locally and what is available statewide. It was discussed on how to provide more community awareness. The Community Improvement Plan through Public Health did a campaign regarding the stigma of mental health called Make It Ok, and volunteer training has been held around mental health first aid. There is outreach, but there could be more. RESULT: DISCUSSED 2. Supported Decision-Making Legislation Senate Bill 552 And Assembly Bill 655 Council member Zaske addressed the Council regarding the background behind the Supported Decision-Making Legislation Senate Bill 552 and Assembly Bill 655. Supported Decision-Making gives older adults and people with disabilities the help they need to make choices about their own lives. The Person chooses whom they wish - a Supporter - to help them understand, make and communicate their decisions. The Supporter can help gather information the person needs for a decision, assist the person to understand and evaluate the options, and help communicate the person's decision to others. With Supported Decision-Making, the Supporter may give advice, but the Person makes the final decision. In Wisconsin, Supported Decision-Making is not available, but is exploring it as another alternative to guardianship. The Assembly is currently reviewing the proposed bill. It was discussed whether the Council would write a letter of support or create a resolution. There was no need to create a resolution, but a letter of support will be drafted and submitted. A motion was made to draft of letter of support for Supported Decision-Making by Council member Brue; seconded by Supervisor Coulter; motion carried. Information and Assistance Specialist/Options Counselor Update Sheet Council member reviewed the December 2017 Information and Assistance Update Sheet. In the month of December there were five enrollments into Inclusa and one disenrollment; there was one enrollment into Care Wisconsin and no disenrollment; there were six enrollments into IRIS and two disenrollments. RESULT: DISCUSSED 4. Home Delivered and Congregate Meal Year to Date Statistics for 2017 The Council received a handout regarding the year-to-date statistics for the Nutrition Programs - Congregate and Home-delivered meals. RESULT: DISCUSSED 5. Out of County and Weekend Senior Center Transportation Requests There was one out-of-county or beyond hours of operation requests related to the utilization of the ADRC/Aging fleet vehicles. January 19: Hudson to Stillwater A motion was made to accept the transportation request by Council member Schrank, seconded by Council member Zaske; motion carried. American Association of Retired Persons (AARP) Tax Assistance Schedule for 2018 Council members received the AARP Tax Assistance schedule for 2018 starting in February until mid April. RESULT: DISCUSSED 7. 2018 St. Croix County Senior Center Card Tournament Council members received a handout listing the 2018 Countywide Card Tournament. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Pierce and St. Croix County Free County ANNOUNCEMENTS & CORRESPONDENCE Beckman read thank you regarding appreciation for support and services through the ADRC. Beckman informed the Council of the upcoming fundraiser for the Secret Santa Program - Soups On on Tuesday, February 13 from 11:30 a.m. to 1 p.m. Beckman also informed the Council regarding a Hudson Senior Expo that will held on February 6 from 11:30 a.m. to 2 p.m. at the YMCA Camp.
